The regular meeting of the Ev erett City Council was called to order at 6:30 p.m., October 31, 2012 in the City Council Chambers
of the Ev erett City Hall, Council President Gipson presiding. Upon roll call it was f ound that May or Stephanson and Council
Members Roberts, Moore, Hatloe, Gipson, Burke, Stonecipher and Af f holter were present.
May or Stephanson led the Pledge of Allegiance.
The minutes of the October 24, 2012 Ev erett City Council meeting were approv ed as printed. Council Member Stonecipher
abstained f rom the v ote.

COUNCIL
Council Member Roberts reported on his attendance at a Department of Ecology Workshop on the Kimberly Clark cleanup.
CITY ATTORNEY
The City Attorney requested an executiv e session f ollowing the meeting to rev iew legal risks associated with a real estate
transaction pursuant to RCW 42.30.110(1)(i). The session is anticipated to last 20 minutes with no announcement to f ollow

RESOLUTION - CLAIMS
To adopt Resolution No. 6554 acknowledging the pay ment of audited and approv ed claims against the city of Ev erett in the
amount of $1,568,835.63 f or the period of October 13, 2012 through October 19, 2012.
STREET CLOSURE – ANNUAL FOOD DRIVE
To authorize the closure of Colby Av enue, 24th to 25th Street, on Nov ember 21, 2012, 4:30 a.m. to 1:30 p.m., f or an Annual
Food Driv e sponsored by Ev erett High School with the condition that Ev erett High School personnel be on site to prov ide
immediate access f or emergency v ehicles in the ev ent of an emergency.

PUBLIC HEARING – COUNCIL BILL 1210-47
Council President Gipson opened a public hearing regarding Council Bill No. 1210-47, a proposed ordinance lev y ing the general
taxes f or the city of Ev erett f or f iscal y ear commencing January 1, 2013.
Council President Gipson inv ited public comment. There was no response.
Mov ed by Council Member Roberts, seconded by Council Member Burke, to close the public hearing.

COUNCIL BILL NO. 1210-47
THIRD AND FINAL READING:
AN ORDINANCE lev y ing the general taxes f or the City of Ev erett f or f iscal y ear commencing January 1, 2013, on all taxable
property, both real and personal, subject to taxation thereon, f or the purpose of raising a portion of the rev enue to carry on city
operations f or the ensuing y ear, as required by the Charter of the City of Ev erett and the laws of the State of Washington
Mov ed by Council Member Af f holter, seconded by Council Member Roberts, that this is declared to be the third and f inal reading
of Council Bill No. 1210-47 and the City Clerk is directed to call the roll f or the f inal disposition of the ordinance.

PUBLIC HEARING – FIXED ROUTE FARES
Council President Gipson opened a public hearing regarding a proposed resolution to change Ev erett Transit’s f ixed route f ares
ef f ectiv e January 1, 2013.
Tom Hingson, Transportation Serv ices, gav e a brief ov erv iew of the proposed change, the projected rev enues, and comments
f rom the public meetings that hav e been held. Stephanie Lillie discussed Transportation Serv ices’ education and outreach plan
and mitigation plan.
Council President Gipson inv ited public comment.
Adrian Patay on, Ev erett, and Gary Hatle, Ev erett, spoke in opposition to the proposed f are increase f or the disabled and elderly.
Mov ed by Council Member Hatloe, seconded by Council Member Af f holter, to close the public hearing.
Roll was called with all council members v oting y es.
Motion carried.
RESOLUTION – FIXED ROUTE FARES
Mov ed by Council Member Moore, seconded by Council Member Roberts, to adopt Resolution No. 6555 to change Ev erett
Transit’s f ixed route f ares ef f ectiv e January 1, 2013.
Council Member Stonecipher expressed concern regarding the need to raise f ares f or those patrons who are pay ing their f ares
due to monies lost because of non-pay ers and f raud.
Mov ed by Council Member Gipson, seconded by Council Member Stonecipher to amend the proposed resolution to eliminate the
f are change f or the y outh, elderly, and disabled.
Considerable discussion ensued.
Roll was called on the amendment with all council members v oting y es except Council Members Roberts, Moore, Hatloe, Burke,
Stonecipher and Af f holter who v oted no.
Motion f ailed.
Roll was called on the main motion with all council members v oting y es except Council Member Gipson who v oted no.
Motion carried.
ACTION ITEMS:
AGREEMENT – 2012 STATE STORM WATER GRANT
Mov ed by Council Member Af f holter, seconded by Council Member Roberts, to authorize the May or to sign 2012 State Storm
Water Grant Agreement G1200541 with the Washington State Department of Ecology in the amount of $1,000,000 with a city
share of $333,334.00.

Motion carried.
AGREEMENT – 2012 STATE STORM WATER GRANT
Mov ed by Council Member Roberts, seconded by Council Member Burke, to authorize the May or to sign 2012 State Storm Water
Grant Agreement No. G1200552 with the Washington State Department of Ecology in the amount of $254,849.00 with a city
share of $84,949.00.

Motion carried.
AGREEMENT – 2012 STATE STORM WATER GRANT
Mov ed by Council Member Roberts, seconded by Council Member Burke, to authorize the May or to sign 2012 State Storm Water
Grant Agreement G1200574 with the Washington State Department of Ecology in the amount of $357,522.00 with a city share of
$119,174.00.
