W ednesday, October 24, 2012 The regular meeting of the Ev erett City Council was called to order at 12:30 p.m., October 24, 2012, in the City Council Chambers of the Ev erett City Hall, President Gipson presiding. Upon roll call it was f ound that May or Stephanson and Council Members Roberts, Moore, Hatloe, Gipson, Burke, and Af f holter were present. Council Member Stonecipher was excused. Council Member Hatloe led the Pledge of Allegiance. The minutes of the October 17, 2012, Ev erett City Council meeting were approv ed as printed. Council Members Roberts and Hatloe abstained f rom the v ote. MAY OR May or Stephanson commented that in recognition of National Community Planning Month, he presented a proclamation last ev ening at the Planning Commission meeting thanking the Commission and city staf f f or their good work and many hours of ef f ort. This was the f inal meeting on the Central Waterf ront Plan. COUNCIL Council Member Roberts stated that he also attended the Planning Commission meeting and praised the Planning Commission and staf f f or their work. Additionally, Council Member Roberts shared positiv e f eedback about the Los Angeles Rail~Volution transit conf erence he attended on behalf of Sound Transit last week and thanked the May or f or working with other may ors regarding the Sounder North issue and way s to increase ef f iciency. CITY ATTORNEY City Attorney Iles requested an executiv e session f ollowing the meeting concerning one legal matter pursuant to RCW 42.30.110(1)(i) and one labor matter pursuant to RCW 42.30.140(4). The session is anticipated to last 30 minutes with no announcement to f ollow. CITIZEN COMMENTS No citizens wished to speak. ACTION ITEMS: RFP AWARD – EVERETT TV BROADCAST EQUIPMENT REPLACEMENT Mov ed by Council Member Af f holter, seconded by Council Member Roberts, to award RFP 2012-006 f or Ev erett TV broadcast equipment replacement and authorize the May or to sign a contract with Erik Utter and Associates in the amount of $404,952.75 including Washington State sales tax. RFP AWARD – WPCF EXPANSION/PHASE C Mov ed by Council Member Burke, seconded by Council Member Moore, to select general contractor/construction manager f or the Water Pollution Control Facility (WPCF) Expansion - Phase C and authorize the May or to sign a pre-construction contract with IMCO General Construction in the amount of $875,141.00 in substantially the f orm prov ided. AGREEMENT – TRANSIT COACH ACCEPTANCE TESTING Mov ed by Council Member Roberts, seconded by Council Member Af f holter, to authorize the May or to sign the Maintenance Serv ice Agreement regarding Transit Coach Acceptance Testing.
