W ednesday, May 01, 2013 The regular meeting of the Ev erett City Council was called to order at 6:30 p.m., May 1, 2013, in the City Council Chambers of the Ev erett City Hall, President Moore presiding. Upon roll call it was f ound that May or Stephanson and Council Members Roberts, Moore, Murphy, Gipson, Bader, Stonecipher, and Af f holter were present. Council Member Bader led the Pledge of Allegiance. The minutes of the April 24, 2013, Ev erett City Council meeting were approv ed as printed. Council Members Moore and Stonecipher abstained f rom the v ote. MAY OR The May or had no comments. COUNCIL Council Member Roberts prov ided a liaison update f or the May 18, 2013, Transportation Adv isory Committee meeting. President Moore announced upcoming city council agenda items scheduled f or May 2013. CITY ATTORNEY City Attorney Iles requested an executiv e session f ollowing the meeting concerning one real estate matter pursuant to RCW 42.30.110(1)(b) and one real estate/legal matter pursuant to RCW 42.30.110(1)(c) and 42.30.110(1)(i). The session was anticipated to last 30 minutes with no announcement to f ollow. CITIZEN COMMENTS There were no citizen comments. STREET CLOSURE – EVERETT HOUSING AUTHORITY To authorize closure of the 1200 block of Larch Street on May 4, 2013, 4 p.m. to 8 p.m., f or a birthday celebration sponsored by the Ev erett Housing Authority. ACTION ITEMS: RESOLUTION – RECOVERY OF ABATEMENT COSTS Mov ed by Council Member Roberts, seconded by Council Member Bader, to adopt Resolution No. 6610 authorizing the recov ery of abatement costs pursuant to EMC 1.20.090 at 929 Pecks Driv e. Council Member Gipson asked if interest would be charged by the city on abatement costs. Debra Bry ant, CAO/CFO, stated she would prov ide a f ollow up email with this inf ormation. AGREEMENT – USE OF MALL PROPERTY Mov ed by Council Member Murphy, seconded by Council Member Bader, to authorize the May or to sign an agreement with Steadf ast Ev erett Mall, LLC, regarding use of mall property f or Ev erett Police Department training. AGREEMENT – DATA SHARING Mov ed by Council Member Bader, seconded by Council Member Roberts, to authorize the May or to sign the Interagency Disclosure Driv er and Plate Search (DAPS) Data Sharing Agreement with the State of Washington Department of Licensing. AGREEMENT – TEMPORARY TECHNICAL LABOR Mov ed by Council Member Bader, seconded by Council Member Af f holter, to authorize the May or to a Prof essional Serv ices Agreement with DAH Corporation f or temporary technical labor. AGREEMENT – EASEMENT/INSTALLATION OF ELECTRICAL CONDUITS Mov ed by Council Member Bader, seconded by Council Member Roberts, to authorize the May or to sign an easement with Alderwood Water and Wastewater District f or installation of electrical conduits. Motion carried. AGREEMENT – LEASE/RED BARN COMMUNITY FARM Mov ed by Council Member Roberts, seconded by Council Member Bader, to authorize the May or to execute the Lease Agreement with Volunteers of America f or use of city -owned property located at 6825 Larimer Road, site of the Red Barn Community Farm.
