W ednesday, July 10, 2013 The regular meeting of the Ev erett City Council was called to order at 6:30 p.m., July 10, 2013, in the City Council Chambers of the Ev erett City Hall, Council President Moore presiding. Upon roll call it was f ound that May or Stephanson and Council Members Roberts, Moore, Bader, and Af f holter were present. Council Members Murphy, Gipson, and Stonecipher were excused. May or Stephanson led the Pledge of Allegiance. The minutes of the July 3, 2013, City Council meeting were approv ed as printed. MAY OR May or Stephanson expressed gratitude to those council members who participated in the ribbon-cutting ceremony that was held a f ew weeks ago f or the new municipal court. The May or extended a belated thank y ou to President Moore f or sharing his employ ment experience that promoted the idea of looking at a new structure built around the existing structure, which resulted in a v ery successf ul outcome. COUNCIL Council Member Af f holter complimented and thanked all City staf f f or an outstanding job in coordinating the 4th of July activ ities this y ear. Council Member Roberts echoed Council Member Af f holter’s comments about the ev ents on the 4th of July. Council Member Roberts also commented on the appointment of May or Stephanson by Gov ernor Inslee to lead a 777x task f orce, which will look at the f ederal, state, and local permitting processes f or potential f acilities, and specif ically, to create the most competitiv e adv antage possible f or this project. Council Member Roberts introduced and read into the record, a resolution that was draf ted by City of Ev erett and Snohomish County staf f . Snohomish County Council Chair Stephanie Wright and County Council Member Brian Sulliv an were in attendance. Mov ed by Council Member Roberts, seconded by Council Member Bader, to adopt Resolution No. 6636, concerning a Joint Resolution of the Ev erett City Council and Snohomish County Council supporting designation of Paine Field 777x f acilities as a project of statewide signif icance. May or Stephanson thanked the City Council. He stated that the timing is important due to deadlines and in terms of the decision that The Boeing Company will make. May or Stephanson stated this designation reinf orces the expedited process and will help with f uture interf ace with the Legislature and will be the f irst project that the State has undertaken as a project of statewide signif icance. The May or expressed gratitude to County Council Chair Wright and Council Member Sulliv an f or their partnership in the project. Council Member Af f holter expressed his support and thanked Chair Wright and Council Member Sulliv an f or their attendance and partnership in the project. He stated the resolution sends a strong message of unif ication between the City of Ev erett and Snohomish County to The Boeing Company and the aerospace industry of the desire to be a regional leader. Council Member Roberts stated that it is important to note f or the record that this resolution is not new policy ; it is implementing procedures and policies that the City has already adopted. The resolution allows the City to apply f or a status that was created f rom past work completed by the City and County in dev eloping the southwest Ev erett industrial area. Roll was called with all council members v oting y es, except Council Members Murphy, Gipson, and Stonecipher who were excused. Motion carried. CITY ATTORNEY The City Attorney had no comments. CITIZEN COMMENTS There were no citizen comments. COUNCIL BRIEFING AGENDA Authorize Request f or Qualif ications f or Senator Henry M. Jackson Park Phase 1 Design Serv ices Presented by Paul Kaf tanski, Parks Department COUNCIL BILL NO. 1307-22 FIRST READING: AN ORDINANCE expanding the Multiple Family Property Tax Exemption Area and amending Ordinance No. 2347-98, as amended (EMC Chapter 3.78) Presented by Alan Gif f en, Planning PROPOSED ACTION ITEMS COUNCIL BILL NO. 1306-21 SECOND READING: AN ORDINANCE amending the expiration date f or Preliminary Subdiv isions and Preliminary Short Subdiv isions, amending Section 5 (C) of Chapter 5 of Ordinance No. 2530-01, as amended (EMC 15.20.210) CONSENT ITEMS: Mov ed by Council Member Af f holter, seconded by Council Member Bader, to approv e the f ollowing consent items: RESOLUTION - CLAIMS To adopt Resolution No. 6637 acknowledging the pay ment of audited and approv ed claims against the city of Ev erett in the amount of $1,169,057.64 f or the period of June 22, 2013, through June 28, 2013. JOB COMPLETE – EVERETT MUNICIPAL COURT To accept the Ev erett Municipal Court as complete and authorize the May or to sign the Certif icate of Completion with Allied Construction Associates, Inc. in the amount of $6,784,659.98. Roll was called with all council members v oting y es, except Council Members Murphy, Gipson, and Stonecipher who were excused. Motion carried. ACTION ITEMS: AGREEMENTS – HOME OWNERSHIP ASSISTANCE PROJECT Mov ed by Council Member Roberts, seconded by Council Member Bader, to authorize the May or to sign HOME Agreements with Snohomish County, Parkv iew Serv ices, and HomeSight f or use of HOME f unds f rom Snohomish County f or the Homeownership Assistance Project in the amount of $381,204.00. Roll was called with all council members v oting y es, except Council Members Murphy, Gipson, and Stonecipher who were excused. Motion carried. GRANT AGREEMENT – HEAVY RESCUE APPARATUS EQUIPMENT Mov ed by Council Member Af f holter, seconded by Council Member Bader, to authorize the May or to sign to sign Grant Agreement E12-203 f or additional specialized equipment f or the Heav y Rescue Apparatus in the amount of $29,000.00. Roll was called with all council members v oting y es, except Council Members Murphy, Gipson, and Stonecipher who were excused. Motion carried.
