The regular meeting of the Ev erett City Council was called to order at 6:30 p.m., July 31, 2013 in the City Council Chambers of
the Ev erett City Hall, President Moore presiding. Upon roll call it was f ound that May or Stephanson and Council Members Moore,
Murphy, Gipson, Bader, and Stonecipher were present. Council Members Roberts and Af f holter were excused.
Council Member Gipson led the Pledge of Allegiance.
The minutes of the July 24, 2013 City Council meeting were approv ed as printed. Council President Moore abstained f rom the
v ote.

Council President Moore announced sev eral upcoming ev ents.
CITY ATTORNEY
City Attorney Iles requested an executiv e session f ollowing the meeting concerning a litigation matter pursuant to RCW
42.30.110(1)(i)(b)(c). The session is expected to last 20 minutes with no announcement to f ollow.
CITIZEN COMMENTS
Cody White, Ev erett, expressed concerns regarding Transit buses that leak when it rains.
Debra Thomas-Beckett, Ev erett, spoke regarding the possibility of hav ing the 2900 block of Hoy t designated as a Drug Free
Zone.

To adopt Resolution No. 6642 acknowledging the pay ment of audited and approv ed pay roll claims against the city of Ev erett in
the amount of $3,596,979.64 f or the period ending July 13, 2013.

PUBLIC HEARING – ANNEXATION OF AREA ALONG 19TH AVENUE SE
Council President Moore opened a public hearing regarding a proposed resolution accepting the 10% petition and notice of intent
of annexation of area along 19th Av enue SE and north of 108th Street SE and south of 106th Street SE.
Allan Gif f en, Planning, gav e a brief ov erv iew of the proposed resolution.
President Moore inv ited public comment. There was no response.

RESOLUTION – NOTICE OF INTENT OF ANNEXATION
Mov ed by Council Member Gipson, seconded by Council Member Bader, to adopt Resolution No. 6643 accepting the 10% petition

Mov ed by Council Member Murphy, seconded by Council Member Bader, to authorize the closure of Hoy t Av enue, Hewitt to
Ev erett Av enue, on August 17, 2013, 12 p.m. to 8 pm., f or the 2nd Annual Ev erett Craf t Beer Festiv al sponsored by the
Washington Beer Commission and Experience Ev erett.
Council Member Stonecipher asked that a list of property owners be prov ided by the City Clerk’s of f ice f or f uture street
closures.
Laurie May, Ev erett, expressed concern regarding the ev ent hours and noise.

STREET CLOSURE – EXPERIENCE EVERETT MOBILE FOOD TRUCK
FESTIVAL
Mov ed by Council Member Bader, seconded by Council Member Gipson, to authorize the closure of Hoy t Av enue, Hewitt to
Ev erett Av enue, on August 18, 2013, 11 a.m. to 6 p.m., f or an Experience Ev erett Mobile Food Truck Festiv al sponsored by
Experience Ev erett.

AGREEMENT – PURCHASE/K-9 OFFICER HUTCH
Mov ed by Council Member Gipson, seconded by Council Member Murphy, to authorize the May or to sign an agreement with
Of f icer Woods to purchase K-9 Of f icer Hutch in the amount of $10.00.

GRANT – FEDERAL FUND Y EAR 2011 PORT SECURITY PROGRAM
AWARD

documents with the Seattle Police Department to accept equipment in the amount of $63,769.05 f or the FFY 2011 Port Security
Grant Program award.
