The regular meeting of the Ev erett City Council was called to order at 6:30 p.m., August 7, 2013, in the City Council Chambers
of the Ev erett City Hall, Council President Moore presiding. Upon roll call it was f ound that May or Stephanson and Council
Members Roberts, Moore, Murphy, Bader, Stonecipher, and Af f holter were present. Council Member Gipson was excused.
Council Member Murphy led the Pledge of Allegiance.
The minutes of the July 31, 2013, City Council meeting were approv ed as printed. Council Members Roberts and Af f holter
abstained f rom the v ote.
MAY OR
May or Stephanson stated that the National Night Out Against Crime ev ents last night were a great success. He thanked citizens,
staf f , and neighborhood leaders f or their participation.
COUNCIL
Council Members Bader, Murphy, Roberts, and Moore reported that they enjoy ed the National Night Out activ ities and thanked
the neighborhood leaders and city departments f or their inv olv ement.
Council Member Roberts commented on items to consider as the city mov es f orward with the Comprehensiv e Plan update, which
must be adopted by June 30, 2015.
Council Member Stonecipher requested a f uture update by Planning staf f on the Comprehensiv e Plan. Debra Bry ant, CAO/CFO,
stated she would work with the Planning Director Allan Gif f en to coordinate a brief ing f or council members.
CITY ATTORNEY
The City Attorney had no comments.
CITIZEN COMMENTS
Cy nthia Andreis, of Edmonds, commented on ev ents af f ecting f ire departments and law enf orcement.
COUNCIL BRIEFING AGENDA
Budget Update
Presented by Susy Haugen, Finance
Council Member Roberts asked f or additional detail regarding budget carry ov er numbers. Susy Haugen stated that the
inf ormation is currently under dev elopment, but will be brought f orward.
Discussion took place regarding the 2014 Police and Fire pension contribution def errals. Council Murphy asked f or the total
percentage that is f unded v ersus the actuarially determined balance that would be necessary to hav e it f ully f unded. Susy
Haugen stated she would f ollow up to prov ide City Council with the exact percentages.
Council Member Stonecipher expressed concern about the lack of prospectiv e f unding f or capital improv ements. She stated she
would like inf ormation regarding the change in the city ’s balance sheet ov er the last 5-10 y ears.

RESOLUTION - CLAIMS
Adopt Resolution No. 6644 acknowledging the pay ment of audited and approv ed claims against the city of Ev erett in the amount
of $1,555,419.76 f or the period of July 20, 2013, through July 26, 2013.
STREET CLOSURE – LOWELL’S 150th ANNIVERSARY PARADE AND CELEBRATION
Authorize the closure of South 2nd f rom Lenora to Main and a rolling street closure f rom Main to 45th Street on August 10, 2013,
11 a.m. to 4 p.m., f or Lowell’s 150th Anniv ersary Parade and Celebration sponsored by the Lowell Civ ic Association.

Snohomish County Superior Court Records Access Subscriptions Agreement and f uture agreements f or additional employ ees on
substantially similar terms.

AGREEMENT – TRANSIT ADVERTISING
Mov ed by Council Member Bader, seconded by Council Member Af f holter, to authorize the May or to sign to sign the Transit
Adv ertising Agreement with Clear Channel Outdoor, Inc. at no cost to the city.

AGREEMENT – COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS
Mov ed by Council Member Roberts, seconded by Council Member Stonecipher, to authorize the May or to sign the 2013
Community Dev elopment Block Grant Funds Funding Approv al Agreement to accept a grant in the amount of $852,221.00.

AGREEMENT – ENVIRONMENTAL PROFESSIONAL SERVICES
Mov ed by Council Member Af f holter, seconded by Council Member Bader, to authorize the May or to sign a Prof essional Serv ices
Agreement with AMEC Env ironment and Inf rastructure to prov ide env ironmental prof essional serv ices in the amount of $150,000.
