February 4, 2015 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., February 4, 2015 in the City Council Chambers of the William E. Moore Historic City Hall, Council President Bader presiding. Upon roll call it was found that Mayor Stephanson and Council Members Roberts, Murphy, Gipson, Bader, Stonecipher, and Tuohy were present. Council Member Moore was excused. Council Member Tuohy led the Pledge of Allegiance. The minutes of the January 28, 2015 City Council meeting were approved as printed. MAYOR APPOINTMENTS/ REAPPOINTMENTS Moved by Council Member Roberts, seconded by Council Member Murphy, to concur with the following reappointments: CHIP Loan Review Committee Reappointment of Bridget Larsen to Position 1 for a 4-year term ending December 31, 2018 Reappointment of James Church to Alternate Position 1 for a 4- year term ending December 31, 2018 Reappointment of Bryan Bunney to Alternate Position 2 for a 4- year term ending December 31, 2018 Lodging Tax Advisory Board Appointment of Michael Draper to Position 2 for the remainder of an unexpired term ending December 31, 2015 Appointment of Melissa Springer to Position 3 for a 4-year term ending December 31, 2018 25 February 4, 2015 Reappointment of Jeff Moore to Position 5 for a 4- year term ending December 31, 2018 Committee for Housing and Community Development Reappointment of Greg Campbell to Position 2 for a 6- year term ending December 31, 2020 Roll was called with all council members voting yes except Council Member Moore who was excused. Motion carried. COUNCIL Council Members Roberts and Bader commented that the Broadway Bridge detours appear to be working well. Council Member Murphy stated that there is an opening on the Salary Review Commission. The City Council has an obligation to appoint two members to the commission. They have one application from Christopher Adams, who lives and works in Everett, and has been involved with the Planning Commission and the Streets Initiative Task Force. Moved by Council Member Murphy, seconded by Council Member Stonecipher, to appoint Christopher Adams to Position No. 2 on the Salary Review Commission for a four-year term beginning January 1, 2015 and ending December 31, 2018. Roll was called with all council members voting yes except Council Member Moore who was excused. Motion carried. 26 February 4, 2015 Council Member Murphy gave a brief liaison report. He announced that the Snohomish Health Board will be holding a retreat on Saturday, February 7, from 9: 00 a. m. to 1: 30 p. m., at the Everett Station, which will be open to the public. CITY ATTORNEY City Attorney Iles requested an executive session following the meeting concerning a real estate/ potential litigation matter pursuant to RCW 42. 30. 110( 1)( b)( i, b, c). The session is anticipated to last 30 minutes with no announcement to follow. CITIZEN COMMENTS No citizens wished to speak. COUNCIL BRIEFING AGENDA: COUNCIL BILL NO. 1501- 03 FIRST READING: AN ORDINANCE creating a special revenue fund entitled, Transportation Benefit District," Fund 159, to account for all financial transactions relating to the City of Everett Transportation Benefit District Presented by Susy Haugen, Finance Request Call for Bids for Multiple Facility Roof Replacement project to be received no later than 2: 00 p.m. on March 24, 2015 Presented by Ruben Sanchez, Facilities 27 February 4, 2015 PROPOSED ACTION AGENDA: COUNCIL BILL NO. 1501- 01 SECOND READING: AN ORDINANCE creating a special improvement project entitled 2015 Federal Overlay Project," Fund 303, Program 102, to accumulate all costs for the improvement COUNCIL BILL NO. 1501- 02 SECOND READING: AN ORDINANCE closing the special improvement project entitled 2013 Federal Overlay Project," Fund 303, Program 098, as established by Ordinance No. 3317- 13 CONSENT ITEMS: Moved by Council Member Gipson, seconded by Council Member Murphy, to approve the following consent items: RESOLUTION — CLAIMS To adopt Resolution No. 6818 acknowledging the payment of audited and approved claims against the city of Everett in the amount of 5, 009, 762. 79 for the period of January 10, 2015 through January 16, 2015. RESOLUTION — CLAIMS To adopt Resolution No. 6819 acknowledging the payment of audited and approved claims against the city of Everett in the amount of 2, 205, 523. 18 for the period of January 17, 2015 through January 23, 2015. 28 February 4, 2015 BID CALL —2811 WAREHOUSE CONVERSION To authorize a call for bids for the 2811 Warehouse Conversion project to be received no later than March 10, 2015. Roll was called with all council members voting yes except Council Member Moore who was excused. Motion carried. ACTION ITEMS: AGREEMENT - GRANTS/ CARL GIPSON SENIOR CENTER Moved by Council Member Roberts, seconded by Council Member Murphy, to authorize the Mayor to sign the Basic Terms and Conditions Agreement with Snohomish County Human Services for grants at the Carl Gipson Senior Center. Roll was called with all council members voting yes except Council Member Moore who was excused. Motion carried. PURCHASE — INTERNATIONAL MODEL 7400 6X4 CAB AND CHASSIS Moved by Council Member Stonecipher, seconded by Council Member Tuohy, to approve the purchase of two International Model 7400 6x4 Cab and Chassis from State Contract 01513 in the amount 184, 793. 69 including Washington State sales tax. of $ 29 February 4, 2015 Roll was called with all council members voting yes except Council Member Moore who was excused. Motion carried. PURCHASE — POLICE VEHICLES Moved by Council Member Murphy, seconded by Council Member to the purchase of police vehicles from State Tuohy, approve Contract 03713 in the amount of $ 269, 381. 09 including Washington State sales tax. Roll was called with all council members voting yes except Council Member Moore who was excused. Motion carried. PURCHASE — PEDESTRIAN AND TRAFFIC COUNTER UNITS Moved by Council Member Stonecipher, seconded by Council Member Tuohy, to authorize the Mayor to sign Miovision Technologies estimate accepting their terms and conditions for the purpose of purchasing two pedestrian and traffic counter units in the amount of $ 10, 806. 43 including Washington State sales tax. Roll was called with all council members voting yes except Council Member Moore who was excused. Motion carried. AGREEMENT —TRANSIT INSURANCE POOL Moved by Council Member Roberts, seconded by Council Member Tuohy, to authorize the Mayor to sign the Washington State Transit Insurance Pool 2014 Interlocal Agreement. 30 February 4, 2015 Roll was called with all council members voting yes except Council Member Moore who was excused. Motion carried. AGREEMENT AMENDED —ON- CALL ENVIRONMENTAL WORK Moved by Council Member Roberts, seconded by Council Member Tuohy, to authorize the Mayor to sign Amendment No. 1 to the Professional Services Agreement with AMEC Environment and Infrastructure, Inc. for on- call environmental work to extend the completion date to December 31, 2016 at no additional cost to the city. Roll was called with all council members voting yes except Council Member Moore who was excused. Motion carried.
