February 25, 2015 The regular meeting of the Everett City Council was called to order at 12: 30 p. m., February 25, 2015, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Bader presiding. Upon roll call it was found that Mayor Stephanson and Council Members Roberts, Moore, Murphy, Bader, Gipson, and Tuohy were present. Council Member Stonecipher was excused. Council Member Roberts led the Pledge of Allegiance. The minutes of the February 18, 2015, City Council meeting were approved as printed. Council Member Roberts abstained from the vote. MAYOR APPOINTMENTS Moved by Council Member Roberts, seconded by Council Member Moore, to concur with the following appointments: Library Board Appointment of Ann Morgan to Position No. 2 for the remainder of an unexpired term ending December 31, 2106. New Market Tax Advisory Board Appointment of Mark Wolken to Position No. 1 for a two- year term beginning March 1, 2015, and ending February 28, 2017. Appointment of Dan Leach to Position No. 2 for a two- year term beginning March 1, 2015, and ending February 28, 2017. Appointment of Pete Grodt to Position No. 3 for a two- year term beginning March 1, 2015, and ending February 28, 2017. Appointment of Fred Safstrom to Position No. 4 for a two- year term beginning March 1, 2015, and ending February 28, 2017. 48  February 25, 2015 Appointment of Angela Stahl to Position No. 5 for a two-year term beginning March 1, 2015, and ending February 28, 2017. Roll was called with all council members voting yes, except Council Member Stonecipher who was excused. Motion carried. Mayor Stephanson conveyed his best wishes to Council Member Stonecipher for a speedy recovery. COUNCIL Council Member Roberts also wished a speedy recovery to Council Member Stonecipher. He expressed appreciation to Mayor Stephanson, Economic Alliance Snohomish County, and others representing Snohomish County who provided testimony in Olympia on Sound Transit and transportation measures. Council Member Roberts reported on his attendance at the AWC legislative conference last week and stated materials from that conference would be made available through Council Administrator Deb Williams. Council Member Roberts also provided a summary of a letter that was provided to all council members for signature, which urges approval of a lease agreement for a two- gate terminal at Paine Field. This matter is scheduled before the Snohomish County Council next Monday. Council Member Gipson asked if there would be a vote on the letter concerning Paine Field or if only a signature was required. Council Member Roberts responded that a vote would not be required. Council Member Moore thanked Council Member Roberts and Council President Bader for preparing the packet concerning Paine Field, which he stated was vital to our economic future. He also provided a liaison report on his attendance at the Joint Tulalip Water Board. Council Member Tuohy commented on communication received from citizens regarding the Streets Initiative and the homeless population. She 49  February 25, 2015 announced that an Affordable Housing Breakfast Forum is scheduled for next Thursday, March 5, 2015, in the Weyerhaeuser Room at 7: 30 a. m. She encouraged citizens to join her for this event. Council Member Murphy added his best wishes to Council Member Stonecipher for a speedy recovery. He reminded everyone that a Lodging Tax Advisory Committee meeting would be held on Wednesday, March 4, 2015, 11: 45 a. m., in the City Council Chambers, which is open to the public. Council Member Murphy also provided a liaison report on his attendance at the Snohomish Health District Board retreat that was held earlier this month. President Bader also extended well wishes for a speedy recovery to Council Member Stonecipher. He thanked Council Member Roberts for his leadership and acknowledged others for their work in developing the letter to the Snohomish County Council regarding Paine Field. President Bader provided an update on his attendance at the Council of Neighborhoods meeting that was held on Monday afternoon. CITY ATTORNEY Deputy City Attorney David Hall announced there would be no executive session today. He responded to a question raised last week by Council Member Stonecipher concerning the Streets Initiative committees and policy- making. Mr. Hall provided an update on the ongoing work being done by the Streets Initiative task force. He clarified that the task force is comprised of work groups and not committees and that all recommendations requiring a policy decision would be brought to the City Council for action. CITIZEN COMMENTS Sylvia Anderson, CEO, Everett Gospel Mission, spoke about the encampment near the mission. She stated that as a result of ongoing work being done by the Initiative project, a program was Streets implemented this morning that offered homeless individuals housing solutions. 50  February 25, 2015 Megan Dunn, Everett, Everett, spoke in support of human needs and thanked council members for passing funding for the human needs grant allocations last week. She also stated she served on the Streets Initiative and thanked city staff. C. J. Ebert, member of the Downtown Everett Association, spoke about the efforts of the Downtown Everett Association to clean up and maintain gateway improvements, and he thanked the City for funding that was provided for this effort. COUNCIL BRIEFING AGENDA: Authorize the Mayor to sign the Interlocal Agreement with the Port of Everett regarding Freight Corridor Funding. RESOLUTION — PAYROLL To adopt Resolution No. 6827 acknowledging the payment of audited and approved payroll claims against the city of Everett in the amount of$ 3, 424,699. 24 for the period ending February 7, 2015. PUBLIC HEARING —COUNCIL BILL NO. 1502- 04 Council President Bader opened a public hearing regarding Council Bill No. 1502- 04, a proposed ordinance adding the " North Broadway Urban Center" to the Multiple Family Property Tax Exemption program, and amending Ordinance No. 2347- 98, as amended. ( EMC Chapter 3. 78) Council President Bader invited public comment. There were no citizens who wished to speak. Moved by Council Member Gipson, seconded by Council Member Roberts, to close the public hearing. Motion carried. 52  February 25, 2015 COUNCIL BILL NO. 1502- 04 THIRD AND FINAL READING: AN ORDINANCE adding the " North Broadway Urban Center" to the Multiple Family Property Tax Exemption program, and amending Ordinance No. 2347- 98, as amended ( EMC Chapter 3. 78) Moved by Council Member Murphy, seconded by Council Member Moore, that this is declared to be the third and final reading of Council Bill No. 1502- 04 and the City Clerk is directed to call the roll for the final disposition of the ordinance. ACTION ITEMS: RESOLUTION — ESTABLISHMENT OF A WASHINGTON STATE UNIVERSITY MEDICAL SCHOOL WSU Chancellor Bob Drewel provided background information from an Everett position, and he introduced Dr. Lisa Brown, senior chancellor at WSU Spokane. Chancellor Brown spoke about the shortage of primary care providers in Washington State, particularly primary physicians. She provided information about the proposed community- based model that will serve the entire state. Citizen Mike Westman, Everett, spoke regarding the need to encourage more doctors to practice in outlying areas. 53  February 25, 2015 Moved by Council Member Moore, seconded by Council Member Murphy, to adopt Resolution No. 6828 in support of the establishment of a Washington State University Medical School. Roll was called with all council members voting yes, except Council Member Stonecipher, who was excused. Motion carried. AGREEMENT AMENDED —EVERETT TOURISM SERVICES Moved by Council Member Roberts, seconded by Council Member Moore, to authorize the Mayor to sign Amendment No. 3 to the Professional Services Agreement with Videri, LLC, to extend the contract completion date to February 28, 2016. Roll was called with all council members voting yes, except Council Member Stonecipher who was excused. Motion carried. AGREEMENT — GRAND AVENUE PARK PEDESTRIAN AND UTILITY BRIDGE PROJECT Moved by Council Member Moore, seconded by Council Member Roberts, to authorize the Mayor to sign Right of Entry Agreement with the Port of Everett granting property access for Grand Avenue Park pedestrian and utility bridge project.
