Everett City Council

March 4, 2015 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., March 4, 2015 in the City Council Chambers of the William E. Moore Historic City Hall, Council President Bader presiding. Upon roll call it was found that Council Members Roberts, Murphy, Bader, and Tuohy were present. Mayor Stephanson and Council Members Moore, Gipson and Stonecipher were excused. Council Member Tuohy led the Pledge of Allegiance. The minutes of the February 25, 2015 City Council meeting were approved as printed. COUNCIL Council Member Roberts stated that he presented a letter to the Snohomish County Council on Monday on behalf of the Everett City Council regarding commercial air service at Paine Field. Council Member Roberts spoke regarding a proposal he presented to the Economic Alliance of Snohomish County to look at the economic prospects for manufacturing and job development in southwest Everett and Snohomish County in conjunction with the growing markets for technology associated energy, agriculture, water and building with materials that the world will need to respond to as a result of climate change. Council Member Roberts also stated that as the city looks at the extension of Sound Transit 3, the Sound Transit Board needs to recognize that not everyone travels south to work, and that we have a giant job base here in the city of Everett. Council Member Tuohy remarked that she is looking forward to attending the Affordable Housing Breakfast Forum tomorrow, where there will be an update on the task force for the Streets Initiative and the implementation plan. Council Member Murphy reported on his attendance at a meeting of the Lodging Tax Advisory Committee this morning. He stated that the 56  March 4, 2015 committee prepared a list of recommendations for 2015 that will come forward to the City Council next week for concurrence. He thanked the members of the Lodging Tax Advisory Committee for their volunteer efforts. Council Member Bader remarked that Council Member Stonecipher is recovering nicely and wished her a speedy recovery. CITY ATTORNEY The City Attorney had no comments. CITIZEN COMMENTS Anders Tron- Haukebo, Everett, expressed concern regarding vehicle license fraud in the city of Everett and proposed solutions to remedy the situation. Dennis Hacker, Everett, commented that there has been dialog on the streets regarding the former Everett School District administration office being established as a world class aquatic center. He questioned whether anyone at the city had heard anything about it. CAA/CFO Debra Bryant stated that she had not been a party to any conversation related to the subject. ACTION ITEMS: AGREEMENT —FREIGHT CORRIDOR FUNDING Moved by Council Member Roberts, seconded by Council Member Murphy, to authorize the Mayor to sign the Interlocal Agreement with the Port of Everett regarding Freight Corridor Funding. Roll was called with all council members voting yes except Council Members Moore, Gipson and Stonecipher who were excused. Motion carried. RESOLUTION — 2000 FORD E450 CUTAWAY VAN Moved by Council Member Murphy, seconded by Council Member Roberts, to adopt Resolution 6830 declaring a 2000 Ford E450 Cutaway Van surplus and authorize it to be sold at a public auction. Motion carried. 59  March 4, 2015 BID AWARD —GENERAL MOTORS REPLACEMENT PARTS Moved by Council Member Roberts, seconded by Council Member Tuohy, to award Bid Call 2014- 117 for a three- year contract to provide General Motors replacement parts to Roy Robinson, Inc. in the estimated amount of $180, 000. 00 including Washington State sales tax. Roll was called with all council members voting yes except Council Members Moore, Gipson and Stonecipher who were excused. Motion carried. AGREEMENT — EVALUATE FIREFIGHTER/ DRIVER PRACTICAL TEST CANDIDATES Moved by Council Murphy, seconded by Council Member Member Tuohy, to authorize the Mayor to sign the Professional Services Agreement with ARFF Training Concepts, LLC to evaluate Firefighter/ Driver practical test candidates in the amount of 3, 070. 00.
