November 10, 2015 The special meeting of the Everett City Council was called to order at 12: 30 p. m., November 10, 2015, in the City Council Chambers of the William E. Moore Historic City Hall, Vice President Murphy presiding. Upon roll call it was found that Mayor Stephanson and Council Members Roberts, Moore, Murphy, Gipson, and Tuohy were present. Council Members Bader and Stonecipher were excused. Council Member Tuohy led the Pledge of Allegiance. The minutes of the November 4, 2015, City Council meeting were approved as printed. MAYOR OATH — POLICE OFFICERS Moved by Council Member Gipson, seconded by Council Member Roberts, to concur with the appointment of Kevin Shay and Mark Smith as new police officers. Roll was called with all council members voting yes, except Council Members Bader and Stonecipher who were excused. Motion carried. The Deputy City Clerk administered the oath of office and Mayor Sephanson presented them with their badges. Mayor Stephanson reported on his participation at the special Veterans Day program at Jefferson Elementary School in Everett. He also expressed his honor and appreciation to all U. S. veterans. Dr. Gary Goldbaum, health officer and director of the Snohomish Health District, provided an update on events and projects at the Snohomish Health District. 367  November 10, 2015 COUNCIL Council Member Roberts commented on his trip to Dallas area to look at the structure and financing of the Dallas Area Rapid Transit system DART). He reported on his participation at the National League of Cities conference last week. Council Member Roberts also provided a brief legislative update. Council Member Tuohy spoke about her participation at the National League of Cities conference. 5th Council Member Gipson commented on his participation at the Annual Ernie Dunton Memorial International Table Tennis Tournament hold at the Carl Gipson Senior Center last week. Council Member Moore expressed his respect to all the veterans and suggested to update the city war memorial to reflect new wars and conflicts. Vice President Murphy announced that he will be attending the Snohomish Health District Board meeting this afternoon at 3: 00 p. m. He also reminded the public that in observance of Veterans Day tomorrow, the city offices will be closed. Vice President Murphy thanked all the veterans for their service. ADMINISTRATION UPDATE ON PRIOR BUSINESS Debra Bryant, Administration, had no report. CITY ATTORNEY City Attorney Iles requested an executive session, anticipated to last no longer than 30 minutes, concerning a potential litigation matter pursuant to RCW 42. 30. 110( 1)( i)( b)( c). 368  November 10, 2015 CITIZEN COMMENTS Willie Russell, Everett, commented on the Veterans Day holiday. He also spoke about treatment of homeless people in the city of Everett and the role of churches in the community. Jackie Minchew, Everett, spoke about President Obama' s rejection of the Keystone XL Pipeline. He also commented on global warming. COUNCIL BRIEFING AGENDA: City Council considers the information provided in the attached letter, Touchstone' s presentation, and staff comments. Council Vice President Murphy requested that a copy of the agreement with Touchstone be provided to all council members. City Attorney Iles stated copies will be provided. PUBLIC HEARING — COUNCIL BILL 1510- 45 Council Vice President Murphy opened a public hearing regarding Council Bill No. 1510- 45, a proposed ordinance concerning amending the levying of the general taxes for the City of Everett for fiscal year commencing January 1, 2016, amending Ordinance No. 3453- 15. Council Vice President Murphy invited public comment. There was no response. Moved by Council Member Roberts, seconded by Council Member Moore, to close the public hearing. AGREEMENT—FACILITY AND PROPERTY PROTECTION Moved by Council Member Moore, seconded by Council Member Tuohy, to authorize the Mayor to sign Road and Pit Use Permit / Facility and Property Protection Agreement (Permit No. 15- 0002) with Snohomish County PUD # 1 at no additional cost to the City. AGREEMENT— THE BEST FUTURE FLEET OPTIONS FOR THE EVERETT TRANSIT Moved by Council Member Tuohy, seconded by Council Member Moore, to authorize the Mayor to sign Sponsored Research Agreement No. UTA15- 001169 between the University of Texas and the City of Everett to determine the best future fleet options for Everett Transit in an amount not to exceed $ 19, 521. 00. PUBLIC HEARING — 2016 BUDGET Vice President Murphy opened a third public hearing regarding the 2016 Budget. Vice President Murphy invited public comment. There was no response.
