November 18, 2015 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., October 21, 2015, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Bader presiding. Upon roll call, it was found that Mayor Stephanson and Council Members Roberts, Moore, Murphy, Gipson, Bader, Stonecipher, and Tuohy were present. Council Member Murphy led the Pledge of Allegiance. The minutes of the November 10, 2015, City Council meeting were approved as printed. MAYOR Mayor Stephanson commented on Monday' s " Housing First" housing forum where over 350 citizens attended to listen to featured speaker, Lloyd Pendleton, homeless task force director for the State of Utah. The Mayor also commented on yesterday' s powerful storm events. Dave Davis, Public Works Director, provided an update on the damage and cleanup of street debris caused by the storm yesterday. Murray Gordon, Everett Fire Chief, reported on storm events, and he thanked all emergency responders. COUNCIL Council Member Murphy reported on his attendance at Mr. Pendleton' s low-barrier housing presentation on Monday and thanked the Mayor for his leadership. He also commented on the recent terrorist events in France. Council Member Roberts thanked first responders who assisted with yesterday' s storm challenges. He commented on his attendance at meetings with Lloyd Pendleton and noted the information provided will be helpful as Everett moves forward. Council Member Roberts announced that the General Government Subcommittee will 5: 30 p. m. on meet at December 2, 2015. He reported that the Association of Washington Cities 376 November 18, 2015 has added human services, homelessness, and affordable housing as an top priority. Related to this priority, Council Member Roberts additional commented that one issue covered was associated with properties that are not well- maintained, and there is a move to legislatively address property maintenance. Council Member Tuohy also reported on her attendance at the Housing First forum on Monday evening, and she thanked the Mayor for his leadership on this project. Council Member Stonecipher also thanked the Mayor for bringing Mr. Pendleton to the Everett. She commented that she was unable to attend the recent Parks Board meeting, and that there will be one more Everett Parks & Recreation community listening session in the near future. Council Member Moore echoed gratitude to responders of yesterday' s storm events. Council Member Moore also provided a liaison report on his attendance at the Public Facilities District Board meeting today. President Bader also thanked those who assisted with public safety relating to the storm events yesterday, and he encouraged the public to do more individual preparation work should future events occur. CITY ATTORNEY City Attorney Iles requested an executive session, anticipated to last no longer than 15 minutes, concerning a potential litigation matter pursuant to RCW 42. 30. 110( 1)( i)( b)( c) with no announcement to follow. ADMINISTRATION UPDATE ON PRIOR BUSINESS Debra Bryant, Administration, had no report. CITIZEN COMMENTS There were no citizens who wished to speak. 377 November 18, 2015 COUNCIL BRIEFING AGENDA: COUNCIL BILL 1511- 47 FIRST READING: AN ORDINANCE approving the appropriations of the 2015 revised City of Everett Budget and amending Ordinance No. 3449- 15 Presented by Rae Ann Weighter, Finance COUNCIL BILL 1511- 48 FIRST READING: AN ORDINANCE adopting the budget for the City of Everett for the year 2016 in the amount of$ 499, 760, 249. 00 Victor Harris, Everett, spoke about the importance of providing live captioning for all Council meetings as outlined in the Americans with Disabilities Act. Discussion ensued about funding options for live captioning. Council Member Stonecipher requested that staff conduct research and provide information regarding live captioning options. Debra Bryant, Administration, stated she would direct staff to gather information and report back to Council. Adopt resolution accepting Everett Community College's submittal of a draft master plan as satisfying the requirement of Condition No. 7 of Ordinance No. 3089- 08, subject to further review as part of the college subarea planning process Presented by Allan Giffen, Planning Council Member Murphy requested a copy of the draft master plan as submitted by Everett Community College. 378 November 18, 2015 Allan Giffen, Planning, stated he would provide a copy tomorrow. Authorize the Mayor to sign the Professional Services Agreement with HDR, Inc. for the 2016 Water and Sewer Cost of Service Study for an amount not to exceed$ 129, 815.00 Presented by Matt Welborn, Public Works CONSENT ITEMS: Moved by Council Member Murphy, seconded by Council Member Moore, to approve the following consent items: RESOLUTION - CLAIMS To adopt Resolution No. 6918 acknowledging the payment of audited and approved claims against the City of Everett in the amount of 2, 584, 515. 16 for the period of October 30, 2015, through November 6, 2015. RESOLUTION - PAYROLL To adopt Resolution No. 6919 acknowledging payment of audited and approved payroll claims against the City of Everett in the amount of$ 3, 622, 565. 81 for the period ending October 31, 2015. RESOLUTION — ELECTRONIC TRANSFER To adopt Resolution No. 6820 acknowledging the payment of audited and approved electronic transfer claims against the City of Everett in the amount of $ 6, 269, 198. 27 for the period of September 1, 2015, through September 30, 2015. RFQ — ARCHITECTURAL AND ENGINEERING SERVICES To authorize a Request for Qualifications for architectural and engineering services for the Service Center Redevelopment Project. 379 November 18, 2015 Roll was called with all council members voting yes. Motion carried. ACTION ITEMS: COUNCIL BILL NO. 1510- 46 THIRD AND FINAL READING: AN ORDINANCE Adopt the Proposed Ordinance creating a Special Improvement Project entitled, " 41St Street to West Marine View Drive Corridor Improvements", Fund 303, Program 091, and repealing Ordinance No. 3241- 11 Moved by Council Member Roberts, seconded by Council Member Murphy, that this is declared to be the third and final reading of Council Bill No. 1510- 46 and the city clerk is directed to call the roll for the final disposition of the ordinance.
