November 25, 2015
The regular meeting of the Everett City Council was called to order at
12: 30 p. m., November 25, 2015, in the City Council Chambers of the
William E. Moore Historic City Hall, Council President Bader presiding.
Upon roll call, it was found that Mayor Stephanson and Council Members
Roberts, Moore, Murphy, Bader, Stonecipher, and Tuohy were present.
Council Member Gipson was excused.
Council Member Moore led the Pledge of Allegiance.
The minutes of the November 18, 2015, City Council meeting were
approved as printed.
MAYOR
Mayor Stephanson expressed his thankfulness for colleagues and staff
members and wished everyone a happy Thanksgiving.
COUNCIL
Council members echoed the Mayor' s comments and wished citizens,
staff, and colleagues a happy Thanksgiving.
Council Member Roberts provided a reminder that the General
Government Subcommittee will meet at 5: 30 p. m. on December 2, 2015.
Council Member Tuohy reported on her attendance at the Historical
Commission meeting last night. She announced that the Public Safety
Subcommittee will meet on December 16, 2015.
Council Member Bader reported on his attendance at the Council of
Neighborhoods meeting on Monday, November 23, 2015. He stated that
the members of the Council of Neighborhoods extended an invitation and
encouraged all city council members to attend any of the Council of
Neighborhoods meetings.

ADMINISTRATION UPDATE ON PRIOR BUSINESS
Debra Bryant, Administration, had no report.
CITY ATTORNEY
City Attorney Iles requested an executive session, anticipated to last no
longer than 10 minutes, concerning a real estate matter pursuant to RCW
42. 30. 110( 1)( c) with no announcement to follow.
CITIZEN COMMENTS
There were no citizens who wished to speak.

Everett Municipal Court Mental Health Alternatives Program
Update.
Presented by Judge Laura Van Slyck, Municipal Court
Council Member Roberts asked that the Council be periodically updated.
Judge Van Slyck invited all council members to attend the therapeutic
court sessions and stated that updates will be provided to the Council
regularly.
Authorize the Mayor to sign Amendment No. 5 to the Professional
Services Agreement with BHC Consultants, LLC for the Riverfront
Development in an amount not to exceed $ 339, 471. 00.

Authorize the Mayor to sign Eighth Amendment to the Property
Disposition Agreement with PNW Riverfront, L. L. C. and Riverfront
Commercial Investment, LLC, in substantially the form provided.

Council Member Murphy requested a detailed breakdown of the cost swap
be provided to the Council.
Dave Davis stated it will be provided to the Council before the next
Council meeting.
Authorize the purchase of three El Dorado Aerotech paratransit
vehicles from Washington State Contract # 06209 in the amount of
236, 661. 00 and no Washington State sales tax.

To adopt Resolution No. 6921 acknowledging the payment of audited
and approved claims against the City of Everett in the amount of

November 13, 2015.

To authorize a call for bids for the 2016 biosolids removal project.

ACTION ITEMS:
RESOLUTION —VEHICLE AND EQUIPMENT SURPLUS
Moved by Council Member Murphy, seconded by Council Member
Roberts, to adopt Resolution No. 6922 accepting Everett Community
College' ssubmittal of a draft master plan as satisfying the
requirement of Condition No. 7 of Ordinance No. 3089- 08, subject to
further review as part of the college subarea planning process.
Council Member Murphy suggested a broader discussion about the
student housing element be considered and incorporated through the
subarea planning process.
Allan Giffen, Planning, stated that it will be done.
Roll was called with all council members voting yes, except Council
Member Gipson who was excused.
Motion carried.
AGREEMENT —WATER AND SEWER COST OF SERVICE STUDY
Moved by Council Member Roberts, seconded by Council Member
Tuohy, to authorize the Mayor to sign the Professional Services
Agreement with HDR, Inc. for the 2016 Water and Sewer Cost of
Service Study for an amount not to exceed $ 129, 815. 00.

MEMORANDUM OF AGREEMENT —WATER SHORTAGE CAMPAIGN
Moved by Council Member Roberts, seconded by Council Member
Murphy, to authorize the Mayor to sign Memorandum of Agreement
15- 188- A between the City of Seattle, the City of Tacoma and the
City of Everett for a water shortage campaign in the amount of
42, 042. 00.
Roll was called with all council members voting yes, except Council
Member Gipson who was excused.
Motion carried.
EXECUTIVE SESSION
The City Council meeting recessed for an executive session at 1: 05 p. m.,
reconvened, and adjourned at 1: 16 p. m.
