December 2, 2015 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., December 2, 2015, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Bader presiding. Upon roll call, it was found that Mayor Stephanson and Council Members Roberts, Moore, Murphy, Gipson, Bader, Stonecipher, and Tuohy were present. Council Member Stonecipher led the Pledge of Allegiance. The minutes of the November 25, 2015, City Council meeting were approved as printed. Council member Gipson abstained from the vote. MAYOR Mayor Stephanson reported on a meeting with the Snohomish County Council last Monday regarding the finalization of an amendment to the agreement for jail services. The Mayor also commented on his attendance at the 2015 Mayor' s Arts Awards celebration held at the Everett Performing Arts Center. Police Chief Templeman introduced Derek Shelton, the City' s newest police officer. OATH OF OFFICE —POLICE OFFICER Moved by Council Member Roberts, seconded by Council Member Murphy, to concur with the appointment of Derek Shelton as a new police officer. The City Clerk administered the oath of office and Mayor Stephanson presented him with his badge. 388  December 2, 2015 COUNCIL Council Member Murphy thanked the Mayor for his efforts to obtain a contract amendment for jail services. Council Member Roberts reported meeting of the General on the Government Subcommittee held earlier this evening, and he noted that the focus of the meeting was on barrier-free housing. He stated that a briefing on a resolution to modify the City's plan for HOME funds will be scheduled for the next Council meeting agenda. Council Member Roberts also reported on his attendance at an Association of Washington Cities conference on housing and homelessness. Council Member Tuohy spoke about the community support for the arts in the city of Everett. She announced that the Public Safety Subcommittee meeting is scheduled for Wednesday, December 16, 2015, at 5: 00 p. m. Council Member Stonecipher congratulated Buzz and Carol Rodland, who were the recipients of this year' s Richard Wendt Award of Excellence. President Bader announced that interested citizens who wish to serve on the Charter Review Commission must submit applications by Friday, December 18, 2015. He also noted that a process to formalize the designation of the Council' s appointments to the Charter Review Commission would occur next week. President Bader stated that Action Item No. 11 had been pulled from the agenda. ADMINISTRATION UPDATE ON PRIOR BUSINESS Debra Bryant, Administration, had no comments. CITY ATTORNEY City Attorney Iles had no comments. 389  December 2, 2015 CITIZEN COMMENTS Mike Lapointe, Everett, spoke about homelessness in the city of Everett and the need for additional resources. Jackie Minchew, Everett, spoke about climate change and the American Business Act on Climate Pledge. Lois Adams, Everett, spoke about helping the homeless in the city of Everett. AGREEMENT — TRANSPORTATION UPDATE TO COMPREHENSIVE PLAN Moved by Council Member Roberts, seconded by Council Member Stonecipher, to authorize the Mayor to sign Amendment No. 1 to the Professional Services Agreement with Fehr & Peers, Inc. to extend the Agreement completion date to December 31, 2016 at no additional cost to the city. AGREEMENT —TACTICS TRAFFIC SIGNAL CONTROL SYSTEM Moved by Council Member Roberts, seconded by Council Member Murphy, to authorize the Mayor to accept Siemens Terms and Conditions for TACTICS Traffic Signal Control System in the form substantially provided in the amount of $ 11, 919. 18 including Washington State sales tax.
