March 9, 2016 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., March 9, 2016, in the City Council Chambers of the William E. Moore Historic City Hall, Council Vice President Tuohy presiding. Upon roll call, it was found that Mayor Stephanson and Council Members Moore, Franklin, Bader, Stephanson,and Tuohy were present. Council Members Roberts and Murphy were excused. Council Member Bader led the Pledge of Allegiance. The minutes of the March 2, 2016, City Council meeting were approved as printed. MAYOR Mayor Stephanson announced that Bill Hobson, former executive director of Seattle Downtown Emergency Service Center, passed away on Friday, March 4, 2016. The Mayor stated Mr. Hobson was a lifelong advocate for Seattle' s homeless and one of the pioneers in the Housing First approach to ending homelessness. COUNCIL Council Member Bader provided a liaison report on his attendance at the Puget Sound Regional Council Growth Management Subcommittee meeting last week. Council Member Stonecipher stated she was unable to attend the Parks Board meeting. She announced that the final meeting with the consultants working on the Parks strategic plan would be held on March 29, 2016, at 6: 00 p. m., Forest Park Spruce Hall. Vice President Tuohy announced that the Council Briefing Agenda Item No. 1 had been pulled from the agenda. She invited anyone in the audience who wished to speak on this item to do so under citizen comments. 81  March 9, 2016 ADMINISTRATION UPDATE ON PRIOR BUSINESS Debra Bryant, Administration, asked Parks Director Lori Cummings to provide an update in response to last week' s concern by business owner Roxana Boroujerdi about Parks concessions. Lori Cummings reported that the City Parks Department does intend to provide an opportunity for mobile concessions in parks. She stated she has explained the process to Ms. Boroujerdi, owner of Fun Times Ice Cream, and does expect to receive a proposal from Ms. Boroujerdi. CITY ATTORNEY Deputy City Attorney David Hall requested an executive session, anticipated to last no longer than five minutes, concerning a real estate matter pursuant to RCW 42. 30. 110( 1)( b) with no announcement to follow. CITIZEN COMMENTS Gary Watts, Everett, expressed gratitude for the assistance provided by City staff in controlling street- level problems on Smith Avenue. He also asked for staff assistance with some rearrangement of street traffic patterns and alley changes as well as continued vandalism in the area. COUNCIL BRIEFING AGENDA: Authorize the Mayor to sign the Option Agreement with Snohomish County Public Utility District No. 1 ( PUD), to exercise the option after satisfactory completion of due diligence, and to take all other actions necessary to dose for the acquisition ofproperty located at 13th 2115 Street. This item was pulled from the agenda. 82  March 9, 2016 Everett Transit 1st Quarter 2016 Briefing Presented by Tom Hingson, Transportation Services Mayor Stephanson reported that he received a briefing this week from Emmett Heath, CEO of Community Transit, who was very complimentary of Tom Hingson and Everett Transit staff and the working relationship that has been developed between the two agencies. J. T. Dray, spoke about the culture of Everett Transit and the working relationship between Everett Transit and the Everett Transportation Advisory Committee. PROPOSED ACTION ITEMS: COUNCIL BILL 1602- 11 SECOND READING: AN ORDINANCE establishing a limit on the number of retail marijuana stores in the City of Everett, and amending Ordinance No. 3443- 15 Kent Peverly, Everett, recommended the details of the plan to review the maximum number of retail marijuana stores allowed before June 1, 2018, be incorporated into the proposed He also suggested using ordinance. tax revenue generated by marijuana sales to fund the review. Richard Ek, Everett, expressed concern about the number of customers of Mary J' s Highway Pot Shop smoking marijuana in the church parking lot 19th located at Avenue SE. He stated that the church had recently installed a gate to prevent this activity. Jessica Jordan, owner of Mary' s J' s Highway Pot Shop, spoke in support of establishing a limit on the number of retail marijuana stores, and stated she would remind customers to stay away from church property. 83  March 9, 2016 CONSENT ITEMS: Moved by Council Member Bader, seconded by Council Member Franklin, to approve the following consent items: RESOLUTION - CLAIMS To adopt Resolution No. 6955 acknowledging the payment of audited and approved claims against the City of Everett in the amount of 1, 326, 054.65 for the period of February 20, 2016, through February 26, 2016. RESOLUTION - PAYROLL To adopt Resolution No. 6956 acknowledging payment of audited and approved payroll claims against the City of Everett in the amount of$ 3, 645, 581. 94 for the period ending February 26, 2016. REQUEST FOR PROPOSAL —AMBULANCE TRANSPORT SERVICE To authorize the Request for Proposal 2015- 097 for ambulance transport service. Roll was called with all council members voting yes, except Council Members Roberts and Murphy who were excused. Motion carried.
