Everett City Council

January 4, 2017 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., January 4, 2017, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Murphy presiding. Upon roll call, it was found that Mayor Stephanson and Council Members Roberts, Moore, Murphy, Bader, Franklin, Stonecipher, and Tuohy were present. Council Member Moore led the Pledge of Allegiance. The minutes of the December 28, 2016, City Council meeting were approved as printed. Council Member Franklin abstained from the vote. MAYOR Mayor Stephanson commented on today' s passing of former Council Member Bob Overstreet. He offered condolences to the family and noted Mr. Overstreet served some 30 years on the Everett City Council. The Mayor also spoke about recent water main breaks caused by the cold weather. He thanked the public works staff for doing a remarkable job on the call outs to restore service. APPOINTMENTS/ REAPPOINTMENTS Moved by Council Member Franklin, seconded by Council Member Tuohy, to concur with the following appointments: Board of Park Commissioners Appointment of Carla Krona to Position 7 for the reminder of a six- year term ending December 31, 2018. Appointment of Michael Yates to Position 5 for a six-year term ending December 31, 2022. Roll was called with all council members voting yes. Motion carried. 1  January 4, 2017 Moved by Council Member Franklin, seconded by Council Member Stonecipher, to concur with the following appointment: Everett Public Facilities District Appointment of Carol Wheeler to Position 3 for a four-year term ending December 31, 2020. Moved by Council Member Franklin, seconded by Council Member Tuohy, to concur with the following appointment: Senior Center Advisory Board Appointment of Lynne Worley to Position 7 for the remainder of a six- year term ending December 31, 2017. Appointment of Kevin Kaestner to Position 5 for a six- year term ending December 31, 2022. Roll was called with all council members voting yes. Motion carried. Moved by Council Member Roberts, seconded by Council Member Franklin, to concur with the following appointment: Tree Committee Appointment of Jennifer Longaker to Position 1 for the remainder of a six-year term ending December 31, 2019. Motion carried. 2  January 4, 2017 Mayor Stephanson announced that the Vision Committee will meet this Saturday, January 7, 2017, at 8: 30 a. m., in the Weyerhaeuser Room, Everett Station. President Murphy added his condolences to the Overstreet family. COUNCIL Council Members commented on Bob Overstreet' s service to the city and community and offered condolences to the Overstreet family. Council Member Stonecipher thanked the Mayor for the Boards and Commissions appointments. She noted it was good to see new individuals being appointed to serve for the first time. Council Member Franklin thanked the Mayor and Bob Bolerjack, Administration, for their work on the boards and commissions. She stated she appreciated seeing new names coming forward for appointment. Council Member Roberts also thanked the Mayor and staff for finding more diversity in the appointments to boards and commissions. He announced the General Government Subcommittee is scheduled to meet on January 18, 2017, to discuss Council representation. President Murphy stated tonight was his last meeting as Council president, that it had been an honor to serve, and thanked council members for his appointment. President Murphy provided a recap, which highlighted some of the Council' s major accomplishments over the past year, and thanked council members for their work this year and the support provided. President Murphy thanked the Mayor for his continued leadership to the city and for driving forward so many initiatives that make Everett a better place to live and work. He also thanked Debra Bryant, Jim Iles, Bob Bolerjack, Fire Chief Gordon, Police Chief Templeman, and all department heads for all they do for the city, and Deb Williams, Council administrator, for her continued support and commitment to the Council and City. 3  January 4, 2017 ADMINISTRATION UPDATE ON PRIOR BUSINESS Debra Bryant, Administration, had no report. CITY ATTORNEY The City Attorney had no comments. CITIZEN COMMENTS J. T. Dray, Everett, spoke about his attendance at the Planning Commission meeting where he requested that the Commission consider including the Transportation Advisory Committee in the discussion about the 20- year plan. Mr. Dray spoke about TAC vacancies and urged the Mayor to consider appointing an individual who depends on Everett Transit. He also stressed the importance of posting bus schedules on poles. Jackie Minchew, Everett, stated he appreciated the September 28, 2016, Council presentation by Climate Solutions. He expressed concern that the report contained minimal citizen involvement. Mr. Minchew also announced the formation of the group 350 Everett. COUNCIL BRIEFING AGENDA: 2017 State Legislative Priorities Agenda Presented by Bob Bolerjack, Administration Regarding the SR 526 project, Council Member Roberts commented that the City worked hard to make sure there is an ST3 station in that area, and raised the question about bus access considerations if designs are being considered. Relating to human needs for treatment facilities, drug detox, and mental illness treatment, Council Member Stonecipher commented about the City' s decision to not provide mental health treatment coverage for City 4  January 4, 2017 employees through the City health plan, and questioned how that might affect the City' s ability to request funding at the legislative level. Debra Bryant, Administration, stated she would report back with additional information. Council Member Moore asked that items such as the southbound ramp at 19th Everett Mall, bulb- outs on SR 527 on Avenue, and sales and use tax to offset service costs to new annexed areas be kept on a list future legislative discussion. Adopt Resolution establishing written guidelines for the delegation of signing of certifications required by federal, state and other governmental agencies. Presented by Jim Iles, City Attorney Council Member Roberts expressed concern that Council not be removed from the process. City Attorney Iles stated the guidelines would not change the role of Council, and he would be happy to provide examples. CONSENT ITEMS: Moved by Council Member Bader, seconded by Council Member Franklin, to approve the following consent item: RESOLUTION - CLAIMS To adopt Resolution No. 7067 acknowledging the payment of audited and approved claims against the City of Everett in the amount of 843, 826. 75 for the period of December 17, 2016, through December 23, 2016. Roll was called with all council members voting yes. Motion carried. 5  January 4, 2017 ACTION ITEMS: NOMINATION — COUNCIL PRESIDENT FOR THE YEAR 2017 Moved by Council Member Franklin, seconded by Council Member Roberts, to nominate Council Member Tuohy as Council President for the year 2017. Roll was called with all council members voting yes. Motion carried. President-elect Tuohy thanked colleagues for the opportunity to serve as the 2017 Council President. She also announced the appointment of Council Member Franklin as the 2017 Council Vice President. Council Member Stonecipher commented that this was a historic moment for the Council with female representation as President and Vice President for 2017. AGREEMENT AMENDED — LEASE FOR POLICE EVIDENCE ROOM SPACE Moved by Council Member Roberts, seconded by Council Member Tuohy, to authorize the Mayor to sign Amendment No. 4 to the Lease Agreement with NMV Everett, LLC for space at 2722 Colby Avenue for the Police Evidence Room in the annual amount of$ 124, 200.
