Everett City Council

March 1, 2017 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., March 1, 2017, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Tuohy presiding. Upon roll call, it was found that Mayor Stephanson and Council Members Roberts, Moore, Murphy, Franklin, Bader, Stonecipher, and Tuohy were present. Council Member Roberts led the Pledge of Allegiance. The minutes of the February 22, 2017, City Council meeting were approved as printed. Council Member Bader abstained from the vote. MAYOR Mayor Stephanson had no comments. COUNCIL Council Member Stonecipher asked about the current hours of operation at Everett Transit Customer Service Center, stating a citizen reached out after it was closed during a normally open hour. Debra Bryant, Administration, stated she would report back to Council. Council Member Moore expressed condolences to Mayor Stephanson on the death of his father. Council Member Roberts also provided his condolences to the Mayor. He provided his liaison report from the Silver Lake neighborhood meeting. He thanked the Legal and IT Departments for their work on the upcoming City-wide email retention policy and stated council members have until March 24 to archive their emails. Council Member Bader also passed along condolences to the Mayor. He also provided an update from the Visioning Committee. President Tuohy stated the Office of Neighborhoods is currently accepting nominations for the Monte Cristo Awards, and adding a new category this 74  March 1, 2017 year titled " Green Gardening." She encouraged the public to attend the Ensuring Inclusive Community Engagement event on March 4, at Evergreen Middle School from 9 a. m. to 4: 30 p. m. with speaker Jim Diers. She commented on her attendance at the Casino Road Stakeholder meeting on Tuesday night, where they announced a support group for the immigrant community to be held on March 7, from 6 p. m. to 8 p. m. She stated the Evergreen Branch Library expansion survey is available on the Library website and at both libraries. She stated the Public Safety Subcommittee meeting will be March 8 at 5: 30 p. m. She is also working to finalize a Council Retreat date. ADMINISTRATION UPDATE ON PRIOR BUSINESS Debra Bryant, Administration, had no report. CITY ATTORNEY City Attorney Iles requested an executive session, anticipated to last no longer than 20 minutes, concerning a legal and real estate matter pursuant to RCW 42. 30. 110. 1( b) and 42. 30. 110. 1( i)( c) with no announcement to follow. CITIZEN COMMENTS Mark Ford, Seattle, spoke in opposition to the proposed changes of the For- Hire Ordinance and Uber. COUNCIL BRIEFING AGENDA: Municipal Golf Operations Update Presented by Lori Cummings, Parks Discussion ensued regarding the 2017 green fees, per the requirements of the Council approved fee delegation authority; separating analytics between Walter E. Hall and Legion Memorial golf courses; the Premier 75  March 1, 2017 Golf Management Agreement; long term analytics; fixed costs; increasing attendance; and maintenance of the courses. COUNCIL BILL 1702- 08: FIRST READING: AN ORDINANCE creating a special improvement project entitled American Legion Memorial Park Playground," Fund 354, Program 050, for the replacement of certain American Legion Memorial Park Playground Equipment destroyed by the February 2017 fire Presented by Lori Cummings, Parks CONSENT ITEMS: Moved by Council Member Roberts, seconded by Council Member Bader, to approve the following consent items: RESOLUTION - CLAIMS To adopt Resolution No. 7084 acknowledging the payment of audited and approved claims against the City of Everett in the amount of 1, 692, 231. 43 for the period of February 11, 2017, through February 17, 2017. ACTION ITEMS: AGREEMENT— HOTEL / MOTEL TAX GRANT FUNDING President Tuohy recused herself from any discussion or action related to Lodging Tax recommendations, as she is employed by the Arts Council of Snohomish County, doing business as the Shack Art Center. 76  March 1, 2017 President Tuohy left the Council chambers at 7: 13 p. m. Moved by Council Member Bader, seconded by Council Member Stonecipher, to concur with the recommendation of the Lodging Tax Advisory Committee and the Budget Finance Chair to accept the long term obligations of the Hotel Motel Tax listed above and allocate grant funding as designated in an amount not to exceed $ 300, 000 and authorize the Mayor to sign the contracts. Council Member Stonecipher asked about the amount left in this budget after the long term obligations. Debra Bryant, Administration, stated she would follow up with Council with the exact number. Roll was called with all council members voting yes, except President Tuohy who was recused. Motion carried. President Tuohy returned to the Council chambers at 7: 15 p. m. BID AWARD — PURCHASE OF 36- INCH CLA- VAL CONTROL VALVE Moved by Council Member Roberts, seconded by Council Member Moore, to award bid 2017- 007 for the purchase of one 36- inch Cla- Val control valve to HD Supply Waterworks in the amount of $122, 978. 52, including Washington State sales tax. Roll was called with all council members voting yes. Motion carried. RESOLUTION —VEHICLE SURPLUS Moved by Council Member Murphy, seconded by Council Member Bader, to adopt Resolution No. 7085 declaring the Navistar 4700LP 77  March 1, 2017 Aid Car and the 1998 Caterpillar 416C Backhoe/ Loader as surplus and authorizing their sale at public auction. Roll was called with all council members voting yes. Motion carried. AGREEMENT —SAFE STREETS INITIATIVE FORUM Moved by Council Member Bader, seconded by Council Member Moore, to authorize the Mayor to sign the agreement for use of the Historic Everett Theatre for a Safe Streets Initiative forum on March 23, 2017, in the amount of$ 775. Roll was called with all council members voting yes. Motion carried.
