February 22, 2017 The regular meeting of the Everett City Council was called to order at 12: 30 p. m., February 22, 2017, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Tuohy presiding. Upon roll call, it was found that Mayor Stephanson and Council Members Roberts, Moore, Murphy, Franklin, Stonecipher and Tuohy were present. Council Member Bader was excused. Council Member Moore led the Pledge of Allegiance. The minutes of the February 15, 2017, City Council meeting were approved as printed. Council Members Roberts and Stonecipher abstained from the vote. APPOINTMENT Moved by Council Member Stonecipher, seconded by Council Member Moore, to approve the following Council' s appointment: Salary Commission Appointment of Angie Sievers to Position 1, for a four-year term expiring December 31, 2020. Roll was called with all council members voting yes, except Council Member Bader who was excused. Motion carried. MAYOR APPOINTMENT Moved by Council Member Franklin, seconded by Council Member Stonecipher, to concur with the following appointments: 66  February 22, 2017 Animal Shelter Advisory Board Appointment of William Morgan to Position 6, for a six- year term expiring December 31, 2022. Appointment of Kara Langus to Alternate Position 1, for the remainder a six-year term expiring December 31, 2021. Appointment of Natalie Burleson to Alternate Position 2, for a six- year term expiring December 31, 2022. Roll was called with all council members voting yes, except Council Member Bader who was excused. Motion carried. COUNCIL Council Member Stonecipher thanked City Attorney Iles for a commentary letter on a draft petition for Charter amendments. Council Member Moore asked for an update regarding Everett Housing Authority and the Baker Heights housing project. Debra Bryant, Administration, stated that she will coordinate a response with staff. Council Member Roberts reported on his attendance at the Association of Washington Cities legislative conference. He suggested having a discussion at a council meeting regarding outreach efforts. Council Member Roberts also provided a liaison report on his attendance at the Port Gardener neighborhood meeting. Council Member Murphy provided liaison reports on his attendance at the Lowell neighborhood meeting and the Delta neighborhood meeting. Council Member Franklin reminded the community about the Ensuring Inclusive Community engagement event on March 4, at Evergreen Middle School, from 9 a. m. to 4 p. m., hosted by the City Office of Neighborhoods. 67  February 22, 2017 She reported on a meeting with Community Streets Initiative coordinator. Council Member Franklin also announced that the Beyond the Streets — Addiction community event will be held March 23, at the Historic Everett Theatre, from 6: 30 p. m. to 8: 30 p. m. President Tuohy provided a liaison report on her attendance at the Senior Center Advisory Board meeting yesterday. She also reported on her attendance at the Valley View neighborhood meeting. President Tuohy reminded the public that the next Public Safety Subcommittee meeting is scheduled for March 8. She also announced that Everett Public Library is seeking input from the public regarding the Evergreen branch redesign. ADMINISTRATION UPDATE ON PRIOR BUSINESS Debra Bryant, Administration, had no report. CITY ATTORNEY City Attorney Iles had no comments. CITIZEN COMMENTS Bruce Young, Everett, was called to speak but declined. Jackie Minchew, Everett, spoke about a climate change and the group 350 Everett. He suggested to the Council to create a committee which will work on a climate change. Mark Ford, Seattle, spoke in opposition to the proposed For- Hire ordinance. CONSENT ITEMS: Moved by Council Member Murphy, seconded by Council Member Franklin, to approve the following consent items: 68  February 22, 2017 RESOLUTION - CLAIMS To adopt Resolution No. 7081 acknowledging the payment of audited and approved claims against the City of Everett in the amount of 1, 510, 621. 21 for the period of February 4, 2017, through February 10, 2017. RESOLUTION — PAYROLL To adopt Resolution No. 7082 acknowledging payment of audited and approved payroll claims against the City of Everett in the amount of $ 3, 826, 224. 24 for the period ending February 4, 2017. ACTION ITEMS: PURCHASE — JOHN DEERE 410L BACKHOE LOADER Moved by Council Member Stonecipher, seconded by Council Member Franklin, to approve the purchase of a John Deere 410L Backhoe Loader from State Contract 00410 in the amount of 159, 505. 96, including Washington State sales tax. Roll was called with all council members voting yes, except Council Member Bader who was excused. Motion carried. PURCHASE — FOUR FORD F550 CAB & CHASSIS Moved by Council Member Stonecipher, seconded by Council Member Roberts, to approve the purchase of four Ford F550 Cab & 69  February 22, 2017 Chassis from State Contract 05916 in the amount of $ 225, 410. 40, including Washington State sales tax. Roll was called with all council members voting yes, except Council Member Bader who was excused. Motion carried. RESOLUTION — EXPENDITURE OF 2017 HUMAN NEEDS GRANT FUNDING President Tuohy and Council Member Franklin recused themselves from any discussion or action on this item. President Tuohy and Council Member Franklin left the council chambers at 12: 47 p. m. Council Member Murphy read the item. Moved by Council Member Roberts, seconded by Council Member Stonecipher, to adopt the Resolution No. 7083 for expenditure of 2017 Human Needs Grant Funding in the amount of $434, 000. Roll was called with all council members voting yes, except Council Member Bader who was excused and Council Members Tuohy and Franklin who were recused. Motion carried. AGREEMENT — EPA BROWNFIELDS COMMUNITY-WIDE ASSESSMENT GRANT Moved by Council Member Franklin, seconded by Council Member Roberts, to authorize the Mayor to sign Amendment No. 1 to the 70  February 22, 2017 professional services agreement with Stantect Consulting Services, Inc. for the EPA Brownfields Community-Wide Assessment Grant for an additional cost of $2, 580. 70 and extending the completion date to March 31, 2017. AGREEMENT —PURCHASE AND SALE OF REAL PROPERTY Moved by Council Member Franklin, seconded by Council Member Murphy, to authorize the Mayor to sign Amendment No. 5 to the Agreement for Purchase and Sale of Real Property, in substantially the form provided for former Smith Street Mill Site. Roll was called with all council members voting yes, except Council Member Bader who was excused. Motion carried. AGREEMENT — ENVIRONMENTAL MONITORING AT THE EVERETT LANDFILL Moved by Council Member Roberts, seconded by Council Member Franklin, to authorize the Mayor to sign Amendment No. 4 to the professional service agreement with HWA GeoSciences, Inc. for environmental monitoring at the Everett Landfill, extending the contract to December 31, 2020, with a cost not to exceed $ 613, 545. AGREEMENT — THE FINAL EFFLUENT NORTH PUMP STATION AND CHLORINATION BUILDING PRE- DESIGN STUDY Moved by Council Member Moore, seconded by Council Member Roberts, to authorize the Mayor to sign Amendment No. 1 to the professional services agreement with HDR Engineering Inc. for the Final Effluent North Pump Station and Chlorination Building Pre- design Study to extend completion of the work to April 30, 2017. AGREEMENT — SERVICE AGREEMENT BETWEEN EARTHCORPS AND THE CITY OF EVERETT Moved by Council Member Roberts, seconded by Council Member Stonecipher, to authorize the Mayor to sign the Service Agreement between EarthCorps and the City of Everett.
