April 26, 2017 The regular meeting of the Everett City Council was called to order at 12: 30 p. m., April 26, 2017, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Tuohy presiding. Upon roll call, it was found that Mayor Stephanson and Council Members Roberts, Moore, Murphy, Franklin, Bader, and Tuohy were present. Council Member Stonecipher was excused. Council Member Franklin led the Pledge of Allegiance. The minutes of the April 19, 2017, City Council meeting were approved as printed. The minutes of the April 15, 2017, City Council Retreat were approved as printed. President Tuohy announced the move of Consent Items 9 and 10 to Action Items. MAYOR Mayor Stephanson reported on is his annual visit to Washington, D. C. He also announced a celebration to honor the completion of the Tulalip Water Pipeline Project will be held on Friday, April 28, 2017, 1: 00 p. m., at the Quil Ceda Village. COUNCIL Council Member Bader reported on his attendance this week at meetings of the Envision Everett Committee and Historical Commission. Council Member Franklin announced the City' s formation of an Evergreen Way Stakeholders Group that will be working with City staff to identify and implement potential improvements in the area. She encouraged anyone interested in joining this group to call ( 425) 257- 7115 or visit the City of Everett website for more information. Council Member Franklin also reported on her attendance at the following Beverly- Pinehurst events: Park Neighborhood meeting, Superintendent' s Community Lunch, the 141  April 26, 2017 annual Human Services Breakfast, Vision Committee meeting, bicycle tour of Everett' s fire stations, and the Everett Community College Foundation Breakfast. She congratulated Mayor Stephanson for receiving the EvCC President' s Community Partner Award. Council Member Roberts reported he attended meetings of the following Vision Committee, Transportation Advisory Committee, organizations: Northwest Neighborhood, and Silver Lake Action Committee. Council Member Roberts also reported on his attendance at the Earth Day Environmental Racism conference hosted by the Communities of Color Coalition. Council Member Moore thanked Council Member Franklin for her comments about the Superintendent' s Luncheon. He stated there will be more meetings in the future, and he encouraged anyone interested in attending the series to contact the Everett School District office. Council Member Murphy also reported on his attendance at the Human Services Breakfast, EvCC Foundation Breakfast, and the annual Board retreat for Snohomish Health District. President Tuohy reported on her attendance at the Earth Day at the Commons event hosted by the Valley View— Sylvan Crest - Larimer Ridge Neighborhood, Casino Road Stakeholders meeting, and the Washington State University/ Everett Community College flag flying ceremony at Grand Avenue Park. She reminded the public that the 2017 William F. Brown Awards are scheduled for Saturday, May 6, 10: 00 a. m., in the Weyerhaeuser Room. ADMINISTRATION UPDATE ON PRIOR BUSINESS Debra Bryant, Administration, had no report. CITY ATTORNEY City Attorney Iles has no comments. 142  April 26, 2017 CITIZEN COMMENTS Amy Hedges, Arlington, spoke about the conflict between federal and local drug laws and need to work together to help drug addicted individuals. Victor Harris, Everett, spoke about the February fire at 1900 Pacific Avenue. He thanked Kevin Fagerstrom, Code Enforcement, for commencement of the work to remove the structures. Mark Ford, Seattle, spoke about the proposed for-hire ordinance and his opposition of Uber' s business practices, especially the use of dynamic pricing. STREET CLOSURE —ARTIST GARAGE SALE To authorize the closure of Hoyt Avenue between Wall Street and Hewitt Avenue from June 2, 2017, 12 p. m. through June 3, 2017, 6 p. m., for an artist garage sale sponsored by the Schack Art Center. ACTION ITEMS: AGREEMENT — SMALL WORKS AND CONSULTING SERVICES ROSTERS Moved by Council Member Roberts, seconded by Council Member Moore, to authorize the Mayor to sign the contract with Municipal Research Services Center of Washington ( MRSC) for the use of shared Small Works and Consulting Services Rosters at the cost of 600. AGREEMENT —FIELD PLACEMENT FACILITIES Moved by Council Member Roberts, seconded by Council Member Franklin, to authorize the Mayor to sign the agreement relating to Field Placement Facilities for the Department of Human Development for Washington State University. AGREEMENT — LEASE FOR COMMUNICATIONS ANTENNA FACILITY AT OLYMPIC WATER TANK Moved by Council Member Bader, seconded by Council Member Franklin, to authorize the Mayor to sign a Lease Agreement with T- Mobile for a communications antenna facility at Olympic Water Tank. AGREEMENT —CITY FINANCIAL SYSTEM UPGRADE Moved by Council Member Murphy, seconded by Council Member Bader, to authorize the Mayor to sign the Professional Services Agreement with Cayenta, a division of N. Harris Computer 147  April 26, 2017 Corporation, to assist with an upgrade to the City' s financial system at the cost of $181, 449., including Washington State sales tax. AGREEMENT —REPAIRS TO EVERETT STATION FACADE Moved by Council Member Roberts, seconded by Council Member Murphy, to authorize the Mayor to sign Amendment No. 1 to the Professional Services Agreement between the City and OAC Services, Inc. at no additional cost. AGREEMENT —THREE LAKES VALVE BYPASS PROJECT Moved by Council Member Bader, seconded by Council Member Franklin, to authorize the Mayor to sign Amendment No. 1 to the Professional Services Agreement with Stantec Consulting Services, Inc. to provide additional engineering and construction management services for the Three Lakes Valve Bypass Project in the amount of 7, 556. Motion carried. 148  April 26, 2017 AGREEMENT — SMITH ISLAND / UNION SLOUGH HABITAT RESTORATION SITE Moved by Council Member Roberts, seconded by Council Member Bader, to authorize the Mayor to sign the Professional Services Agreement with ICF Jones & Stokes in the amount of $ 102, 000 to perform monitoring of the Smith Island/ Union Slough Habitat Restoration Site. AGREEMENT — LAND USE AND CODE ENFORCEMENT HEARING EXAMINER Moved by Council Member Bader, seconded by Council Member Roberts, to concur with Mayor' s appointment of Hearing Examiner and authorize the Mayor to execute a Personal Services Contract with Sharon Rice as the Land Use and Code Enforcement Hearing Examiner for a term of four years beginning August 1, 2017. Katie Rathbun, Legal, introduced newly appointed Hearing Examiner Sharon Rice. Council Member Roberts welcomed Ms. Rice and thanked Mr. Driscoll for his past service as Hearing Examiner. Council MemberMurphy thanked Legal staff for responding to his questions from last week' s briefing, and welcomed Ms. Rice.
