May 3, 2017 The regular meeting of the Everett City Council was called to order at May 3, 2017, in the City Council Chambers of the William E. 6: 30 p. m., Moore Historic City Hall, Council President Tuohy presiding. Upon roll call, it was found that Council Members Roberts, Murphy, Franklin, Bader, Stonecipher, and Tuohy were present. Mayor Stephanson and Council Member Moore were excused. Council Member Roberts led the Pledge of Allegiance. The minutes of the April 26, 2017, City Council meeting were approved as printed. Council Member Stonecipher abstained from the vote. MAYOR Mayor Stephanson was excused. COUNCIL Council Member Franklin reported on her attendance at the Tulalip Water Pipeline Project celebration and the Early Learning Symposium hosted by Everett Public Schools. She also provided a liaison report on her attendance at the Community Streets Initiative meeting earlier today. Council Member Franklin reminded the public that the public hearing regarding Safe Streets Supportive Housing is scheduled on May 18, at 6 p. m. in the Weyerhaeuser Room at Everett Station. She also provided a recap from the Public Safety Subcommittee meeting held earlier this evening. Council Member Roberts reported on his attendance at the following events: Tulalip Water Pipeline Project celebration, People' s Climate March, and Understanding and Implementing Racial Equity. He also commented on funding for Sound Transit 2 ( ST2) and Sound Transit 3 ( ST3) projects. Council Member Roberts announced that the General Government Subcommittee is scheduled to meet on May 17. Council Member Murphy commented on his ride- along with Everett Police Officer Albright on Friday, and encouraged other council members to participate in the program. He also reported on his attendance at the 151  May 3, 2017 People' s Climate March. Council Member Murphy reminded the public that the Budget Finance Subcommittee meeting is scheduled and for Wednesday, May 10, at 5: 30 p. m., in the Council chambers. President Tuohy reported on her attendance at the Understanding and Implementing Racial Equity event. She also reminded the public that the 2017 William F. Brown Awards are scheduled for Saturday, May 6, at 10: 00 a. m., in the Weyerhaeuser Room. ADMINISTRATION UPDATE ON PRIOR BUSINESS There was no report from Administration. CITY ATTORNEY City Attorney Iles had no comments. CITIZEN COMMENTS Mark Ford, Seattle, expressed his disagreement with Uber' s business practices. COUNCIL BRIEFING AGENDA: Adopt Resolution concerning 2017 Community Development Block Grant annual action plan and allocations of CDBG, HOME and 2060 Housing Trust Funds and amendments to the 2015- 2019 Consolidated Plan. Presented by Becky McCrary, Planning Council Member Franklin stated that she is president of Cocoon House and would like to recuse herself from any discussion relating to this item. Council Member Franklin left the Council chambers at 6: 43 p. m. and returned at 6: 52 p. m. following the briefing. 152  May 3, 2017 City/ YMCA of Snohomish County potential partnership. Presented by Paul Kaftanski, Administration Considerable discussion ensued. Further information was requested by the Council regarding the following topics: potential impact on usage of Forest Park Swim Center; overview of different improvement scenarios for Forest Park Swim Center; demand analysis for pools in a community; projected population growth, density targets and population centers; plans for pedestrian and transit access improvements and transportation connections; connections with the bicycle and pedestrian trails; opportunities and challenges for maintaining two facilities and budget implications; funding scenarios for the project; financial impact of all three scenarios; availability of funds received by the City in connection with transfer of the Cemex property and restrictions of applicable to funds; operation costs for the pool; Everett citizens' access to the pool; pool' s operation model; impact on other park projects; examples of similar partnership in different communities. RESOLUTION — ELECTRONIC TRANSFERS To adopt Resolution No. 7115 acknowledging the payment of audited and approved electronic transfer claims against the City of Everett in the amount of$ 5, 624, 272. 69 for the period of February 1, 2017, through February 28, 2017. RESOLUTION — PAYROLL To adopt Resolution No. 7116 acknowledging payment of audited and approved payroll claims against the City of Everett in the amount of 3, 888, 563. 30 for the period ending April 15, 2017. STREET CLOSURE —CHURCH PROCESSION To authorize the closure of the intersection of Cedar Street, Everett Avenue, Hoyt Avenue, 25th Street and 26th Street on June 18, 2017, 154  May 3, 2017 for a church procession sponsored by from 10: 45 a. m. to 11: 30 a. m., the Immaculate Conception and Our Lady of Perpetual Help churches. STREET CLOSURE —SAFETY TIPS FOR FAMILIES To authorize the closure of Wall Street between Hoyt and Colby Avenues on May 13, 2017, from 8: 00 a. m. to 3: 00 p. m., fora Safety Tips for Families sponsored by the Imagine Children' s Museum. Roll was called with all council members voting yes, except Council Member Moore who was excused. Motion carried. PUBLIC HEARING — COUNCIL BILL 1704- 19 President Tuohy opened a public hearing regarding Council Bili 1704- 19, a proposed ordinance amending the Zoning Regulations for Accessory Dwelling Units, Section 7 ( J) of Ordinance No. 3534- 17 ( EMC 19. 07. 030. J). Allan Giffen, Planning, provided an overview of the proposed ordinance. Moved by Council Member Franklin, seconded by Council Member Roberts, to close the public hearing. CONTRACT AWARD —WATER MAIN REPLACEMENT " R" PROJECT Moved by Council Member Roberts, seconded by Council Member Franklin, to award contract for the construction of the Water Main Replacement " R" Project to Reece Construction Company in the amount of $ 1, 382,407. 59, including Washington State sales tax. Motion carried. 157  May 3, 2017 AGREEMENT —ELECTRIC BUS CHARGING SYSTEM Moved by Council Member Roberts, seconded by Council Member Murphy, to authorize the Mayor to sign the Professional Service Agreement with AWA Electrical Consultants Inc., for electrical design, construction documents and construction management for an electric bus charging system in the amount of$ 12, 200.
