May 10, 2017 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., May 10, 2017, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Tuohy presiding. Upon roll call, it was found that Mayor Stephanson and Council Members Roberts, Moore, Murphy, Franklin, and Tuohy were present. Council Member Stonecipher was excused. Council Member Moore led the Pledge of Allegiance. The minutes of the May 3, 2017, City Council meeting were approved as printed. MAYOR APPOINTMENTS / REAPPOINTMENTS Moved by Council Member Roberts, seconded by Council Member Murphy, to concur with the following appointment: Board of Park Commissioners: Appointment of Linda War Bonnet to Position 2 for the remainder of an unexpired term ending December 31, 2020. Roll was called with all council members voting yes, except Council Member Stonecipher who was excused. Motion carried. Mayor Stephanson commented on his trip to Washington, D. C. last week, which included meetings with the Pentagon, Coast Guard, and congressional delegation. 159  May 10, 2017 OATH — POLICE OFFICER Moved by Council Member Roberts, seconded by Council Member Bader, to concur with the appointment of Timothy Walker as a new police officer. Roll was called with all council members voting yes, except Council Member Stonecipher who was excused. Motion carried. The City Clerk administered the oath of office, and Mayor Stephanson presented Officer Walker with his badge. COUNCIL Council Member Bader provided a liaison report on his attendance at the Puget Sound Regional Council Growth Management Policy Board last week, as well as his attendance at the Envision Everett Committee meeting on Monday evening. He announced the final meeting of the vision committee is scheduled for May 22. Council Member Bader also reported that he attended, along with President Tuohy, the William F. Brown Awards last Saturday. Council Member Franklin stated she provided welcoming remarks today at the Woodspring Suites Grand Opening event. She also invited citizens to attend Animal Rescue Foundations' Golden Paw Gala 2017 on May 20th at the Everett Golf and Country Club. Council Member Roberts expressed his appreciation for the visioning committee' s work. He stated he attended the Port Gardner Neighborhood meeting and reported on his attendance today at the Bridgeways Community Connections event. Council Member Moore commented on the final meeting of the Joint Tulalip Water Board of Directors. He complimented the Mayor for his positive contributions to a long- standing relationship. 160  May 10, 2017 Council Member Murphy provided liason reports on his attendance at the Snohomish Health District Board meeting yesterday and the Board of Park Commissions meeting last evening. He also commented on the Budget Subcommittee meeting, which was held earlier today. President Tuohy commented on her attendance at the Brown Awards event held last Saturday. She also announced the Help Everett Master Disaster community workshop, hosted by the City of Everett Office of Emergency Management and University of Washington, is scheduled for on May 12, 10 a. m.- 3 p. m., at Horizon Elementary School. ADMINISTRATION UPDATE ON PRIOR BUSINESS Debra Bryant, Administration, asked Police Chief Templeman to provide a report on a recent assault that occurred at the Post Office on Hoyt Avenue. CITY ATTORNEY City Attorney Iles requested an executive session, anticipated to last no longer than 15 minutes, concerning two legal matters pursuant to RCW 42. 30. 110( 1)( i)( c) with no announcement to follow. CITIZEN COMMENTS Gary Watts, Everett, spoke about continued vandalism on Smith Avenue and asked the Council for help in keeping individuals out of the 3500 block. J. T. Dray, Everett, provided comments about Everett Transit operations and urged council members to abandon free fare day events in the future. Jackie Minchew, Everett, announced he would hold his comments until next week and requested two additional minutes at that time. 161  May 10, 2017 Mark Ford, Seattle, spoke about the proposed for- hire ordinance and the negative impacts of Uber business practices on the taxi industry. COUNCIL BRIEFING AGENDA: Authorize the Mayor to sign an Interlocal Agreement between the City and the Snohomish Health District relinquishing any potential claim of ownership or financial interest the city may have in the Rucker Building, located at 3020 Rucker Avenue, Everett. Presented by David Hall, Legal, and Heather Thomas, Snohomish Health District, Public & Government Affairs Metro Everett subarea planning status update. Presented by David Stalheim, Planning Considerable discussion ensued relating to building heights and off-street parking. Council Member Murphy expressed concern about the possibility of blocked views resulting from the proposed building height concept. Mayor Stephanson spoke about the economic impact of the building height concept and the importance of considering what economics would need to change to support taller buildings. Council Member Roberts stated he would like to see a discussion take place with individuals who build these types of facilities. He also asked that the work being done at the Puget Sound Regional Council and Sound Transit be captured as the planning goes forward. Council Member Bader expressed concern about parking conditions in the future and possible impacts on neighborhoods. Council Member Murphy suggested the creation of a cohesive one- page summary describing to the residents the process to request a residential parking permit. 162  May 10, 2017 Council Member Moore requested the Council be provided with a list, in the next couple of weeks, that includes stakeholders that have been engaged in the planning process. Council Member Roberts stated he would like to see a discussion of a parking management strategy, as well as a better understanding of the preservation of industrial lands. Council Member Franklin stated she would like to know what partners the City has engaged, the building community' s thoughts on the proposed changes, and if other cities have done similar work. PUBLIC HEARING — RESOLUTION President Tuohy opened a public hearing regarding a proposed resolution concerning the 2017 Community Development Block Grant Annual Action Plan and allocations of CDBG, HOME and 2060 Housing Trust Funds and amendments to the 2015- 2019 Consolidated Plan. 164  May 10, 2017 Council Member Franklin recused herself and left the chambers at 8: 14 p. m. President Tuohy invited public comment. There were no citizens who wished to speak. Becky McCrary, Planning, requested confirmation that council members had been provided the revised resolution containing most recent and final committee recommendations.
