May 17, 2017 The regular meeting of the Everett City Council was called to order at 6: 30 p. m.,May 17, 2017, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Tuohy presiding. Upon roll call, it was found that Mayor Stephanson and Council Members Roberts, Moore, Bader, Stonecipher, and Tuohy were present. Council Member Franklin, Murphy was excused. Council Member Stonecipher led the Pledge of Allegiance. The minutes of the May 10, 2017, City Council meeting were approved as printed. Council Member Stonecipher abstained from the vote. MAYOR Mayor Stephanson commented on the announcement that Alaska Airlines will begin flights from Paine Field in 2018. APPOINTMENT Moved by Council Member Stonecipher, seconded by Council Member Moore, to concur with the following appointment: Everett Historical Commission Appointment of Patrick Hall to Alternate Position 1 for the remainder of a 6- year term expiring December 31, 2022. Roll was called with all council members voting yes, except Council Member Murphy who was excused. Motion carried. Mayor Stephanson stated there would be a public hearing regarding supportive housing on Thursday, May 18, at 6 p. m. in the Everett Station Weyerhaeuser Room. He asked Deputy City Attorney David Hall to clarify the type of public hearing that will take place. 169  May 17, 2017 David Hall provided an overview of the formal land use public hearing on the Safe Streets Supportive Housing project. COUNCIL Council Member Franklin provided a Safe Streets update. She commented on her attendance at the YWCA luncheon and provided a liaison report from the Cascade View - Twin Creeks neighborhood meeting. Council Member Roberts commented on the Alaska Airlines announcement. He provided an update from the General Government Subcommittee meeting held earlier today and provided a liaison report from the Port Gardner neighborhood meeting. Council Member Roberts stated the Port Gardner neighborhood questioned whether they were receiving information about sex offenders in their neighborhood. Police Chief Dan Templeman provided an explanation on how citizens may receive sex offender data. Mayor Stephanson stated he would work with the Office of Neighborhoods to get that information to the neighborhoods. Council Member Moore provided a liaison update from the Public Facilities District Board meeting. He asked the Mayor and Legal Department to provide Council and citizens with notice of any binding conditions regarding Supportive Housing property. President Tuohy reported on her attendance at the Westmont- Holly and Valley View neighborhood meetings. She provided liaison updates from the Library Board and Downtown Everett Stakeholders meetings. She also asked Council to approve an additional item, not on the agenda, for a street closure. STREET CLOSURE —CRUIZIN TO COLBY Moved by Council Member Franklin seconded by Council Member Bader, to authorize the closure of Colby Ave., Wetmore Ave., Rockefeller Ave., Wall Street, Hewitt Ave., and California St. in 170  May 17, 2017 downtown Everett, on May 28, 2017, 11 a. m. to 6 p. m., and May 29, 2017, 5 a. m. to 6 p. m. for Cruzin' to Colby Car Show, sponsored by the Cruzin' to Colby Inc. Roll was called with all council members voting yes, except Council Member Murphy who was excused. Motion carried. ADMINISTRATION UPDATE ON PRIOR BUSINESS There was no update from Administration CITY ATTORNEY Deputy City Attorney Hall had no comments. CITIZEN COMMENTS Mary Ann McCord, Ferdinand Santiago, Ryan Stenhouse, Elizabeth Stenhouse, Jim Allen, all of Everett, spoke about the Soundview Business Campus development and the wildlife corridor in the area. Jackie Minchew, Everett, spoke about climate change. Mark Ford, Seattle, spoke about the proposed for- hire ordinance and Uber business practices. Joel Starr, Everett, spoke about Cruzin' to Colby and thanked Council for the street closure. CONSENT ITEMS: Moved by Council Member Stonecipher, seconded by Council Member Bader, to approve the following consent items: RESOLUTION - CLAIMS To adopt Resolution No. 7119 acknowledging the payment of audited and approved claims against the City of Everett in the amount of 2, 702, 762. 53 for the period of April 29, 2017, through May 5, 2017. 172  May 17, 2017 RESOLUTION — PAYROLL To adopt Resolution No. 7120 acknowledging payment of audited and approved payroll claims against the City of Everett in the amount of 4, 012, 418. 97 for the period ending April 29, 2017. ACTION ITEMS: AGREEMENT —RUCKER BUILDING Moved by Council Member Moore, seconded by Council Member Bader, to authorize the Mayor to sign the Interlocal Agreement with the Snohomish Health District relinquishing any potential claim of ownership or financial interest the city may have in the Rucker Building, located at 3020 Rucker Avenue, Everett. Roll was called with all council members voting yes, except Council Member Murphy who was excused. Motion carried. FINAL PLAT APPROVAL —OVERLOOK AT RIVERFRONT Moved by Council Member Bader, seconded by Council Member Moore, to grant Phase 2 final plat approval for the Overlook at Riverfront. Roll was called with all council members voting yes, except Council Member Murphy who was excused. Motion carried. 173  May 17, 2017 AGREEMENT —ENVIRONMENTAL CLASSROOM PRESENTATIONS Moved by Council Member Roberts, seconded by Council Member Franklin, to authorize the Mayor to sign the professional services agreement with Triangle Associates Inc., to provide environmental classroom presentations in the Everett Water Service Area in the amount of$ 138, 500.
