May 24, 2017 The regular meeting of the Everett City Council was called to order at May 24, 2017, in the City Council Chambers of the William E. 12: 30 p. m., Moore Historic City Hall, Council President Tuohy presiding. Upon roll call, it was found that Mayor Stephanson and Council Members Roberts, Moore, Murphy, Franklin, Bader, and Tuohy were present. Council Members Franklin and Stonecipher were excused. Council Member Murphy led the Pledge of Allegiance. The minutes of the May 17, 2017, City Council meeting were approved as printed. Council Member Murphy abstained from the vote. MAYOR Mayor Stephanson had no comments. COUNCIL Council Member Roberts commented on his attendance at the Transportation Advisory Committee ( TAC) meeting last Thursday. He also reported on upcoming opportunities for the public to provide comments on the update of the Everett Transit Plan that will kick off online beginning June 1 and in person on June 8. Council Member Roberts also commented on the TAC Committee scheduling. He reported on his attendance at the last meeting of the Vision Committee and thanked all who served on the committee. Council Member Roberts also commented on the Casino Road Stakeholders meeting that was held yesterday. Council Member Moore announced the Governor's Summit on Career Connected Learning, hosted by Everett Public Schools, is scheduled for Wednesday, May 31, 2017, from 10 a. m. to 1: 30 p. m. He also President Tuohy thanked the EnVision Everett Committee for their work, and stated she looked forward to the committee presentation in June. President Tuohy called for a motion to authorize the following street closure. 175  May 24, 2017 STREET CLOSURE —COURTYARD BY MARRIOTT GRAND OPENING Moved by Council Member Murphy, seconded by Council Member Roberts, to authorize the closure of Colby Avenue, between Pacific Avenue and Wall Street on June 1, 2017, 2 p. m. to 7: 30 p. m., for the Grand Opening Party, sponsored by the Courtyard by Marriott. Roll was called with all council members voting yes, except Council Members Franklin and Stonecipher who were excused. Motion carried. President Tuohy stated that Action Item No. 17 had been pulled from the agenda and invited public comment under Citizen Comments. She also announced that City offices will be closed on Monday, May 29, 2017, in recognition of Memorial Day. ADMINISTRATION UPDATE ON PRIOR BUSINESS Debra Bryant, Administration, had no report. CITY ATTORNEY City Attorney Iles had no comments. CITIZEN COMMENTS J. T. Dray, Everett, spoke about the upcoming Everett Transit study and the future of Everett Transit. He shared a copy of the Herald editorial entitled " Regional approach needed." Dorian Kostelyk, Everett, spoke about homelessness and encouraged local churches and businesses to become more involved in finding solutions to address homelessness. 176  May 24, 2017 Council Member Moore shared some of the activities currently taking place to engage Everett' s faith- based community. Jackie Minchew, Everett, spoke about climate change and shared a passage from the book, "The Great Disruption." COUNCIL BRIEFING AGENDA: Casino Road Initiative Presented Wendy by McClure, Office of Neighborhoods; Maddy Metzger- Utt and Sarah Stewart, Community Foundation of Snohomish County Council Member Roberts stated the Planning Department recently compiled detailed demographics by ethnicity, socioeconomic status, diversity, and small elements of geography. Ms. Metzger- Utt stated she would be interested in receiving this information. City/ YMCA of Snohomish County Potential Partnership Status Report Presented by Paul Kaftanski, Administration Council Member Moore expressed an interest in seeing a business model that reflects the public benefit. Council Member Roberts stated it would be helpful to see a matrix that shows what kind of services the City is getting for the dollars spent. Paul Kaftanski stated this work is currently underway, and Administration and the Parks Department will provide a report to Council when completed. He also stated further evaluation of agreements and performance of these agreements with other agencies will be done. Council Member Bader asked if the use of the Mariner High School pool should be considered as an available pool for our citizens to use. 177  May 24, 2017 Mr. Kaftanski stated he would look into this question and report back to the Council. Paul Kaftanski, at the request of Debra Bryant, Administration, spoke about the time frame. Mayor Stephanson expressed an interest in knowing out of the cities looked at, which agreements provide the greatest benefit to cities that invest. Council Member Murphy stated he is not, from a fiduciary standpoint, willing to make a rush decision, and he would not be able to support a City commitment if Council is not provided the information necessary to make a decision. Council Member Moore stated it would be good to know what the implications are for the portions of urban growth area, excluding annexation, if we did change the size and shape of south end of city if that would tip the scale for a third pool. President Tuohy stated it would be helpful to see trends from other swim pools. Authorize the Mayor to sign Amendment No. 2 to the Public Access Agreement with the Port of Everett, in the form substantially provided. RESOLUTION — ELECTRONIC TRANSFERS To adopt Resolution No. 7122 acknowledging the payment of audited and approved electronic transfers against the City of Everett in the amount of $ 6, 917, 004. 98 for the period of March 1, 2017, through March 31, 2017. Motion carried. 182  May 24, 2017 AGREEMENT —REIMBURSEMENT FOR CAMP PATTERSON FEES Moved by Council Member Moore, seconded by Council Member Murphy, to authorize the Mayor to sign the Interlocal Agreement with the State of Washington Department of Social and Health Services to allow the City to be reimbursed for Camp Patterson registration fees. was called with all council members voting yes, except Council Roll Members Franklin and Stonecipher who were excused. AGREEMENT —TRANSIT OUTREACH Moved by Council Member Bader, seconded by Council Member Moore, to authorize the Mayor to sign the Promotional License Agreement with Everett Mall for transit outreach, at no cost to the City. AGREEMENT —PARAMEDIC STUDENT TRAINING Authorize the Mayor to sign the Affiliation Agreement with Central Washington University for the training of paramedic students, at no cost to the city.
