May 31, 2017 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., May 31, 2017, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Tuohy presiding. Upon roll call, it was found that Mayor Stephanson and Council Members Roberts, Moore, Murphy, Franklin, Bader, Stonecipher, and Tuohy were present. Council Member Stonecipher led the Pledge of Allegiance. The minutes of the May 24, 2017, City Council meeting were approved as printed. Council Members Franklin and Stonecipher abstained from the vote. MAYOR Mayor Stephanson had no comments. COUNCIL Council Member Franklin reported on her attendance at the Pinehurst- Beverly Park Neighborhood meeting last week. She provided a liaison report on her attendance at the Community Streets Initiative meeting earlier today. Council Member Franklin also reported on her attendance at the Puget Sound Regional Council Annual General Assembly meeting today. Council Member Roberts reported on his attendance at the Puget Sound Regional Council Annual General Assembly meeting today. He also attended the Memorial Day Service at the Evergreen Cemetery. Council Member Moore provided an education liaison report on his attendance at the Governor's Summit on Career Connected Learning. Council Member Murphy reported on his attendance at the Cruzin' to Colby Annual Car Show and thanked an event organizer and city staff for their work. President Tuohy reminded the public that the Artist Garage Sale will take place on June 3, 2017. 151  May 31, 2017 ADMINISTRATION UPDATE ON PRIOR BUSINESS Debra Bryant, Administration, had no report. CITY ATTORNEY City Attorney Iles had no comments. CITIZEN COMMENTS Jackie Minchew, Everett, spoke about random murders in Oregon and Maryland and national political climate. Mark Ford, Seattle, spoke about Uber insurance requirements and business practices. COUNCIL BRIEFING AGENDA: Health District Quarterly Update Presented by Jefferson Ketchel, Snohomish Health District Evergreen Branch Library Expansion Project— Status Report Presented by Paul Kaftanski, Administration Council Member Moore asked if the site plan affords the addition of an annex building later. Paul Kaftanski, Administration, stated he would provide the information later. Council Member Stonecipher requested a copy of the ordinance related to LED certification for city buildings be provided to Council. Everett Transit 2017 2nd Quarter Briefing Presented by Tom Hingson, Transit Services 152  May 31, 2017 Council Member Murphy requested information regarding cost implications of the change to the ORCA program be presented to Council. Tom Hingson stated the requested information will be provided to Council. Bruce Young, Everett, was called to speak but was not available. PROPOSED ACTION ITEMS: COUNCIL BILL 1705- 26 SECOND READING: AN ORDINANCE relating to the Business Improvement Area ( BIA), extending the term, modifying the special assessment levy, and approving a three- year budget, amending Ordinance No. 2842- 05, as amended CONSENT ITEMS: Moved by Council Member Bader, seconded by Council Member Moore, to approve the following consent items: RESOLUTION - CLAIMS To adopt Resolution No. 7125 acknowledging the payment of audited and approved claims against the City of Everett in the amount of 1, 186, 669. 79 for the period of May 13, 2017, through May 19, 2017. RESOLUTION — PAYROLL To adopt Resolution No. 7126 acknowledging payment of audited and approved payroll claims against the City of Everett in the amount of 4,075, 634. 15 for the period ending May 13, 2017. 153  May 31, 2017 STREET CLOSURE — EVERETT HIGH SCHOOL' S STREET FAIR To authorize the closure of Colby Avenue, between 24th Street and 25th Street on June 15, 2017, 8 a. m. to 2: 30 p. m., for Everett High School' s Street Fair sponsored by the Everett High School Leadership. STREET CLOSURE —UPPER LEFT BEERFEST To authorize the closure of Hoyt Avenue, between Hewitt Avenue and Everett Avenue on September 16, 2017, 12 p. m. to 8 p. m. and September 17, 2017, 12 p. m. to 6 p. m., for an Upper Left Beerfest sponsored by The Fizz Events, LLC and the Downtown Everett Association. STREET CLOSURE —OUT OF THE DARKNESS WALK To authorize the closure of Alverson Boulevard, Colby Avenue, and Grand Avenue on September 23, 2017, from 10 a. m. to 1: 30 p. m., for the Out of the Darkness Walk, sponsored by the American Foundation for Suicide Prevention and Volunteers of America Western Washington. BID CALL —SEWER REGULATORS To authorize a call for bids for the construction of sewer regulators 4 and 39 modifications. Roll was called with all council members voting yes. Motion carried. 154  May 31, 2017 ACTION ITEMS: AGREEMENT — PUBLIC ACCESS AGREEMENT WITH THE PORT OF EVERETT Moved by Council Member Franklin, seconded by Council Member Bader, to authorize the Mayor to sign Amendment No. 2 to the Public Access Agreement with the Port of Everett, in the form substantially provided. Allan Giffen, Planning, provided a quick update. Roll was called with all council members voting yes. Motion carried. RESOLUTION — FAIRBANKS NIJHUIS 20- INCH VTSH PUMP Moved by Council Member Moore, seconded by Council Member Bader, to adopt a Resolution No. 7127 waiving public bidding requirements and approve the sole source purchase of Fairbanks Nijhuis 20- inch VTSH Pump from Granich Engineered Products, Inc. in the amount of$ 182, 869. 90, including Washington State sales tax. Roll was called with all council members voting yes. Motion carried. BID AWARD —ANNUAL SUPPLY OF WATER METER PARTS Moved by Council Member Bader, seconded by Council Member Franklin, to award 2017- 027 bid for an annual supply of water meter parts to HD Fowler Co. MEMORANDUM OF UNDERSTANDING — LATERAL POLICE OFFICER HIRING INCENTIVE PROGRAM Moved by Council Member Bader, seconded by Council Member Roberts, to authorize the Mayor to sign the Memorandum of Understanding with the Everett Police Officers Association for a Lateral Police Officer Hiring Incentive Program, in the amount of 70, 000. Everett Police Chief Templeman provided an overview of the program. Council Member Roberts recommended having a discussion following the legislative action related to options for expanding capacity of the police academy and funding for it. Roll was called with all council members voting yes. Motion carried. AGREEMENT — SNOHOMISH COUNTY INTERAGENCY CHILD ABDUCTION RESPONSE TEAM Moved by Council Member Moore, seconded by Council Member Bader, to authorize the Mayor to sign the agreement establishing the Snohomish County Interagency Child Abduction Response Team at no cost to the City.
