June 14, 2017 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., June 14, 2017, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Tuohy presiding. Upon roll call, it was found that Mayor Stephanson and Council Members Roberts, Moore, Franklin, Stonecipher, and Tuohy were present. Council Members Murphy and Bader were excused. Council Member Franklin led the Pledge of Allegiance. The minutes of the June 7, 2017, City Council meeting were approved as printed. MAYOR OATH — POLICE OFFICER Moved by Council Member Roberts, seconded by Council Member Franklin, to concur with the appointment of Ora Evans as a new police officer. Roll was called with all council members voting yes, except Council Members Murphy and Bader who were excused. Motion carried. The Deputy City Clerk administered the oath of office, and Mayor Stephanson presented the officer with her badge. COUNCIL Council members congratulated Everett Community College on its 75th anniversary. Council Member Franklin reported on her attendance at the South Forest Park Neighborhood meeting. She also provided an update regarding the supportive housing project timeline. 151  June 14, 2017 Council Member Roberts provided a liaison report on his attendance at the Port Gardner Neighborhood meeting. ADMINISTRATION UPDATE ON PRIOR BUSINESS Debra Bryant, Administration, had no report. CITY ATTORNEY City Attorney Iles had no comments. CITIZEN COMMENTS Aaron Powell, Everett, spoke in opposition to the low- barrier housing project. Mark Ford, Seattle, spoke in opposition to the adopted for- hire ordinance and expressed his disagreement with Uber business practices. COUNCIL BRIEFING AGENDA: Adopt a Resolution authorizing the Mayor to execute necessary documents forgiving the HOME funds loaned by the City of Everett to the Everett Housing Authority for the purchase of the Twelve Pines Apartments in the amount of$ 950, 000 Presented by Becky McCrary, Planning Adopt a Resolution adopting the Annual Transportation Improvement Program ( TIP) Update for 2018- 2023 Presented by Richard Tarry, Public Works 152  June 14, 2017 CONSENT ITEMS: Moved by Council Member Franklin, seconded by Council Member Moore, to approve the following consent items: RESOLUTION - CLAIMS To adopt Resolution No. 7129 acknowledging the payment of audited and approved claims against the City of Everett in the amount of 2, 549, 880.48 for the period of May 27, 2017, through June 2, 2017. RESOLUTION — PAYROLL To adopt Resolution No. 7130 acknowledging the payment of audited and approved payroll claims against the City of Everett in the amount of$ 3, 996, 728. 16 for the period ending May 27, 2017. BID CALL — PORTAL 1 REPLACEMENT PROJECT To authorize a call for bids for the construction of the Portal 1 Replacement Project. STREET CLOSURE —AQUA SOX 5K RUN. To authorize the closure of Oakes Avenue, 37th Street, Rockefeller Avenue, 39th Street and 38th Street on June 17, 2017, from 4 p. m. to 5 p. m., for an Aqua Sox 5K run. Roll was called with all council members voting yes, except Council Members Murphy and Bader who were excused. Motion carried. 153  June 14, 2017 PUBLIC HEARING: President Tuohy opened the public hearing regarding a proposed ordinance relating to the Business Improvement Area ( BIA), extending the term, modifying the special assessment levy, and approving a three- year budget, amending Ordinance No. 2842- 05, as amended. President Tuohy invited public comment. Craig Skotdal, Downtown Everett Association, spoke in support of the proposed ordinance. Moved by Council Member Roberts, seconded by Council Member Franklin, to close the public hearing. Roll was called with all council members voting yes, except Council Members Murphy and Bader who were excused. Motion carried. COUNCIL BILL 1705- 26 THIRD AND FINAL READING: AN ORDINANCE relating to the Business Improvement Area ( BIA), extending the term, modifying the special assessment levy, and approving a three-year budget, amending Ordinance No. 2842- 05, as amended Moved by Council Member Roberts, seconded by Council Member Franklin, that this is declared to be the third and final reading of Council Bill No. 1705- 26. ACTION ITEMS: PURCHASE —2017 ISUZU NRR CAB- OVER CHASSIS Moved by Council Member Franklin, seconded by Council Member Moore, to authorize the purchase of two 2017 Isuzu NRR cab- over chassis from State Contract 05916 in the amount of $122, 306. 78 including Washington State sales tax. Roll was called with all council members voting yes, except Council Members Murphy and Bader who were excused. Motion carried. AGREEMENT —LEASE OF SPACE IN THE WALL STREET BUILDING Moved by Council Member Franklin, seconded by Council Member Roberts, to authorize the Mayor to execute the Lease Agreement with Senator Patty Murray for lease of space in the Wall Street Building. Roll was called with all council members voting yes, except Council Members Murphy and Bader who were excused. Motion carried. APPLICATION — PUBLIC FIREWORKS DISPLAY Moved by Council Member Franklin, seconded by Council Member Stonecipher, to approve the Western Display Fireworks, Ltd. 155  June 14, 2017 Application for a public fireworks display on July 4, 2017, for the City of Everett Colors of Freedom Festival. Roll was called with all council members voting yes, except Council Members Murphy and Bader who were excused. Motion carried. AGREEMENTS — PUBLIC SAFETY VESSEL Moved by Council Member Franklin, seconded by Council Member Stonecipher, to authorize the Mayor to sign all necessary documents and agreements with the Department of Homeland Security Federal Emergency Management Agency regarding application, utilization and acceptance of the Fiscal Year 2017 Port Security Grant Program in the amount of $251, 929 plus matching funds of $83, 988 for a total cost of 335, 906 for a public safety vessel. Roll was called with all council members voting yes, except Council Members Murphy and Bader who were excused. Motion carried.
