June 21, 2017 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., June 21, 2017, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Tuohy presiding. Upon roll call, it was found that Council Members Moore, Murphy, Franklin, Bader, and Tuohy were present. Mayor Stephanson and Council Members Roberts and Stonecipher were excused. Council Member Moore led the Pledge of Allegiance. The minutes of the June 14, 2017, City Council meeting were approved as printed. MAYOR Mayor Stephanson was excused. COUNCIL Council Member Bader provided a liaison report from the Cascade View Neighborhood meeting. Council Member Franklin stated she attended the ribbon cutting for Gateway Mortgage Company and provided a liaison report from the Bayside Neighborhood meeting. Council Member Moore asked about moving neighborhood meetings that are held Wednesday evenings to accommodate council members. Debra Bryant, Administration, stated she would look into it. Council Member Murphy provided a liaison report for the Delta Neighborhood meeting, and stated he was unable to attend the Lowell Neighborhood meeting. President Tuohy provided her liaison report for the Valley View Neighborhood meeting and stated she attended the Carl Gipson Senior Center Advisory Board meeting. 207  June 21, 2017 ADMINISTRATION UPDATE ON PRIOR BUSINESS Debra Bryant, Administration, had no report. CITY ATTORNEY City Attorney Iles had no comments. CITIZEN COMMENTS Jackie Minchew, Everett, spoke about climate change, the group Everett350, and announced Lowell Days will take place August 12. Alan Miller, Everett, spoke about a recent drive- by shooting at 22nd Street & Pine Street and neighborhood frustrations with the influx in crime. Police Chief Dan Templeman provided an update on community volunteers and told citizens they can sign up for neighborhood crime alerts through the city website. Council Member Moore encouraged citizens to network with their neighbors. Council Member Murphy asked to be briefed on the chronic nuisance ordinance. Debra Bryant, Administration, stated she would work on getting it scheduled. Randy Weisling, Everett, also spoke about the recent drive- by shooting, ways to get neighbors involved with Police efforts, and online neighborhood networks. Mark Ford, Seattle, spoke about the recently adopted For- Hire Ordinance and Uber business practices. 208  June 21, 2017 CONSENT ITEMS: Moved by Council Member Murphy, seconded by Council Member Bader, to approve the following consent items: RESOLUTION - CLAIMS To adopt Resolution No. 7131 acknowledging the payment of audited and approved claims against the City of Everett in the amount of 1, 050, 179. 66 for the period of June 3, 2017, through June 9, 2017. RESOLUTION — ELECTRONIC TRANSFER CLAIMS To adopt Resolution No. 7132 acknowledging payment of audited and approved electronic claims against the City of Everett in the amount of$ 6, 372, 046. 97 for the period of April 1, 2017 through April 30, 2017. Roll was called with all council members voting yes, except Council Members Roberts and Stonecipher who were excused. Motion carried. PUBLIC HEARING — ANNUAL TIP UPDATE President Tuohy opened a public hearing regarding a proposed resolution adopting the Annual Transportation Improvement Program (TIP) update for 2018- 2023. President Tuohy stated Council received an email from Gail Chism that will be entered into the record. Victor Harris, Everett, spoke on behalf of the Transportation Advisory Committee. Moved by Council Member Franklin, seconded by Council Member Moore, to close the public hearing. 209  June 21, 2017 Roll was called with all voting yes, except council members Council Members Roberts and Stonecipher who were excused. RESOLUTION — ANNUAL TRANSPORTATION IMPROVEMENT PROGRAM ( TIP) UPDATE FOR 2018- 2023 Moved by Council Member Bader, seconded by Council Member Murphy, to adopt Resolution No. 7133, adopting the Annual Transportation Improvement Program ( TIP) Update for 2018- 2023. Roll was called with all council members voting yes, except Council Members Roberts and Stonecipher who were excused. Motion carried. ACTION ITEMS: RESOLUTION — HOME FUNDS/ TWELVE PINES APARTMENTS Moved by Council Member Bader, seconded by Council Member Franklin, to adopt Resolution No. 7134 authorizing the Mayor to execute necessary documents forgiving the HOME funds loaned by the City of Everett to the Housing Authority of the City of Everett for the purchase of the Twelve Pines Apartments in the amount of 950, 000. Roll was called with all council members voting yes, except Council Members Roberts and Stonecipher who were excused. Motion carried. 21U  June 21, 2017 CONTRACT AWARD —CUMMINS STANDBY DIESEL GENERATORS Moved by Council Member Moore, seconded by Council Member Bader, to authorize award of contract for the purchase of three new Cummins Standby Diesel Generators to Cummins Sales & Service in the amount of$ 199, 798. 98, including Washington State sales tax. Roll was called with all council members voting yes, except Council Members Roberts and Stonecipher who were excused. Motion carried. RESOLUTION — INTERCEPTOR AND STREET SWEEPER Moved by Council Member Franklin, seconded by Council Member Moore, to adopt Resolution No. 7135 declaring two 2014 Ford Police Interceptor Utilities and one 2008 Nissan/ Elgin Street Sweeper as surplus and authorizing their sale at a public auction. Roll was called with all council members voting yes, except Council Members Roberts and Stonecipher who were excused. Motion carried. AGREEMENT —JOINT ROADWORK PROJECT Moved by Council Member Bader, seconded by Council Member Murphy, to authorize the Mayor to sign Interlocal Agreement with Snohomish County PUD for a joint roadwork project. Roll was called with all council members voting yes, except Council Members Roberts and Stonecipher who were excused. Motion carried. 211  June 21, 2017 AGREEMENT —SPECIAL WEAPONS AND TACTICTS TEAM ( REGION 1 SWAT) COOPERATION Moved by Council Member Bader, seconded by Council Member Franklin, authorize the Mayor to sign the First Addendum to the Interlocal Agreement for Special Weapons and Tactics Team ( Region 1 SWAT) Cooperation to add the City of Lake Stevens to the team at no cost to the city. Roll was called with all council members voting yes, except Council Members Roberts and Stonecipher who were excused. Motion carried. Council Member Bader expressed sympathy to the family of former Council Member William Dobler who passed away recently. The City Council meeting was adjourned at 6: 59 p. m.
