June 28, 2017 The regular meeting of the Everett City Council was called to order at 12: 30 p. m., June 28, 2017, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Tuohy presiding. Upon roll call, it was found that Mayor Stephanson and Council Members Roberts, Murphy, Franklin, Bader, and Tuohy were present. Council Member Stonecipher was excused. Council Member Moore was expected to be a few minutes late. Council Member Murphy led the Pledge of Allegiance. The minutes of the June 21, 2017, City Council meeting were approved as printed. Council Member Roberts abstained from the vote. MAYOR Mayor Stephanson proclaimed June 28, 2017, as " Steve and Jo Saunders Appreciation Day" and presented a proclamation to Ed Petersen, President of the Rotary Club of Everett. Council Member Moore entered the Council Chambers at 12: 32 p. m. Ed Petersen, on behalf of the Rotary Club of Everett, presented a $ 100, 000 check to Catholic Housing Services for a community room in the low-barrier housing building in honor of Steve and Jo Saunders. Randy Hansen, member of the Rotary Club of Everett, spoke about Steve and Jo Saunders commitment to the community and presented a picture from Steve' s office to be placed in the community room of the building. COUNCIL Council Member Bader provided a liaison report on his attendance at the Everett Historical Commission meeting last night. Council Member Franklin thanked the Rotary Club of Everett for their support of the Safe Streets program. She reported on her attendance at the Pinehurst- Beverly Park Neighborhood meeting. Council Member Franklin 213  June 28, 2017 spoke about her attendance at the National Association for the Advancement of Colored People Juneteenth celebration on Saturday. She also participated in the Association of Washington Cities ( AWC) call on federal advocacy. Council Member Roberts provided a liaison report on his attendance at the Association of Washington Cities conference in Vancouver last week. HE also spoke about his meeting with Peter Rogoff, CEO of Sound Transit. Council Member Moore honored Steve Saunders for his impact on the community. He also encouraged citizens to be engaged in the community. Council Member Murphy recognized thefamily for their Saunders generosity and community involvement. He wished everyone a happy 4th of July. President Tuohy reported on her attendance at the Casino Road Stakeholders meeting. ADMINISTRATION UPDATE ON PRIOR BUSINESS Debra Bryant, Administration, had no report. CITY ATTORNEY City Attorney Iles had no comments. CITIZEN COMMENTS John Van Dalen,Everett, thanked the Mayor for declaring this week as Amateur Radio Week. He also spoke about the Snohomish County Hams Club. STREET CLOSURE —18TH ANNUAL YANKEE DOODLE DASH To authorize the closure of Colby Avenue, Alverson Avenue, Grand Avenue between Hewitt Avenue and Legion Park, on July 4, 2017, 6 a. m. to 10: 30 a. m., for a 1 mile, 5K and 10K run, for the 18th Annual Yankee Doodle Dash sponsored by the YMCA of Snohomish County. STREET CLOSURE —POLICE DEPARTMENT OPEN HOUSE To authorize the closure of Wetmore Avenue between Wall Street and Pacific Avenue, on July 4, 2017, 6 a. m. to 5 p. m., for an annual Everett Police Department open house. STREET CLOSURE —COMMUNITY STREET FAIR To authorize the closure of Wetmore Avenue, between Pacific Avenue and July 4, 2017, 8 a. m. to 5 p. m., for a Community 32nd Street, on Street Fair, sponsored by the First Baptist Church. STREET CLOSURE —COLORS OF FREEDOM FESTIVAL AND FIREWORKS SHOW To authorize the closure of Alverson Boulevard and Rockefeller Avenue, 5th Street to Legion Memorial Park, on July 4, 2017, 6 a. m., to July 5, 2017, 2 a. m., for a Colors of Freedom Festival and Fireworks Show, sponsored by the City of Everett. STREET CLOSURE —GRAND OPENING CELEBRATION OF THE FUNKO RETAIL STORE To authorize the closure of Wetmore Avenue, between California Avenue and Hewitt Avenue, on August 19, 2017, 8 a. m. to 4 p. m. for the grand opening celebration of the Funko Retail Store. ACTION ITEMS: RESOLUTION — 2000 JOHN DEERE 710D BACKHOE/ LOADER AND ONE 2007 DODGE SPRINTER VAN Moved by Council Member Bader, seconded by Council Member Franklin, to adopt a Resolution No. 7138 declaring one 2000 John Deere 710D Backhoe/ Loader and one 2007 Dodge Sprinter Van as surplus and authorizing their sale at a public auction. Motion carried. 217  June 28, 2017 RFP — EMERGENCY MEDICAL SERVICES SUPPLIES Moved by Council Member Roberts, seconded by Council Member Moore, to award Request for Proposal 2016- 076 for Emergency Medical Services supplies to Life Assist, Inc. in the estimated amount of$ 130, 000 including Washington State sales tax. Roll was called with all council members voting yes, except Council Member Stonecipher who was excused. Motion carried. PURCHASE — SEVEN PROTERRRA, INC. ELECTRIC BUSES Moved by Council Member Bader, seconded by Council Member Murphy, to approve the purchase of seven Proterrra, Inc. electric buses from State Contract 00410 in the amount of $ 7, 114, 534. 70 including Washington State sales tax where applicable. BID AWARD —THREE PARATRANSIT VANS Moved by Council Member Moore, seconded by Council Member Bader, to award Bid 2017- 015 for purchase of three paratransit vans to Creative Bus Sales in the amount of $264, 051.
