Everett City Council

July 5, 2017 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., July 5, 2017, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Tuohy presiding. Upon roll call, it was found that Mayor Stephanson and Council Members Roberts, Murphy, Franklin, Bader, Stonecipher, and Tuohy were present. Council Member Moore was excused. Council Member Stonecipher led the Pledge of Allegiance. The minutes of the June 28, 2017, City Council meeting were approved as printed. Council Member Stonecipher abstained from the vote. MAYOR Mayor Stephanson had no comments. COUNCIL Council Member Stonecipher thanked City staff for an outstanding job in coordinating the 4th of July celebration events and fireworks show this year. Council Member Bader thanked the Police and Fire Departments for their extra efforts relating to the 4th of July fireworks show. Council Member Franklin reported on her attendance at the Community Streets Initiative meeting today. Council Member Roberts commented on the 4th of July activities and thanked City staff for their work. He also spoke about the Legislative wrap up, and asked Administration to provide an update when budget details are complete. Council Member Murphy expressed thanks and kudos to all City staff for their work on the 4th of July activities. 220  July 5, 2017 President Tuohy commented on her attendance at the Legion Park fireworks show. She thanked the Parks Department and Cultural Arts staff for the great programming. ADMINISTRATION UPDATE ON PRIOR BUSINESS Debra Bryant, Administration, had no report. CITY ATTORNEY City Attorney Iles had no comments. CITIZEN COMMENTS Mark Ford, Seattle, spoke against the business practices of transportation network companies ( TNCs). Brenda Bolanos- Ivory, Everett, spoke about the Snohomish County Drug and Gang Task Force and encouraged the City to disburse money and property seized by the Everett Police Department back to the Task Force. COUNCIL BRIEFING AGENDA: Presentation of the EnvisionEverett 2037 Report Presented by Bob Bolerjack, Administration; EnvisionEverett Committee Members Ethel McNeal, Michael Rinner, and Maria- Teresa Vicens Council members thanked the EnvisionEverett committee members for their outstanding work and commitment to the project. Bob Bolerjack also thanked facilitator Margaret Norton- Arnold for her work with the committee. The Mayor and council members expressed the importance of embracing the committee' s work and the need for a champion to ensure departments 221  July 5, 2017 are working toward incorporating recommendations and moving the work forward. Council Member Murphy stated he would like to learn more about the Anchor Institutions Program. Committee Member Sharita Burton provided brief remarks about the benefits of the Anchor Institutions Program model. Discussion took place regarding the need to prioritize the Committee' s recommendations. Mayor Stephanson asked that Administration be given time to review the committee' s work, and return to Council to discuss the highest and most urgent needs so that a work plan may be developed. President Tuohy suggested scheduling a Council retreat or work session in the next couple of months to prioritize committee recommendations, and to discuss the topic of housing, may be a good place to start. Council Member Roberts spoke about the importance of taking action to move this work forward and to possibly remand, at least in part, to the Planning Commission as a foundation document for the work the commission will do in the future. CONSENT ITEMS: Moved by Council Member Bader, seconded by Council Member Roberts, to approve the following consent items: RESOLUTION - CLAIMS To adopt Resolution No. 7139 acknowledging the payment of audited and approved claims against the City of Everett in the amount of 2, 210, 769. 99 for the period of June 17, 2017, through June 23, 2017. 222  July 5, 2017 STREET CLOSURE —CAR SHOW To authorize the closure of Hewitt Avenue from Marine View Drive to Bond Street, onJuly 8, 2017, 9: 30 a. m. to 6: 00 p. m., for a car show sponsored by Ole Soul Southern Creole. Roll was called with all council members voting yes, except Council Member Moore who was excused. Motion carried. ACTION ITEMS: AGREEMENT —JURY MANAGEMENT SERVICES Moved by Council Member Bader, seconded by Council Member Stonecipher, to authorize the Mayor to sign the agreement between City of Everett and Snohomish County Superior Court for jury management services. Roll was called with all council members voting yes, except Council Member Moore who was excused. Motion carried. BID AWARD —GRAND AVENUE PARK BRIDGE CONSTRUCTION Moved by Council Member Roberts, seconded by Council Member Franklin, to award the bid of the Grand Avenue Park Bridge construction contract to Interwest Construction in the amount of 13, 789, 438. 50. 223  July 5, 2017 Roll was called with all council members voting yes, except Council Member Moore who was excused. AGREEMENT AMENDED — FINAL EFFLUENT NORTH PUMP STATION AND CHLORINATION BUILDING STUDY Moved by Council Member Murphy, seconded by Council Member Bader, to authorize the Mayor to sign Amendment No. 2 to the Professional Services Agreement with HDR Engineering Inc. for the Final Effluent North Pump Station and Chlorination Building pre- design study and extend the contract to March 31, 2019, for an additional $ 930, 512.
