September 13, 2017 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., September 13, 2017, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Tuohy presiding. Upon roll call, it was found that Mayor Stephanson and Council Members Roberts, Moore, Murphy, Franklin, Stonecipher, and Tuohy were present. Council Member Bader was expected to be a few minutes late. Council Member Murphy led the Pledge of Allegiance. The minutes of the September 6, 2017, City Council meeting were approved as printed. MAYOR Mayor Stephanson had no report. COUNCIL Council Member Murphy provided a report from his attendance at the Snohomish Health District Board and the Park Board meetings. Council Member Bader entered council chambers at 6: 33 p. m. Council Member Stonecipher provided a report from the Cultural Arts Commission meeting and a liaison report from the Riverside Neighborhood meeting. Council Member Roberts stated the General Government Subcommittee will begin discussing a facility for Public Works at future meetings. Council Member Bader provided an update from the Puget Sound Regional Council Growth Management Policy Board. He also provided his liaison report from the Riverside Neighborhood meeting. President Tuohy stated that action items number 7 and 8 on the agenda will be moved to consent items. 308  September 13, 2017 ADMINISTRATION UPDATE ON PRIOR BUSINESS Debra Bryant, Administration, had no report. CITY ATTORNEY City Attorney Iles requested an executive session, anticipated to last no longer than 10 minutes, concerning a legal matter pursuant to RCW 42. 30. 110 ( 1) ( i) ( c) with no announcement to follow. CITIZEN COMMENTS Sean Renfro, Everett, spoke about a police matter. Jackie Minchew, Everett, spoke about climate change. J. T. Dray, Everett, spoke about the Everett Transit Development Plan and annual report. COUNCIL BREIFING AGENDA: City/ YMCA of Snohomish County partnership update Presented by Paul Kaftanski, Administration Ted Wenta, YMCA Chief Operations Officer, presented Jan Woebke and Chris Luscher, both of Everett, who both spoke about how a partnership would benefit the City and residents. Considerable discussion ensued regarding fees, accessibility for low- income residents, capacity for residents vs. YMCA members, funding, the proposed timeline for completion, and operational hours. 309  September 13, 2017 PROPOSED ACTION ITEMS: COUNCIL BILL 1708- 36 SECOND READING: AN ORDINANCE approving the appropriations of the 2017 revised City of Everett Budget and amending Ordinance No. 3544- 17 Council Member Murphy stated that the decision was made during the Budget Subcommittee meeting, which was held prior to Council, that the $ 400, 000 amendment for Housing Hope would be pulled out of the budget and addressed as a standalone amendment at a later date. COUNCIL BILL 1708- 44 SECOND READING: AN ORDINANCE providing for the vacation of a portion of Seaway Boulevard lying south of 75th Street SW CONSENT ITEMS: Moved by Council Member Roberts, seconded by Council Member Bader, to approve the following consent items: JOB COMPLETE — POLICE HEADQUARTER MASONRY CLEANING AND REPAIR To accept the Police Headquarter Masonry Cleaning and Repair project as complete and authorize the Mayor to sign the Certificate of Completion with Alpine Waterproofing and Masonry Restoration LLC. 310  September 13, 2017 JOB COMPLETE — PUGET SOUND OUTFALL # 6 REROUTE PROJECT To accept the Puget Sound Outfall # 6 Reroute Project as complete and authorize the Mayor to sign the Certificate of Completion with McClure and Sons, Inc., allowing the release of held retention. Roll was called with all council members voting yes. Motion carried. ACTION ITEMS: AGREEMENT AMENDED —SMITH STREET MILL SITE Moved by Council Member Franklin, seconded by Council Member Murphy, to authorize the Mayor to sign Amendment No. 7 to the agreement for purchase and sale of real property, in substantially the form provided for former Smith Street Mill site. Roll was called with all council members voting yes. Motion carried. PURCHASE —TRACTOR AND MOWER EQUIPMENT Moved by Council Member Moore, seconded by Council Member Bader, to authorize the purchase of tractor and mower equipment from Washington State Contract # 10212 in the amount of $ 169, 507. 12, including Washington State sales tax. Roll was called with all council members voting yes. Motion carried. 311  September 13, 2017 DESIGN- BUILD CONTRACT — WATER FILTRATION PLANT EAST CLEARWELL ROOF REPLACEMENT Moved by Council Member Roberts, seconded by Council Member Franklin, to award the Design- Build contract for design and construction of the Water Filtration Plant East Clearwell Roof Replacement to T. Bailey, Inc., in the amount of $ 3, 022, 197. 06 including Washington State sales tax. Roll was called with all council members voting yes. Motion carried.
