September 20, 2017 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., September 20, 2017, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Tuohy presiding. Upon roll call, it was found that Mayor Stephanson and Council Members Roberts, Murphy, Franklin, Bader, Stonecipher, and Tuohy were present. Council Member Moore was excused. Council Member Stonecipher led the Pledge of Allegiance. The minutes of the September 13, 2017, City Council meeting were approved as printed. MAYOR APPOINTMENT Moved by Council Member Murphy, seconded by Council Member Roberts, to concur with the following appointment: Senior Center Advisory Board Appointment of Angeilea Yancey to Position 6, for the remainder of the six-year term expiring December 31, 2017. Roll was called with all council members voting yes, except Council Member Moore who was excused. Motion carried. COUNCIL Council Member Franklin reported on her attendance at the Building Communities of Hope Gala organized by Compass Health. She also provided an update from the Smith Avenue Stakeholder meeting and Community Streets Initiative meeting. Council Member Franklin announced that the next Public Safety Subcommittee meeting is scheduled for October 313  September 20, 2017 11 at 5: 15 p. m. She also reported on her attendance at the U. S. District Court hearing for the City of Everett v. Purdue Pharma LP case. Council Member Bader reported on his attendance at the Cascade Neighborhood meeting. Council Member Murphy reported on his attendance at the Delta Neighborhood meeting. Council Member Roberts reported on his attendance at the court hearing on September 18. He announced that the General Government Subcommittee will meet on October 4. He also noted that he responded to a concern raised by Mr. Peters regarding issues around Clark Park. President Tuohy reported on her attendance at the U. S. District Court hearing. ADMINISTRATION UPDATE ON PRIOR BUSINESS Debra Bryant, Administration, had no report. CITY ATTORNEY City Attorney Iles thanked the Mayor and council members for attending the U. S. District Court hearing. CITIZEN COMMENTS Laura Hunter, Mill Creek, spoke about an issue with the Planning and Code Enforcement departments concerning a building she owns in Everett. Debra Bryant, Administration, informed the council that there are a number of life safety issues with the building and appropriate departments are involved. John Salie, Everett, spoke about safety concerns in his neighborhood. 314  September 20, 2017 Jackie Minchew, Everett, spoke about climate action plans and energy descent plans. Jean Rittmann, Everett, raised concerns about the violations of 2012 variance requirements and other code violations committed by McDonald' s. City Attorney Iles stated that the Planning Director issued a letter to McDonald' s directing them to bring landscaping into compliance with the 2012 variance, which if not completed in the near future will be subject to Code Enforcement action. Mr. Iles also stated that other concerns raised by Ms. Rittmann were investigated by Code Enforcement, and it was determined they did not have merit. Sean Renfro, Everett, spoke about a police issue. COUNCIL BRIEFING AGENDA: Council Revenue Workshop Presented by Susy Haugen, Finance Council Member Stonecipher asked about the relative percentage of budget changes overtime. Susy Haugen, Finance, stated that this information will be provided to Council. Council Member Murphy asked that examples of process improvements and efficiencies implemented by departments be provided to Council. Debra Bryant, Administration, stated the information will be provided to Council. Council Member Roberts suggested looking systematically at the difference between revenue and expenditures in order to control the budget deficit. 315  September 20, 2017 911 Consolidation Presentation Presented by Dan Templeman, Kurt Mills, SNOPAC executive director, and Terry Peterson, SNOCOM executive director. Considerable discussion ensued. Topics included the long- term need for resiliency and redundancy, a need for two facilities, the study of evaluated solutions, governance of the new entity, the annual cost of operation, estimated one- time transition costs, changing technology, a new assessment formula, and an anticipated assessment for Everett and projected forecast. RESOLUTION - CLAIMS To adopt Resolution No. 7163 acknowledging the payment of audited and approved claims against the City of Everett in the amount of 1, 174,433. 68 for the period of September 2, 2017, through September 8, 2017. RESOLUTION — PAYROLL CLAIMS To adopt Resolution No. 7164 acknowledging the payment of audited and approved payroll claims against the City of Everett in the amount of$ 4, 012, 224. 51 for the period ending September 2, 2017. GRANT AGREEMENT— STOP VIOLENCE AGAINST WOMEN FORMULA Moved by Council Member Roberts, seconded by Council Member Bader, to authorize the Mayor to sign all necessary documents with Washington State Department of Commerce regarding application, utilization and acceptance of the Federal Fiscal Year 2017 Washington State STOP Violence Against Women Formula Grant in the amount of 32, 170. Roll was called with all council members voting yes, except Council Member Moore who was excused. Motion carried. AGREEMENT —FORESTRY RESTORATION TASKS Moved by Council Member Stonecipher, seconded by Council Member Franklin, to authorize the Mayor to sign the agreement with the State of Washington Department of Ecology to provide Washington Conservation Corps members to complete forestry restoration tasks in the City for an amount of$ 48, 000. PURCHASE —TWO FIRE ENGINES Moved by Council Member Roberts, seconded by Council Member Franklin, to authorize the purchase of two fire engines from Pierce Manufacturing through Hughes Fire Equipment, Inc. in the amount of 1, 347, 340. 51 including Washington State sales tax.
