September 27, 2017 The regular meeting of the Everett City Council was called to order at 12: 30 p. m., September 27, 2017, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Tuohy presiding. Upon roll call, it was found that Mayor Stephanson and Council Members Roberts, Moore, Franklin, Tuohy were present. Council Members and Bader, Murphy, and Stonecipher were excused. Council Member Roberts led the Pledge of Allegiance. The minutes of the September 20, 2017, City Council meeting were approved as printed. Council Member Moore abstained from the vote. MAYOR Mayor Stephanson had no comments. COUNCIL Council Member Franklin thanked the Mayor and legal team for moving the lawsuit forward against opioid maker Purdue Pharma. Council Member Roberts reported on his attendance at the Silver Lake Neighborhood meeting last evening and the Transportation Advisory Committee meeting last Thursday. He spoke about the public process for the Transit Long Range Plan, which was prepared by Fehr and Peers, and asked Debra Bryant, Administration, for additional information about the timeline for public comment. Debra Bryant stated that Tom Hingson, Transportation Services, is scheduled to provide a quarterly update at the next Council meeting, and he can answer questions at that time. Council Member Roberts spoke about the agenda for the annual meeting of Snohomish County Tomorrow, which will be held jointly this evening with Snohomish County Cities. He also provided a reminder that the General Government Subcommittee is scheduled to meet next Wednesday at 5: 15 p. m. in the Council Chambers. Council Member 322  September 27, 2017 Roberts also stated he would like the City to look at more treatment options for opioid addiction, which the Planning Commission will be discussing next week. President Tuohy announced the next Council Retreat is scheduled for Saturday, October 21, 2017, 8 a. m. to 12 p. m., in the City Council Chambers. She stated topics of discussion will include priorities developed by the EnvisionEverett Committee, Everett housing, and a Transit briefing at the end of the meeting if time allows. President Tuohy stated Action Item number 8 has been pulled from today' s agenda. ADMINISTRATION UPDATE ON PRIOR BUSINESS Hil Kaman, public health and safety director, reported that staff has been exploring ways to work with affordable housing developers to implement a system development fee waiver or exemption, allowed under State law, to address complex financing issues and rising construction costs in Snohomish County. President Tuohy stated this topic should be referred to the General Government Subcommittee for review. Council Member Roberts asked Mr. Kaman to provide a short briefing and a staff memo in advance of next week' s General Government Subcommittee meeting that outlines all available options. He stated the Committee can meet at 5 p. m. rather than 5: 15 p. m. provided there is adequate time for publication. Council Member Moore requested a cost- benefit analysis relating to tax benefit options be provided in advance of any Council action. CITY ATTORNEY Deputy City Attorney Hall had no comments. 323  September 27, 2017 CITIZEN COMMENTS Jean Rittmann, Everett, spoke about code violations committed by the McDonald' s restaurant that is located next to her property. Deputy City Attorney Hall provided an update on actions taken by the Planning Department to bring McDonald' s into compliance. John Hall, Everett, also spoke about the code violations committed by McDonalds. Sharita Burton, Everett, requested the Council consider changing yearly Council liaison assignments at the next Council Retreat rather than waiting until January 1, 2018, so that neighborhoods don' t feel they are being campaigned. President Tuohy stated she distributed a memo to council members today in response to this issue, which was raised at a recent Council of Neighborhoods meeting, and that the topic could be discussed at the Council Retreat. Sean Renfro, Everett, spoke about criminal matters and the Everett Police Department. COUNCIL BRIEFING AGENDA: COUNCIL BILL 1709- 48 FIRST READING: AN ORDINANCE approving the reallocation of $ 400, 000 in 2017 budgeted dollars to support the Housing Hope Hopeworks Station II Project, amending Ordinance No. 3569- 17 Presented by Hil Kaman, Administration Hill Kaman stated this item was previously briefed during the last budget amendment and was also discussed extensively with the Budget Subcommittee. 324  September 27, 2017 Aaron Powell, Everett, spoke in opposition to the low- barrier housing project. RESOLUTION — ELECTRONIC TRANSFER CLAIMS To adopt Resolution No. 7167 acknowledging the payment of audited and approved electronic transfer claims against the City of Everett in the amount of $ 6, 244, 488. 66 for the period of July 1, 2017, through July 31, 2017. SREET CLOSURE —SNOHOMISH RIVER RUN MARATHON To authorize the closure of various streets on October 15, 2017, from 7: 30 a. m. to 12: 30 p. m., for the Snohomish River Run Marathon, half Marathon and 10K sponsored by the Snohomish Running Company. SREET CLOSURE —EVERETT SAUSAGEFEST 10K RUN To authorize the closure of various streets ( map attached) on September 30, 2017, from 7: 30 a. m. to 11: 00 a. m., for the Everett Sausagefest 10K run, by Immaculate Conception/ Our sponsored Lady of Perpetual Help School Boosters Club. Roll was called with all council members voting yes, except Council Members Bader, Murphy, and Stonecipher who were excused. Motion carried. AGREEMENT AMENDED — LEASE OF SPACE IN THE WALL STREET BUILDING Moved by Council Member Roberts, seconded by Council Member Franklin, to authorize the Mayor to sign Amendment No. 4 to the Lease Agreement with the United States Forest Service Puget Sound Interagency Communication Center to extend the lease an additional five years.
