February 21, 2018 The Everett City Council Retreat was called to order at 4: 00 p. m., February 21 , 2018, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Roberts presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Moore, Murphy, McNeal, Bader, Stonecipher, and Tuohy were present. President Roberts stated the first hour will be dedicated to the review and discussion of the current Council Rules of Procedure and to develop consensus regarding any additional amendments. The second hour will be used to discuss the process for preparation of the 2019 Budget. President Roberts stated that there will be no meeting on July 4. COUNCIL PROCEDURES President Roberts stated the meeting will being with a discussion about how to make meetings more effective and efficient. He opened the floor to council members for ideas on procedures for council meetings. Council Member Murphy presented an idea to move the approval of meeting minutes to the consent agenda. Council Member Bader added that the Council could deem the minutes approved if there was no objection or if corrections were not needed. President Roberts proposed using an " all in favor" vote instead of a roll call for each action item to speed up the process. Council Member Bader suggested rearranging the agenda items deemed to be of greater public interest and in need of extra time. Discussion ensued regarding building the consent agenda, having more background data and information for items, including past actions, and the level of detail built into the agenda, including compiling an agenda to accommodate staff attendance. 65  February 21, 2018 Considerable discussion took place regarding spending more time in workshop format. A proposal for committee work was discussed; topics included keeping real estate matters in executive sessions, creating a long- term committee to address housing matters and a name for that committee, and labor matters being included in executive sessions or committees. Council members agreed to do more research prior to establishing a new housing committee. It was decided that Council would have an annual retreat before the end of February. Minor changes to the language of" Council Staff' will be updated in the Council Rules of Procedures. Council Member Tuohy left the Council Chambers at 5: 04 p. m. There was discussion to adjust day and night meetings. Council agreed to keep the same meeting times format. Council Member Tuohy returned to Council Chambers at 5: 09 p. m. BUDGET PROCESS FOR FISCAL YEAR 2019 Council Member Murphy, Budget Subcommittee Chair, provided an introduction to the budget process and stated that there will be a Budget Subcommittee meeting held on the first Wednesday of every month beginning in March. Susy Haugen, Finance, presented a status on the budget process, details of the deficit, and projections and differentials over the last few years from the last structural deficit, and how that will affect the future budget. She presented the 2018 Budget Calendar. Mayor Franklin stated she would be releasing her Mayoral Directive on the budget later this week. 66  February 21, 2018 Discussion ensued regarding revenue, costs, and current programs and ensuring all considerations take into account future budgets. The budget calendar was discussed to ensure timely adoption of a 2019 budget. Moore Historic City Hall, Council President Roberts presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Moore, Murphy, McNeal, Bader, Stonecipher, and Tuohy were present. Council Member Bader led the Pledge of Allegiance. The minutes of the February 14, 2018, City Council meeting were approved as printed. MAYOR OATHS — POLICE OFFICERS Moved by Council Member Tuohy, seconded by Council Member Stonecipher, to concur with the appointments of Benjamin Hacker, Alex Fay, and Jonathan Young as new police officers. Roll was called with all council members voting yes. Motion carried. The City Clerk designee administered the oaths of office and Mayor Franklin presented the officers with their badges. APPOINTMENTS Moved by Council Member Murphy, seconded by Council Member Stonecipher, to concur with the following appointments: Tree Committee Appointment of Megan Dunn to Position 4 for a six- year term ending December 31, 2023. 68  February 21 , 2018 Appointment of Michael Yates to Position 1 for the remainder of a six- year term ending December 31 , 2019. APPOINTMENT Moved by Council Member Stonecipher, seconded by Council Member McNeal, to concur with the following appointment: Senior Center Advisory Board Appointment of Paula Townsell to Position 4 for a six- year term ending December 31, 2023. COUNCIL Council Member Bader provided an update from the Transportation Advisory Committee ( TAC) and the committee has requested the Metro Everett plan to be presented to the committee. Council Member Tuohy commented on her attendance at the SNOCO 911 Board meeting. She also provided a liaison report from the Northwest and Harborview Neighborhood meetings. Council Member Tuohy commented on her attendance at Lanie McMullin' s retirement party and thanked Lanie for her service. Council Member Stonecipher commented on her attendance at Lanie McMullin' s retirement party and thanked Lanie for her service to the community. 69  February 21, 2018 Council Member Murphy provided a liaison report from the Lowell and Valley View Neighborhood meetings. He also stated he attended Lanie McMullin' s retirement party. President Roberts commented on his attendance at Lanie McMullin' s retirement party. He stated he attended the Cascade View/ Twin Creeks Neighborhood meeting. He encouraged a council member to attend the Ruckelshaus Center' s presentation on growth management to be held on March 22. He stated that there would be no City Council meeting on July 4. ADMINISTRATION UPDATE ON PRIOR BUSINESS Lyle Ryan, Administration, had no report. CITY ATTORNEY Assistant City Attorney Hall had no comments. CITIZEN COMMENTS Dennis Anderson, Everett, provided an update and overview of the Elks Club, including the local Everett chapter. Gary Bonsiter, Everett, was called to speak but did not come forward. PUBLIC HEARING — COUNCIL BILL 1802- 07 President Roberts opened a public hearing regarding the proposed ordinance amending Zoning Code ( EMC Title 19, as amended) the definition of " Clinic" and repealing Sections 2, 4, and 5 of Ordinance No. 2708- 03. Allan Giffen, Planning, provided an update and overview of the proposed ordinance. Hilary Pirtle, Rick Jordison, Bob Jackson, Guy Cadwallader, Diane Claussen, Connery Glans, Christopher Glans, Paula Townsell, Raven Campbell, and Beth Townsell spoke in favor of the proposed ordinance. Andy Hall, Melissa Springer, Dana Oliver, Nancy Johnson, and Brian Stuchell spoke in opposition to the proposed ordinance. Moved by Council Member Bader, seconded by Council Member Murphy, to close the public hearing. Roll was called with all council members voting yes. Motion carried. Considerable discussion ensued regarding the effect of the zoning change on the Metro Everett plan, the nonconforming regulations, safe pedestrian friendly areas, business and retail areas, and balancing out the needs of the community. 72  February 21, 2018 Moved by Council Member Stonecipher, seconded by Council Member Tuohy, to have Planning draft an ordinance for Option 2, as presented during the February 7, 2018 meeting. Council Members Moore and McNeal stated there should be options or a hybrid of options for a proposed ordinance. Council Member Stonecipher withdrew her motion. Discussion continued regarding land use matters, the use of the B- 3 zone, ADA compliance and timing limitations in regarding litigation. Council advised staff to bring forward a few options that would comply with the ADA laws and provide a balance to the community. Allan Giffen, Planning, stated this information could come to Council as soon as two weeks. COUNCIL BILL 1802- 07 THIRD AND FINAL READING: AN ORDINANCE amending the Zoning Code ( EMC Title 19, as amended) definition of" Clinic" and repealing Sections 2, 4, and 5 of Ordinance No. 2708- 03 No action was taken.
