April 18, 2018 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., April 18, 2018, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Roberts presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Murphy, McNeal, Bader, Stonecipher, and Tuohy were present. Council Member Moore was excused. Council Member Stonecipher led the Pledge of Allegiance. The minutes of the April 11, 2018, City Council meeting were approved as printed. Council Member Tuohy abstained. MAYOR Mayor Franklin read a proclamation announcing April 23- 27 as the YWCA' s Stand Against Racism Week. COUNCIL Council Member Bader reported on his attendance at the Delta Neighborhood meeting. Council Member McNeal reported on her attendance at the Twin Creeks- Cascade View Neighborhood meeting. She also stated she had toured the Traffic Engineering Department and encouraged citizens to meet with the City Engineer. Council Member Tuohy reported on her attendance at the Harborview Neighborhood meeting. Council Member Murphy reported on his attendance at Naval Station Everett' s State of the Station event and at the HopeWorks Station II groundbreaking ceremony. He reported on his attendance at the Lowell and Valley View Neighborhood meetings and stated he attended the first meeting regarding City Council districting. 123  April 18, 2018 President Roberts stated he also attended the HopeWorks Station II groundbreaking and Naval Station Everett' s State of the Station. He provided an update from the Puget Sound Regional Council and the Sound Transit Board. He stated he will be working with Administration on a climate action plan. ADMINISTRATION UPDATE ON PRIOR BUSINESS Lyle Ryan, Administration, stated there is a budgeted amount to begin work on a climate action plan and provided an update on the status. Mr. Ryan invited Susy Haugen, Finance, to discuss a re- appropriation request for streets projects that Council Member Stonecipher asked for at the previous Council meeting. Ms. Haugen presented the information on the re- appropriation. Council Members Murphy and Stonecipher asked for clarification regarding carry forward relating to Agenda Item No. 9 for the 2018 Pavement Maintenance Overlay. Mr. Ryan stated that Ryan Sass, City Engineer, would present an overview on a plan for streets in the next few weeks. Council Member Stonecipher asked to be provided an annual history of carry forwards where money is being allocated, but not spent annually and then re- appropriated for the next year. Ms. Haugen stated they would bring this information forward. Mayor Franklin stated some of these topics will come forward in the June Budget Subcommittee meetings. CITY ATTORNEY City Attorney Iles requested an executive session, anticipated to last no longer than one hour, concerning a labor matter pursuant to RCW 42. 30. 140( 4)( a) with no announcement to follow. 124  April 18, 2018 CITIZEN COMMENTS Sean Renfro, Everett, spoke about a police matter. Denise Nilsson, Everett, spoke about the Everett Transit Route 8. Jackie Minchew, Everett, spoke about Earth Day/ Earth Week and the events that 350 Everett have planned during the week. Citlalli Zarate and Ryan Weber, both of Everett, spoke about the lack of sidewalks and the proposed low income housing in the Delta Neighborhood. Council Member Stonecipher requested information from the City Engineer regarding the sidewalks and the City' s improvement process. Council Member Tuohy stated that street issues will be discussed at the next Public Safety Subcommittee meeting. Tina Hokanson, Megan Dunn, Gail Chism, and Charlene Rawson, all of Everett, spoke about the cancellation of the Monte Cristo Awards Ceremony and the elimination of the neighborhood mailings. Considerable discussion ensued regarding these decisions at the Budget Subcommittee meetings. Council Member Murphy requested that Mayor Franklin reconsider the cancellation of the Monte Cristo Awards Ceremony and stated he would be willing to work with her in an attempt to reinstate the event. PROPOSED ACTION ITEMS: COUNCIL BILL 1804- 15 SECOND READING: AN ORDINANCE approving the appropriations of the 2018 revised City of Everett Budget and amending Ordinance No. 3584- 17 Discussion ensued regarding the structure of having a partial year budget amendment, department structures, and the open economic director position. CONSENT ITEMS: Moved by Council Member Murphy, seconded by Council Member Bader, to approve the following consent items: RESOLUTION - CLAIMS To adopt Resolution No. 7237 acknowledging the payment of audited and approved claims against the City of Everett in the amount of 2, 144, 932. 96 for the period of March 31, 2018, through April 6, 2018. 126  April 18, 2018 RESOLUTION - PAYROLL To adopt Resolution No. 7238 acknowledging payment of payroll claims against City the of Everett in the amount of $ 3, 983, 794. 08 for the period ending March 31, 2018. ACTION ITEMS: AGREEMENT AMENDED — MAIN LIBRARY BUILDING ENVELOPE AND ROOF REPAIR PROJECT Moved by Council Member Bader, seconded by Council Member Tuohy, to authorize the Mayor to sign Amendment No. 1 to the Professional Services Agreement with Whetherholt and Associates, Inc., for the Main Library Building Envelope and Roof Repair Project in the amount of $ 18, 400. MEMORANDUM OF UNDERSTANDING — SOUND REGIONAL VIOLENT CRIMES TASK FORCE Moved by Council Member Tuohy, seconded by Council Member Murphy, to authorize the to sign the Mayor Memorandum of Understanding with the Federal Bureau of Investigation regarding participation in the Sound Regional Violent Crimes Task Force. 111, 127  April 18, 2018 Roll was called with all council members voting yes, except Council Member Moore who was excused. BID AWARD — 2018 PAVEMENT MAINTENANCE OVERLAY PROJECT Moved by Council Member Bader, seconded by Council Member McNeal, to award Bid for the 2018 Pavement Maintenance Overlay Project to Granite Construction Company, in the amount of$ 3, 252, 113. AGREEMENT AMENDED — RAIN GARDEN PILOT PROJECT Moved by Council Member McNeal, seconded by Council Member Tuohy, to authorize the Mayor to sign Amendment No. 6 to the Interlocal Agreement with County and Snohomish Snohomish Conservation District extending the time of performance to December 31, 2018, to the Rain Garden Pilot Project at no additional cost to the city.
