April 25, 2018 President Roberts announced that Action Items No. 2 and 13 had been pulled from the agenda until a later date and a new item, Action Item No. 17, has been added for Council action. Council Member McNeal reported on her attendance yesterday at the Casino Road Stakeholders' meeting, Cocoon House Butterfly Celebration, and the Silver Lake Neighborhood meeting. Council Member Tuohy provided a liaison report on her attendance at the Snohomish County 911 Board meeting last week. She also reported that she attended the Council of Neighborhoods meeting on Monday. Council Member Murphy announced the Council Budget Subcommittee is scheduled to meet next Wednesday, May 2, at 5: 15 p. m., in the Council chambers. President Roberts expressed appreciation to Mayor Franklin for open discussions and cooperation regarding the ongoing structural budget deficit. He provided a reminder that under Section 11 of the Council Rules of Procedure, the president is to set the committee agendas for the Council subcommittees. ADMINISTRATION UPDATE ON PRIOR BUSINESS Chief of Staff Lyle Ryan stated he has heard from Council that briefings need to occur regarding the budget deficit challenges. Mr. Ryan stated that briefing topics were shared with President Roberts and Vice President Bader, and he looks forward to direction from President Roberts regarding the roll out of specific Council briefings. M. J. Donovan- Creamer, Everett, requested a short briefing regarding loan recipient details and the total cost to the City. Rebecca Ableman- McCrary, Planning, provided a brief update. AGREEMENT— COLLECTIVE BARGAINING / EVERETT FIREFIGHTERS LOCAL NO 46 Moved by Council Member Bader, seconded by Council Member McNeal, to authorize the Mayor to sign the negotiated 2018- 2019 Collective Bargaining Agreement with IAFF Local 46. President Roberts thanked IAFF Local 46 and the Mayor for their work on the agreement. He stated this item was being moved quickly for Council consideration because the Fire Department is currently working without a contract and much work was done by both Administration and the Fire Department to move forward in a positive direction.
