May 23, 2018 The regular meeting of the Everett City Council was called to order at 12: 30 p. m., May 23, 2018, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Roberts presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Moore, Murphy, McNeal, and Tuohy were present. Council Member Stonecipher was excused, and Council Member Bader was expected to be a few minutes late. Council Member McNeal led the Pledge of Allegiance. The minutes of the May 16, 2018, City Council meeting were approved as printed. Council Member Murphy abstained from the vote. MAYOR Mayor Franklin invited the public to the swearing in of Everett Fire Chief Dave DeMarco at the next Council meeting. COUNCIL Council Member McNeal reported on her attendance at the Casino Road Stakeholders meeting and the Silver Lake Neighborhood meeting. Council Member Bader entered the Council Chambers at 12: 33 p. m. Council Member Murphy reported on his attendance at the Lowell Neighborhood meeting. Council Member Bader reported on his attendance at the Pinehurst Neighborhood meeting. President Roberts stated the work related to budget deficit will be accelerated and some models will be presented to the Council in the near future. 163 May 23, 2018 ADMINISTRATION UPDATE ON PRIOR BUSINESS Bob Bolerjack, Administration, introduced Cammy Hart-Anderson from Snohomish County Human Services who provided an update on the treatment center planned for the Denney Juvenile Justice Center site. Council Member McNeal suggested inviting Riverside Neighborhood members to the future meetings. CITY ATTORNEY City Attorney Iles had no comments. CITIZEN COMMENTS Megan Dunn, Everett, expressed her disappointment with the Council' s decision regarding additional recreational marijuana retail stores. CONSENT ITEMS: Moved by Council Member Murphy, seconded by Council Member Moore, to approve the following consent items: RESOLUTION - CLAIMS To adopt Resolution No. 7247 acknowledging the payment of audited and approved claims against the City of Everett in the amount of 1, 513, 369. 60 for the period of May 5, 2018, through May 11, 2018. RESOLUTION — ELECTRONIC TRANSFERS To adopt Resolution No. 7248 acknowledging the payment of audited and approved electronic transfers against the City of Everett in the amount of $ 6, 223, 360. 21 for the period of March 1, 2018, through March 31, 2018. 164 May 23, 2018 BID REJECTION DOWNTOWN STREETSCAPE IMPROVEMENTS To reject the bid received on April 17, 2018, for the Downtown Streetscape Improvements Phase 2- Pacific Avenue to Wall Street, and authorize a new Call for Bids to be issued within the next 10 months. Roll was called with all council members voting yes, except Council Member Stonecipher who was excused. Motion carried. ACTION ITEMS: RFP — WORKERS' COMPENSATION THIRD PARTY SELF- INSURED ADMINISTRATION AND CONSULTING SERVICES Moved by Council Member Tuohy, seconded by Council Member Moore, to award Request for Proposal 2017- 056 for Workers' Compensation Third Party Self- Insured Administration and Consulting Services to CorVel Enterprise Corp, Inc. in the estimated amount of$ 406, 998, including Washington State sales tax for a three- year term. Roll was called with all council members voting yes, except Council Member Stonecipher who was excused. Motion carried. AGREEMENT — CIVIL ENGINEERING SERVICES Moved by Council Member McNeal, seconded by Council Member Tuohy, to authorize a professional services agreement with KPFF for civil engineering services for the South Precinct — Parking Lot Expansion Project in an amount not to exceed $ 20, 300. 165 May 23, 2018 Roll was called with all council members voting yes, except Council Member Stonecipher who was excused. Motion carried. AGREEMENT — COMMUNITY GRANT PROGRAM Moved by Council Member Tuohy, seconded by Council Member Bader, to authorize the Mayor to sign all necessary documents and agreements with Walmart Foundation regarding the application, utilization and acceptance of the Community Grant Program in the amount of $ 5, 000. Roll was called with all council members voting yes, except Council Member Stonecipher who was excused. Motion carried. AGREEMENT — BRIDGE INSPECTION SERVICES Moved by Council Member Tuohy, seconded by Council Member Murphy, to authorize the Mayor to sign the Interlocal Agreement for municipal road and street services with Snohomish County for bridge inspection services. Roll was called with all council members voting yes, except Council Member Stonecipher who was excused. Motion carried. 166 May 23, 2018 The City Council adjourned at 12: 53 p. m.
