May 30, 2018 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., May 30, 2018, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Roberts presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Moore, Murphy, McNeal, Bader, Stonecipher, and Tuohy were present. Council Member Murphy led the Pledge of Allegiance. The minutes of the May 23, 2018, City Council meeting were approved as printed. Council Member Stonecipher abstained from the vote. MAYOR APPOINTMENT Moved by Council Member Murphy, seconded by Council Member Bader, to concur with the following appointment: Everett Public Facilities District Board Appointment of Michael Swanson to Position 2 for the remainder of a six- year term expiring December 31, 2021. Roll was called with all council members voting yes. Motion carried. Mayor Franklin spoke about recent incidences of hate speech in the community. She stated Everett is a safe city that condemns hateful acts that intimidate or marginalize members of the community. She also confirmed the Police Department is investigating recent events. The Mayor reported that the Everett School District has asked her to emcee the STEM competition awards ceremony at this year' s Innovation Expo, which will be held at the Angel of the Winds Arena on June 6. She also announced that she has been selected to participate in the Joint Civilian 168  May 30, 2018 Orientation Conference ( JCOC) hosted by the Secretary of Defense on June 13. Mayor Franklin introduced newly appointed Fire Chief David DeMarco. She stated she looks forward to working with Chief DeMarco and is excited about the future of the department under his leadership. The City Clerk administered the oath of office to Fire Chief DeMarco. Mayor Franklin invited Connor DeMarco to come forward and present Chief DeMarco with his badge. On behalf of the Fire Department, Battalion Chief Matt Keller provided remarks acknowledging the support of Chief DeMarco' s family. Chief Demarco expressed his gratitude for the opportunity and honor to serve as Everett' s Fire Chief. COUNCIL Council Member Bader reported on his attendance at the quarterly Alliance for Housing Affordability meeting held last week. Council Member Murphy provided a liaison report on his attendance at last week' s Public Facilities District Board meeting. He also announced a Budget Subcommittee meeting is scheduled for next Wednesday, at 5: 15 p. m., in the council chambers. President Roberts thanked Mayor Franklin for her comments regarding the importance of safe communities. ADMINISTRATION UPDATE ON PRIOR BUSINESS Chief of Staff Lyle Ryan asked Paul Kaftanski, Administration, to provide an update. 169  May 30, 2018 Mr. Kaftanski announced the groundbreaking ceremony for the new Everett Family YMCA on Saturday, June 9 at 10: 30 a. m. He added that President Roberts would attend as the City' s representative. Mr. Kaftanski spoke about the work that is currently underway with Matrix Consulting, the contractor hired to conduct an operational and organizational assessment of the Public Works Department. He also provided an update on the available options and timeline to move public works staff into a safe building and working environment. Discussion ensued regarding options and timelines for current and future work. President Roberts stated the presumption is the city will move forward with Option 5, as described in the handout that was distributed. He encouraged council members to bring concerns forward prior to action tentatively planned for September. CITY ATTORNEY City Attorney Iles requested an executive session, anticipated to last no longer than 15 minutes, concerning two legal matters pursuant to RCW 42. 30. 110( 1)( i)( c) with no announcement to follow. CITIZEN COMMENTS No citizens wished to speak. COUNCIL BRIEFING AGENDA: Authorize the Mayor to sign the Intergovernmental Agreement for Snohomish County Diversion Center participation. Presented by Everett Police Chief Dan Templeman; Snohomish County Sheriff Ty Trenary; and Cammy Hart- Anderson, Snohomish County Human Services 170  May 30, 2018 Council Member Murphy requested the Council be updated periodically on the outcomes and progress of the diversion center. Adopt Resolution concerning the 2018 Community Development Block Grant Annual Election Plan and allocations of Community Development Block Grant ( CDBG), HOME, and 2060 Housing Trust Funds. Presented by Rebecca McCrary, Planning CONSENT ITEMS: Moved by Council Member Murphy, seconded by Council Member Bader, to approve the following consent items: RESOLUTION — CLAIMS To adopt Resolution No. 7249 acknowledging the payment of audited and approved claims against the City of Everett in the amount of 3, 493, 970. 01 for the period of May 12, 2018, through May 18, 2018. RESOLUTION — PAYROLL CLAIMS To adopt Resolution No. 7250 acknowledging the payment of payroll claims against City of Everett in the amount of $ 4, 201, 578. 94 for the the period of May 12, 2018. AGREEMENT — INTERLOCAL COOPERATIVE PURCHASING To authorize the Mayor to sign the Cooperative Purchasing Agreement with Link Transit. BID AWARD — GRAVEL SUPPLY To award Bid 2018- 003 for gravel supply to Granite Construction, Cadman Inc., Iron Man Quarry and Lakeside Industries for an estimated total of$ 471, 731, not including Washington State sales tax. 171  May 30, 2018 ROLLING LANE CLOSURE — SPECIAL OLYMPICS TORCH RUN To authorize the rolling lane closure of Hewitt Avenue, Wetmore Avenue, Pacific Avenue, Rucker Avenue, and Evergreen Way on June 1, 2018, 5: 15 a. m. to 6: 15 a. m., for an annual law enforcement Special Olympics Torch Run sponsored by the Everett Police Department. STREET CLOSURE — DANGER BUSTERS To authorize the closure of Wall Street, between Hoyt Avenue and Colby Avenue on June 9, 2018, 10 a. m. to 2 p. m., for a Danger Busters event sponsored by the Imagine Children' s Museum. AGREEMENT — FIREWORKS DISPLAY APPLICATION To authorize the Western Display Fireworks, Ltd. Application for a public fireworks display on July 4, 2018, on a barge 850 feet east of Jetty Island. Roll was called with all council members voting yes. Motion carried. PUBLIC HEARING: President Roberts opened a public hearing regarding the Final Draft of the Everett Transit Long Range Plan. He announced that no action would be taken during the public hearing. Sabina Popa, Transportation Services, provided a presentation on the Everett Transit Long Range Plan " Connecting Your Future." President Roberts invited public comment. 172  May 30, 2018 Robert Creamer, Everett, expressed concerns relating to bus service to Providence Regional Medical Center and Everett Community College and a proposed one- half mile walking distance for riders. Moved by Council Member Bader, seconded by Council Member Tuohy, to close the public hearing. Roll was called with all council members voting yes. Motion carried. President Roberts noted for the record that this item would come before the Council for action in June 2018. ACTION ITEMS: REQUEST FOR PROPOSAL — GENERAL CONSTRUCTION SERVICES Moved by Council Member Bader, seconded by Council Member Moore, to authorize Request for Proposal 2018- 022 Job Order Contracting for general construction services. RESOLUTION — MICROSOFT SUPPORT SERVICES Moved by Council Member McNeal, seconded by Council Bader, to adopt Resolution No. 7251 waiving public bidding requirements and approving a multiple year sole source purchase and authorizing the Mayor to sign the Microsoft Premier Support Services Description: Schedule and Third Tier Support at a cost of$ 187, 494. 85 annually. 173  May 30, 2018 Roll was called with all council members voting yes. BID AWARD — WATER INTRUSION REPAIRS & BRICK RESTORATION Moved by Council Member Stonecipher, seconded by Council Member Tuohy, to award Bid 2018- 013 Water Intrusion Repairs and Brick Restoration to Alpine Waterproofing and Masonry Restoration LLC, in the amount of $ 739, 800, not including Washington State sales tax.
