June 6, 2018 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., June 6, 2018, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Roberts presiding. Upon roll call, it was found that Council Members Roberts, Murphy, McNeal, Bader, and Tuohy were present. Mayor Franklin and Council Member Moore were excused, and Council Member Stonecipher was expected to be a few minutes late. Council Member Tuohy led the Pledge of Allegiance. The minutes of the May 31, 2018, City Council meeting were approved as printed. MAYOR Mayor Franklin was excused. COUNCIL Council Member Bader provided a liaison report on his attendance at the Snohomish Health District Board meeting. Council Member Stonecipher entered the council chambers at 6: 32 p. m. Council Member McNeal reported on her attendance at Everett' s 125th Anniversary Celebration last Saturday. Council Member Tuohy announced that some of the neighborhood associations are not meeting during the summer, and the National Night Out Against Crime is scheduled for August 7. She also announced that the next Public Safety Subcommittee meeting is scheduled for June 13 at 5: 15 p. m. Council Member Murphy provided a recap of the Budget and Finance Subcommittee meeting held earlier this evening. 175  June 6, 2018 President Roberts reported on his attendance Holly Drive - Westmont at the Neighborhood meeting. President Roberts invited the public to attend the Sorticulture Garden Arts festival. ADMINISTRATION UPDATE ON PRIOR BUSINESS Police Chief Templeman provided a brief overview of the recently launched firearm safety campaign " Lock It Everett." CITY ATTORNEY City Attorney Iles requested an executive session, anticipated to last no longer than 15 minutes, concerning a legal matter pursuant to RCW 42. 30. 110( 1)( i)( c) with no announcement to follow. CITIZEN COMMENTS Tricia and Clint Lillibridge, Everett, encouraged council members to attend Everett Chorale' s concert on June 10. COUNCIL BRIEFING AGENDA: Adopt Resolution adopting the Annual Transportation Improvement Program ( TIP) Update for 2019- 2024 Presented by Richard Tarry, Public Works Grant final plat approval of the re- plat of Lot 22 of the plat of Townsend Lane Presented by Allan Giffen, Planning CONSENT ITEMS: 176  June 6, 2018 Moved by Council Member Stonecipher, seconded by Council Member Tuohy, to approve the following consent items: RESOLUTION - CLAIMS To adopt Resolution No. 7252 acknowledging the payment of audited and approved claims against the City of Everett in the amount of 1, 305, 330. 94 for the period of May 19, 2018, through May 25, 2018. Roll was called with all council members voting yes, except Council Member Moore who was excused. Motion carried. ACTION ITEMS: AGREEMENT — SNOHOMISH COUNTY DIVERSION CENTER Moved by Council Member Bader, seconded by Council Member Stonecipher, to authorize the Mayor to sign the Intergovernmental Agreement for Snohomish County Diversion Center participation. Roll was called with all council members voting yes, except Council Member Moore who was excused. Motion carried. RESOLUTION — 2018 COMMUNITY DEVELOPMENT BLOCK GRANT Moved by Council Member Murphy, seconded by Council Member Stonecipher, to adopt Resolution No. 7253 concerning the 2018 Community Development Block Grant Annual Action Plan and allocations of CDBG, HOME and 2060 Housing Trust Funds. AGREEMENT — SPILL PREVENTION, PREPAREDNESS AND RESPONSE EQUIPMENT GRANT Moved by Council Member Bader, seconded by Council Member McNeal, to authorize the Mayor to sign the Department of Ecology Spill Prevention, Preparedness and Response Equipment Grant Agreement to receive grant funds in the amount of$ 85, 000 to purchase equipment and provide training for hazardous material spill response. Bob Creamer, Everett, spoke in support of the proposed agreement. Roll was called with all council members voting yes, except Council Member Moore who was excused. Motion carried.
