June 13, 2018
The regular meeting of the Everett City Council was called to order at
6: 30 p. m., June 13, 2018, in the City Council Chambers of the
William E. Moore Historic City Hall, Council President Roberts presiding.
Upon roll call, it was found that Council Members Roberts, Moore,
Murphy, McNeal, Bader, and Tuohy were present. Council Member
Stonecipher was expected to be a few minutes late, and Mayor Franklin
was excused.
Council Member Bader led the Pledge of Allegiance.
Council Member Stonecipher entered the council chambers at 6: 31 p. m.
The minutes of the June 6, 2018, City Council meeting were approved as
printed.
MAYOR
Mayor Franklin was excused.
COUNCIL
Council Member Moore noted there was a graduation ceremony occurring
at the Angel of the Winds Arena this evening, and he congratulated all
families with graduating students.
Council Member McNeal reported on her attendance at the Sorticulture
Garden Arts Festival on Saturday and the Riverside Neighborhood
meeting last evening.
Council Tuohy reported that she attended the Evergreen
Member
Neighborhood meeting last week and the Snohomish County 911 SERS
Joint Board meeting last Thursday. She also provided a report on the
Public Safety Subcommittee meeting held earlier this evening.
Council Member Stonecipher stated she attended Sorticulture on Sunday
and the Port Gardner Neighborhood meeting on Monday. She also
provided a liaison report on her attendance at the Parks Board meeting

President Roberts recommended Mr. and Mrs. Dopps provide additional
information to Police Chief Templeman about their concerns.
PROPOSED ACTION ITEMS:
RESOLUTION — ANNUAL TRANSPORTATION IMPROVEMENT
PROGRAM
Adopt Resolution adopting the Annual Transportation Improvement
Program ( TIP).
CONSENT ITEMS:
Moved by Council Member Moore, seconded by Council Member
Bader, to approve the following consent items:
RESOLUTION - CLAIMS
To adopt Resolution No. 7254 acknowledging the payment of audited
and approved claims against the City of Everett in the amount of
2, 361, 409. 65 for the period of May 26, 2018, through June 1, 2018.
RESOLUTION — PAYROLL CLAIMS
To adopt Resolution No. 7255 acknowledging the payment of payroll
claims against the City of Everett in the amount of $ 4, 094, 935. 78 for
the period of May 26, 2018.
ROLLING LANE CLOSURE — SPECIAL OLYMPICS
CEREMONIAL RUN
To authorize the rolling lane closure of 37th Street, Colby Avenue,
Pacific Avenue, and Wetmore Avenue on June 28, 2018, 2 p. m. to
5 p. m. for a ceremonial run to kick off U. S. Special Olympics
competition sponsored by Everett Police Department.

Roll was called with all council members voting yes.
Motion carried.
LONG RANGE PLAN — EVERETT TRANSIT
Moved by Council Member Bader, seconded by Council Member
Moore, to adopt the City of Everett Transit Long Range Plan.
Bob Creamer, Everett, reiterated the concerns he expressed at the May
30, 2018, Council meeting, and urged council members to delay action on
this item.
Council Member Bader reminded the public that this is not a service plan
and the difficult work comes next as policies are developed.
Council Member Stonecipher thanked Mr. Creamer for his comments.
She agreed with Council Member Bader that there is heavy lifting that
remains to be done, including regional coordination.

the Metro Everett Plan is coming forward and the coordination of
