June 20, 2018 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., June 20, 2018, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Roberts presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Moore, Murphy, McNeal, Bader, Stonecipher, and Tuohy were present. Council Member Murphy led the Pledge of Allegiance. The minutes of the June 13, 2018, City Council meeting were approved as printed. MAYOR Mayor Franklin read a proclamation declaring June 23rd as Juneteenth Day, and stated the NAACP is hosting a celebration in Jackson Park from 11 a. m. to 3 p. m. on Saturday. She reported on her attendance at the Joint Civilian Orientation Conference with the Department of Defense last week. COUNCIL Council Member Moore, in the wake of the tragic loss of a fellow school employee, encouraged anyone who is in need of domestic violence assistance to reach out to Domestic Violence Services of Snohomish County. Council Member McNeal provided an update from the Senior Center Advisory Board. Council Member Tuohy provided an update from the Library Board meeting held Tuesday. Council Member Murphy stated that the Public Facilities District held a record- setting number of graduations at Angel of the Winds Arena and congratulated the graduates. President Roberts provided a liaison report from the Cascade View/ Twin Creeks Neighborhood meeting. He also stated there would be future 185  June 20, 2018 Hugh Spitzer presented the ordinance, along with a memorandum explaining the ordinance. The ordinances included multiple iterations. Mr. Spitzer stated he would be seeking input from Council. Greg Lineberry, Everett Districts Now ( EDN), presented the EDN proposal and the differences between the proposed ordinance and the EDN proposal. Considerable discussion ensued regarding the proposed ordinances including: the distinctions between the ordinances; the number of districts; the survey data; the treatment of annexations; the timing of the first election for districts; the transition process; the timing, selection and composition of the districting commission; residency requirements; , multiple options on the ballot; and consideration of EDN' s recommendations/ suggestions. Mr. Spitzer was asked to provide Council with an updated draft of his ordinance taking into consideration the directions and comments provided by Council. AGREEMENT AMENDED — LAW ENFORCEMENT SERVICES To authorize the Mayor to sign Amendment No. 1 to the Washington Department of Fish and Wildlife Law Enforcement Services Contract No. 17- 08869, at no additional cost to the City. RESOLUTION — RENOVATIONS AT HOWARTH PARK To adopt Resolution No. 7258 authorizing the submittal of a Youth Athletic Facilities Program grant funding application to the Recreation and Conservation Office to aid in financing the cost of renovations at Howarth Park. RESOLUTION — RENOVATIONS AT AMERICAN LEGION MEMORIAL PARK To adopt Resolution No. 7259 authorizing the submittal of a Youth Athletic Facilities Program grant funding application to the Recreation and Conservation Office to aid in financing the costs of renovations at American Legion Memorial Park. RESOLUTION — IMPROVEMENTS AT FOREST PARK To adopt Resolution No. 7260 authorizing the submittal of a Youth Athletic Facilities Program grant funding application to the Recreation and Conservation Office to aid in financing improvements at Forest Park. RESOLUTION — DEVELOPMENT OF PARK AT GLACIER VIEW NEIGHBORHOOD To adopt Resolution No. 7261 authorizing the submittal of a 189  June 20, 2018 California Street, Alverson Avenue, and Grand Avenue between Hewitt Avenue and Legion Park, on July 4, 2018, 5 a. m. to 10: 30 a. m., for a 5K, 10K, and 1 mile fun family run, sponsored by the YMCA of Snohomish County. Roll was called with all council members voting yes. Motion carried. PUBLIC HEARING — ANNUAL TRANSPORTATION IMPROVEMENT PROGRAM President Roberts opened a hearing regarding the proposed public Resolution adopting the Annual Transportation Improvement Program ( TIP) Update for 2019- 2024. Richard Tarry, Public Works, provided an overview of the proposed resolution. Pam Kepford, Everett, questioned why Everett had its own transit system and encouraged a potential incorporation with another system. Moved by Council Member Bader, seconded by Council Member Moore, to close the public hearing. Roll was called with all council members voting yes. Motion carried. RESOLUTION - ANNUAL TRANSPORTATION IMPROVEMENT PROGRAM Moved by Council Member Moore, seconded by Council Member Bader, to adopt Resolution No. 7262 adopting the Annual Transportation Improvement Program ( TIP) Update for 2019- 2024. 191  June 20, 2018 workshops to schools in the Everett Water Service Area for a maximum cost of$ 136, 800. Roll was called with all council members voting yes. Motion carried. AGREEMENT - SURFACE WATER AND WATER QUALITY COMPLIANCE SUPPORT Moved by Council Member Bader, seconded by Council Member Tuohy, to authorize the Mayor to sign the Professional Services Agreement with Brown and Caldwell for surface water and water quality compliance support for an amount not to exceed $ 177, 251.
