Everett City Council

July 25, 2018 The regular meeting of the Everett City Council was called to order at 12: 30 p. m., July 25, 2018, in the City Council Chambers of the William E. Moore Historic City Hall, Council Vice President Bader presiding. Upon roll call, it was found that Mayor Franklin and Council Members Murphy, McNeal, Bader, and Stonecipher were present. Council Members Roberts, Moore, and Tuohy were excused. Council Member Murphy led the Pledge of Allegiance. The minutes of the July 18, 2018, City Council meeting were approved as printed. MAYOR Mayor Franklin had no comments. COUNCIL Council Member McNeal reported on her attendance at the Historical Commission meeting last night. She also commented on her participation in the students exchange program at Everett Community College. Council Member Murphy announced that the next Budget and Finance Subcommittee meeting is scheduled for August 1 at 5: 30 p. m. Vice President Bader announced that the Annual Monte Cristo Awards ceremony is scheduled for October 25. He also provided a liaison report from the Transportation Advisory Committee meeting. Vice President Bader introduced the following items for special consideration by Council: GRANT— ASSISTANCE TO FIREFIGHTERS Moved by Council Member Murphy, seconded by Council Member Stonecipher, to accept Grant EMW- 2017- FV- 01591 and authorize the 224  July 25, 2018 Mayor to electronically accept the Assistance to Firefighters Grant AFG). Roll was called with all council members voting yes, except Council Members Roberts, Moore, and Tuohy who were excused. Motion carried. PURCHASE — TWO FIRE ENGINES Moved by Council Member Stonecipher, seconded by Council Member McNeal, to authorize purchase of two fire engines from Pierce Manufacturing utilizing the Fire Rescue GPO/ NNPGov RFP No. 1420. Roll was called with all council members voting yes, except Council Members Roberts, Moore, and Tuohy who were excused. Motion carried. Council Member Murphy stated that the equipment was on the replacement model for 2019 and with grant award, City is able to expedite the process and saves approximately $ 42, 000. ADMINISTRATION UPDATE ON PRIOR BUSINESS Lyle Ryan, Administration had no report. CITY ATTORNEY City Attorney Iles had no comments. 225  July 25, 2018 CONSENT ITEMS: Moved by Council Member Murphy, seconded by Council Member McNeal, to approve the following consent items: RESOLUTION — CLAIMS To adopt Resolution No. 7272 acknowledging the payment of audited and approved claims against the City of Everett in the amount of 2, 078, 400. 54 for the period of July 7, 2018, through July 13, 2018. RESOLUTION — PAYROLL CLAIMS To adopt Resolution No. 7273 acknowledging the payment of audited and approved payroll claims against the City of Everett in the amount of$ 4, 587, 532. 31 for the period ending July 7, 2018. AGREEMENT AMENDED — 2018 BIOSOLIDS REMOVAL AND DISPOSAL PROJECT To authorize the Mayor to sign Change Order 1 to the contract with Synagro West LLC, to add 120 calendar days to the contract duration at no additional cost to the city. USER ACKNOWLEDGEMENT — WASHINGTON STATE PATROL ACCESS To authorize the Mayor to sign the Washington State Patrol ACCESS user acknowledgement. USER AGREEMENT — LIVESCAN TO WIN ABIS To authorize the Mayor to sign the Washington State Patrol Livescan to WIN ABIS user agreement. SETTLEMENT — TIMOTHY L. ROBERTS V. CITY OF EVERETT To approve the settlement of Timothy L. Roberts v. City of Everett, Cause No. 17- 2- 02298- 31, in the amount of $ 118, 250. 226  July 25, 2018 STREET CLOSURE — EVERETT SAUSAGEFEST: BAVARIAN FAMILY FESTIVAL To authorize the closure of Cedar Street between 25th Street and Everett Avenue on September 28 and September 29, 2018, from 12 p. m. to 12 a. m. each day; and on September 30, 2018, from 12 p. m. to 8 p. m., for the Everett SausageFest: Bavarian Family Festival, sponsored by Everett SausageFest - Our Lady of Perpetual Help Booster Club. STREET CLOSURE — NEIGHBORHOOD BLOCK PARTY To authorize the closure of 16th Place W between 104th Place SW and Montana Road on August 18, 2018, from 4 p. m. to 9 p. m., for a neighborhood block party. STREET CLOSURE — NORTON AVENUE BLOCK WATCH To authorize the closure of Norton Avenue between Clinton Place and 35th Street on August 11, 2018, from 10 a. m. to 10: 30 p. m., for a block party, sponsored by the Norton Avenue Block Watch. ACTION ITEMS: AGREEMENT AMENDED — MARKETING AND ECONOMIC DEVELOPMENT TECHNICAL SERVICES Moved by Council Member Stonecipher, seconded by Council Member McNeal, to authorize the Mayor to sign Amendment No. 4 to the professional services agreement with Economic Alliance Snohomish County to provide marketing and economic development technical services in the amount of$ 75, 000. COUNCIL BILL 1807- 24 THIRD AND FINAL READING: AN ORDINANCE granting a Telecommunications Franchise to New Cingular Wireless PCS, LLC Moved by Council Member McNeal, seconded by Council Member Murphy, that this is declared to be the third and final reading of Council Bill No. 1807- 24. The City Clerk was directed to call the roll for the final disposition of the ordinance.
