August 1, 2018 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., August 1, 2018, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Roberts presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Moore, Murphy, McNeal, Bader, Stonecipher, and Tuohy were present. Council Member Bader led the Pledge of Allegiance. The minutes of the July 25, 2018, City Council meeting were approved as printed. Council Members Roberts, Moore, and Tuohy abstained from the vote. MAYOR Mayor Franklin had no comments. COUNCIL Council Member Bader reported on his attendance at the Everett Transit presentation regarding the 2019 Proposal for Sustainable Service and encouraged the public to attend. Council Member McNeal reported on her attendance at the 26th Annual Nubian Jam at the Forest Park. Council Member Murphy updated the Council on the 2018 Benchmarking Study project. He also provided a recap of the Budget and Finance Subcommittee meeting held earlier this evening. President Roberts provided an update on the Climate Action Plan. He also provided clarification on Action Item 21 regarding two ballot proposals. ADMINISTRATION UPDATE ON PRIOR BUSINESS Lyle Ryan, Administration, introduced Jean Simpson, Executive Director of GroWashington. 233  August 1, 2018 Jean Simpson updated the Council on the work of GroWashington and introduced the Board of Directors of GroWashington. CITY ATTORNEY City Attorney Iles requested an executive session, anticipated to last no longer than 15 minutes, concerning three legal matters pursuant to RCW 42. 30. 110( 1)( i)( 3) with no announcement to follow. CITIZEN COMMENTS Jack O' Donnell, Everett, spoke about the proposed Longfellow School building demolition by the Everett School District. Gail Chism, Everett, thanked GroWashington for their work. Ms. Chism also spoke about The Pine and the Cherry Japanese Americans in Washington lecture held at the Schack Arts Center. COUNCIL BRIEFING AGENDA: Authorize the Mayor to sign the Interlocal Agreement between the City of Everett and the Everett Public Facilities District amending the Events Center ground lease. Presented by Susy Haugen, Finance Authorize the Mayor to sign the Amended and Restated Interlocal Agreement between the City of Everett and the Everett Public Facilities District for a contingent loan agreement relating to the Everett Public Facilities District' s 2018 Bond refinance. Presented by Susy Haugen, Finance Council Member Murphy asked City Attorney Iles for clarification about his participation in the discussion and action on this item. Gail Chism, Everett, spoke in opposition to the proposed contingent loan agreement. 234  August 1, 2018 Public Hearing on Historic Overlays and Metro Everett Plan and Development Regulations. Presented by Allan Giffen and David Stalheim, Planning; Nick Harper, Administration The following individuals expressed concerns regarding the proposed Metro Everett Plan and development regulations, including: increased traffic, parking availability, proposed boundary changes, an unlimited density proposal, increased height standards, decrease of property values, historic value of neighborhoods, and the impact on commercial properties: James Ivory, Everett Jack O' Donnel, Everett April Cole, Everett Timothy Corpus, Everett Mary Helen Dean, Everett Jim Dean, Everett Paula Rhyne, Everett Marti Bradley, Everett Greg Benson, Everett Andrea Tuch, Everett Tammy Caldwell, Everett Jean Satti- Hewat, Everett Ashley Sims, Everett Gail Chism, Everett President Roberts encouraged citizens and council members to submit their comments and concerns to the Planning Department. Council members asked the Planning Department to address citizens' concerns and for options for mitigation. AGREEMENT - A WORKSHOP TO EVERETT PARKS AND COMMUNITY SERVICES YOUTH To authorize the Mayor to sign the agreement between the City of Everett and the Mountaineers to provide a workshop to Everett Parks and Community Services youth participating in Adventure Camp. STREET CLOSURE - MUKILTEO LIGHTHOUSE FESTIVAL To authorize the closure of one lane on West Mukilteo Boulevard, between Mukilteo Lane and Shore Avenue, on August 25, 2018, 8 a. m. to noon, for a 5K/ 10K run/walk, sponsored by Mukilteo Lighthouse Festival. GRANT AGREEMENT - COMMERCIAL KITCHEN EQUIPMENT REPLACEMENT To authorize the Mayor to sign the Signature Authorization and Grant Agreement with Snohomish County Human Services to replace commercial kitchen equipment at the Carl Gipson Senior Center in the amount of$ 23, 000. AGREEMENT - JUVENILE DETENTION SERVICES To authorize the Mayor to execute the Interlocal Agreement between Snohomish County and City of Everett for provision of Juvenile Detention Services. 239  August 1, 2018 Roll was called with all council members voting yes.
