Everett City Council

October 10, 2018 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., October 10, 2018, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Roberts presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Murphy, McNeal, Bader, Stonecipher, and Tuohy were present. Council Member Moore was excused. Council Member Tuohy led the Pledge of Allegiance. The minutes of the October 3, 2018, City Council meeting were approved as printed. Council Member Moore entered the council chambers at 6: 31 p. m. MAYOR Mayor Franklin reported that she spoke with Everett Housing Authority Board members, and the vote on the Baker Heights property is scheduled for October 29. She stated that she and Council President Roberts will be meeting with the executive director and Board president on Friday and will update the Council next week. COUNCIL Council Member Bader provided a liaison report on his attendance at the Snohomish Health District Board meeting. Council Member McNeal provided a liaison report on her attendance at the Riverside Neighborhood meeting last evening. Council Member Tuohy reminded the public that the Monte Cristo Awards ceremony is scheduled for Thursday, October 25 at the Everett Historic Theatre; doors open at 6: 00 p. m. and the presentation begins 7: 00 p. m. Council President Roberts announced that Council Briefing Agenda item number 1, the Everett benchmarking report update, has been pulled. He stated the report is not ready, and it is expected that the presentation will I. 314  October 10, 2018 occur next week. He also provided a report on his attendance at the Baker Heights Neighborhood meeting last Monday. President Roberts stated he met with Planning Department staff and Bob Bolerjack, Administration, on October 3 to discuss the status of the draft climate action plan, and how to bring the report forward for public input when complete. He stated that the report will go to full Council, and he recommended the report go to the Planning Commission for a public input process. Council Member Moore suggested the report be presented first to the General Government Subcommittee for discussion about the specific issues, such as land use, that are pertinent to the role of the Planning Commission. Council Member Bader requested that if there are transportation matters, the report be forwarded to the Transportation Advisory Committee for review. President Roberts stated he had received questions from the public about the role of Council relating to local and statewide initiatives. He referenced a September 25 memo sent to Council by Ramsey Ramerman, Legal, that addressed limitations of the Council in the use of public resources. City Attorney Iles stated the role of Council is not to promote or oppose any ballot measure. He also stated he would make Mr. Ramerman' s memo available to the public. ADMINISTRATION UPDATE ON PRIOR BUSINESS Lyle Ryan, Administration, had no comments. COUNCIL BRIEFING AGENDA: Everett Benchmarking Report Update This item was pulled from the agenda. COUNCIL BILL 1810- 40 FIRST READING: AN ORDINANCE approving the appropriations of the 2018 revised City of Everett Budget and amending Ordinance No. 3624- 18 Presented by Susy Haugen, Finance Council Member Murphy inquired about the status of review of the Human Resources Department and when Council could expect a recap. Mayor Franklin stated she would work with Lyle Ryan to get information to the Council in the next couple of weeks. COUNCIL BILL 1810- 41 FIRST READING: AN ORDINANCE creating Department 018 in the General Fund, entitled Communications and Marketing, to account for all transactions relating to the operations of the Communications and Marketing Department Presented by Susy Haugen, Finance Council President Roberts asked how the information technology work interfaces with the Internet, the communications structure, security, and the transparency and response to the community. 316  October 10, 2018 Meghan Pembroke, Communications, provided additional information about technology. She stated that Steven Hellyer, IT, can come back later in the year to provide additional information about open data. COUNCIL BILL 1810- 42 FIRST READING: AN ORDINANCE amending Department 021 in the General Fund, to be entitled Community, Planning, and Economic Development to account for all transactions relating to the operations of Community, Planning, and Economic Development Department Presented by Susy Haugen, Finance Council Member Moore encouraged citizens to view videos of the recent Budget Subcommittee meetings in order to obtain a deeper understanding. COUNCIL BILL 1810- 43 FIRST READING: AN ORDINANCE relating to Parking, amending Section 27 of Ordinance No. 2180- 96 as amended. ( 46. 28. 270 EMC) Presented by Susy Haugen, Finance Council Member Tuohy inquired about the collection process for overdue parking tickets. Susy Haugen stated she would check with the Municipal Court to inquire about the time limit before tickets are forwarded for collection and report back to Council. COUNCIL BILL 1810- 44 FIRST READING: AN ORDINANCE regarding the operating hours of City Parks, amending Ordinance 3059- 08, ( EMC 9. 06. 208. B) Presented by Bob Leonard, Parks Department 317  October 10, 2018 PROPOSED ACTION ITEMS: COUNCIL BILL 1810- 39 SECOND READING: AN ORDINANCE granting a Telecommunications Franchise to Seattle SMSA Limited Partnership doing business as Verizon Wireless CONSENT ITEMS: Moved by Council Member Murphy, seconded by Council Member Bader, to approve the following consent items: RESOLUTION — CLAIMS To adopt Resolution No. 7294 acknowledging the payment of audited and approved claims against the City of Everett in the amount of 1, 890, 478. 77 for the period of September 22, 2018, through September 28, 2018. PURCHASE — DUST COLLECTION UNIT AND AUGER SYSTEM To approve the Sole Source Purchase from Action Target of a Dust Collection Unit and Auger System to Action Target in the amount of 123, 412. 50, including Washington State sales tax. BID CALL — CONSTRUCTION OF WATERMAIN REPLACEMENT T" PROJECT To authorize Call for Bids for the construction of Watermain Replacement " T" Project. 318  October 10, 2018 Roll was called with all council members voting yes. ACTION ITEMS: AGREEMENT — CONCIERGE REFERRAL SERVICES Moved by Council Member Stonecipher, seconded by Council Member Tuohy, to authorize the Mayor to sign the Administrative Service Agreement with Asserta Health for concierge referral services. Roll was called with all council members voting yes. Motion carried. MEMORANDUM OF UNDERSTANDING — WORKSHOPS AT THE CARL GIPSON SENIOR CENTER Moved by Council Member Bader, seconded by Council Member Tuohy, to authorize the Mayor to sign the Homage Senior Services Memorandum of Understanding to provide workshops at the Carl Gipson Senior Center to provide free health care insurance information.
