October 24, 2018 The regular meeting of the Everett City Council was called to order at 12: 30 p. m., October 24, 2018, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Roberts presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Murphy, McNeal, Bader, and Tuohy were present. Council Members Moore and Stonecipher were excused. Council Member McNeal led the Pledge of Allegiance. The minutes of the October 17, 2018, City Council meeting were approved as printed. MAYOR Mayor Franklin had no comments COUNCIL Council Member Bader reported on his attendance at the Pinehurst Neighborhood meeting and the Master Builders Association annual breakfast. Council Member McNeal spoke about the Silver Lake neighborhood meeting. Council Member Tuohy reported on her attendance at the Northwest Neighborhood meeting and the Council of Neighborhoods. She also reminded the public that the annual Monte Cristo Awards Ceremony will be on October 25 at 7 p. m. Council Member Murphy thanked the Council of Neighborhoods for keeping the program alive. President Roberts announced that Item 6, an ordinance relating to reusable bags, will be discussed at the General Government Subcommittee meeting on November He reminded the public that the regular City Council 14. meeting of November 21 will start at 12: 30 p. m. President Roberts stated 338  October 24, 2018 that Item 20, the Settlement and Release Agreement between the City of Everett and James Nagle, was added to the agenda. He also provided an updated on the Sound Transit 3 plan. President Roberts also suggested discussing the results of the benchmarking report. Council Member Bader reminded the public that the City Council will meet next Wednesday, October 31 at 6: 30 p. m. ADMINISTRATION UPDATE ON PRIOR BUSINESS Paul Kaftanski, Administration, provided an update on a status of the Public Works assessment. CITY ATTORNEY City Attorney Iles had no comments. CITIZEN COMMENTS Dana Oliver, Downtown Everett Association, spoke about upcoming Halloween activities and events in Downtown Everett. COUNCIL BRIEFING AGENDA: Award construction contract for the West Marine View Drive Utilities Project to KLB Construction, Inc. in the amount of $ 1, 379, 227. 25, including Washington State sales tax Presented by Heather Griffin, Public Works 339  October 24, 2018 COUNCIL BILL 1810- 47 FIRST READING: AN ORDINANCE establishing special system development fees for connection to the City of Everett water and sewer systems and stormwater system impacts Presented by Sabrina Fandler, Public Works President Roberts asked to provide the Council with information that shows how fees are connected to projects. Sabrina Fandler stated the information will be provided to Council. Liz Vogeli, Everett, inquired if special system development fees will be applied to the areas of Everett that are served by the Mukilteo Water District. Sabrina Fandler stated that for the areas under the Mukilteo Water District jurisdiction fees are established and collected by the Mukilteo Water District. PUBLIC HEARING — 2019 BUDGET: President Roberts turned the meeting over to Council Member Murphy, Budget Subcommittee Chair. Council Member Murphy opened the second public hearing regarding the 2019 Budget. Susy Haugen, Finance, presented a review of the 2019 city- wide expenditure budget, city- wide staffing budget, the general government 346  October 24, 2018 expenditure budget, highlights of the general government expenditure changes, and highlights of the non- general government expense changes. Council Member Murphy announced that department heads were also in the audience today. President Roberts expressed his appreciation to the city staff for the work on the budget. Council Member Murphy invited public comment. Clifton Curd, Everett, spoke about proposed annual $ 30 fee for membership to the Carl Gipson Senior Center. Kimberly Shelton, Parks, stated that the City is considering scholarships for low- income seniors; she also stated that the average charge for senior centers in Snohomish County is $ 28. Liz Vogeli, Everett, asked for clarification in regards to increase in jail fees. Susy Haugen, Finance, provided a brief overview of different options the City has for jail services and alternatives. Council Member Murphy continued the public hearing to the November 14, 2018, City Council meeting. Council Member Murphy turned the meeting over to President Roberts.
