December 12, 2018 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., December 12, 2018, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Roberts presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Murphy, Vogeli, Bader, Stonecipher, and Tuohy were present. Council Member Moore was excused. Council Member Stonecipher led the Pledge of Allegiance. The minutes of the December 5, 2018, City Council meeting were approved as printed. MAYOR Mayor Franklin had no comments. COUNCIL Council Member Stonecipher reported on her attendance at the meeting of the Board of Parks Commissioners last evening. President Roberts reminded the public that there would be no City Council meeting on Wednesday, December 26. He also announced the General Government Subcommittee is scheduled to meet on January 16, at 5: 00 p. m., in the council chambers. President Roberts reported on his attendance todaybriefing by Gary Cohn, Superintendent of Everett at a Public Schools. He requested a similar briefing come before the Council at a future date. ADMINISTRATION UPDATE ON PRIOR BUSINESS Lyle Ryan, Chief of Staff, had no comments. 400  December 12, 2018 CITY ATTORNEY At the request of Council President Roberts, City Attorney Iles provided comments about the City Council 5- 2 districting system that was approved by Everett voters in November 2018. He reviewed the responsibility of the Council under the new Charter provision for establishing and funding a District Commission and the process for appointing individuals to the Commission no later than January 31, 2020. City Attorney Iles also spoke about the responsibilities of the District Commission, which includes hiring a District Master who will help them develop a district plan and map no later than November 1, 2020, the Commission' s right to retain other consultant support, and the Commission' s responsibility to engage the community and solicit feedback as they develop the draft plan. Considerable discussion ensued regarding the development of a timeline for establishing a District Commission and the activities that must occur prior to the adoption of the final district plan and map by City Council. Mayor Franklin spoke about the appointment of a project manager from City staff to occur shortly after the January 1, who will assist with the outreach process. She also stated she would ask staff to prepare a written recommendation process for forming a Commission, as well as estimated costs for review by the Council. President Roberts stated he would add as a discussion item to the next meeting agenda. CITIZEN COMMENTS Anthony Booker, Everett, spoke about recreational vehicle ( RV) parks regulations and discrimination against those with older RVs. David Kiggins, Everett, spoke about Proposed Action Item No. 4, Council Bill 1811- 66. 401  December 12, 2018 COUNCIL BRIEFING AGENDA: Authorize the Mayor to sign the Professional Services Agreement with Gibson Media for Digital Marketing Campaigns Presented by Julio Cortes, Communications & Marketing A discussion took place regarding 2018 and 2019 Lodging Tax Advisory Committee funds. Council Member Murphy requested a recap of 2018 LTAC funds spent and funds remaining prior to action by Council. Council Member Murphy inquired about the total contract amount with Gibson Media and the City' s commitment to expend the total dollars. Mayor Franklin stated she would make sure there is an escape clause in the agreement. President Roberts asked for more information relating to 2018 and 2019 LTAC funding for this project, what may be displaced by the use of those LTAC funds, and what funding looks like going forward. Communications Director Meghan Pembroke stated staff would provide additional information about proposed spending for this project in 2019. Authorize the Mayor to sign Amendment No. 1 to the Interlocal Agreement authorizing establishment of the Snohomish County Tourism Promotion Area. Presented by Julio Cortes, Communications & Marketing and Tammy Dunn, Snohomish County Sports Commission Council Member Murphy asked for additional information regarding the total dollars raised by the increase in fees, and what percentage of those dollars are generated by Everett hotels. He also inquired about what would happen to the dollars should the feasiblilty study determine it is not workable. Tammy Dunn stated she would follow up with more information. Council Member Stonecipher inquired if the fees would sunset at the end of 402  December 12, 2018 the funding cycle. She requested staff provide additional information during the 2019 first quarter Council update. President Roberts asked that staff provide information before the matter comes before Council next week. He also confirmed with the Mayor and staff that postponement of the action is acceptable should the information not be available by next week. RESOLUTION — PAYROLL To adopt Resolution No. 7319 acknowledging payment of audited and approved payroll claims against the City of Everett in the amount of 4, 010, 212. 89 for the period ending November 24, 2018. RESOLUTION — ELECTRONIC TRANSFERS To adopt Resolution No. 7320 acknowledging the payment of approved electronic transfers against the City of Everett in the amount of$ 6, 135, 457. 33 for the period of October 1, 2018, through October 31, 2018. PROPERTY DONATION — BAYSIDE PEA- PATCH To accept property donation of the site generally known as the Bayside Pea- Patch, and authorize the Mayor to execute the Acceptance Agreement between City of Everett and Kimberly- Clark Worldwide for the property donation. AGREEMENT AMENDED — ASBESTOS ABATEMENT FOR EVERGREEN BRANCH LIBRARY EXPANSION PROJECT To authorize the Mayor to sign Amendment No. 1 to the Professional Services Agreement with Alternative Technologies, LLC to provide asbestos abatement services for the Evergreen Branch Library Expansion Project at no additional cost to the city. 404  December 12, 2018 AGREEMENT — ARCHITECTURAL/ ENGINEERING SERVICES FOR SOUTH PRECINCT ROOF REPLACEMENT PROJECT To authorize the Mayor to sign a Professional Services Agreement with 2812 Architecture to provide architectural and engineering services for the South Precinct Roof Replacement Project in an amount not to exceed $ 27, 200. AGREEMENT AMENDED — BROADWAY TRANSIT CORRIDOR PROJECT DESIGN To concur with the recommendation of the Cultural Arts Commission, and authorize the Mayor to sign Amendment No. 1 to the Professional Services Agreement with Brian Borrello.
