December 5, 2018 The regular meeting of the Everett City Council was called to order at 6: 30 December 5, 2018, in the City Council Chambers of the William E. p. m., Moore Historic City Hall, Council President Roberts presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Moore, Murphy, Vogeli, Bader, Stonecipher, and Tuohy were present. Council Member Vogeli led the Pledge of Allegiance. The minutes of the November 28, 2018, City Council meeting were approved as printed. MAYOR Mayor Franklin had no comments. COUNCIL Council Member Bader provided an update from the Puget Sound Regional Council Growth Management Policy Board meeting, where the Board unanimously voted to recommend the certification of the Metro Everett Plan. Council Member Vogeli stated that she attended the Westmont Holly Neighborhood meeting as a resident. President Roberts stated action on item number 15 would take place after citizen comments. He also stated that item number 17 was pulled from the agenda, and citizens would be called to speak during citizen comments. President Roberts stated that the next General Government Subcommittee meeting is scheduled for January 16. He also stated he attended at the Northwest Puget Sound Regional Council Economic Development District Board. ADMINISTRATION UPDATE ON PRIOR BUSINESS Lyle Ryan, Administration, had no report. 392  December 5, 2018 CITY ATTORNEY City Attorney Iles had no comments. CITIZEN COMMENTS Bradley Ouellette and Curt Dooley, both of Everett, spoke in opposition to the burglary and robbery alarms proposed ordinance, which was pulled from tonight' s agenda. RESOLUTION — FUND FOR THE ANIMALS Moved by Council Member Bader, seconded by Council Member Vogeli, to adopt Resolution No. 7316 declaring the City' s intent to accept a gift from the Animal Rescue Foundation to the City of Everett Animal Shelter' s " Fund for Animals," Fund 151. Mayor Franklin; council members; and Glynis Frederiksen, Animal Shelter Manager, thanked the Animal Rescue Foundation ( ARF) for their continued commitment to the Everett Animal Shelter. Roll was called with all council members voting yes. Motion carried. Members of the ARF presented the Mayor with a donation check, spoke about the history of ARF; and thanked the Everett Animal Shelter staff and volunteers. AGREEMENT AMENDED — EMERGENCY MEDICAL TRANSPORT FEE BILLING SERVICES Moved by Council Member Vogeli, seconded by Council Member Bader, to authorize the Mayor to sign Amendment No. 12 to the Professional Services Agreement with Systems Design for emergency medical transport fee billing services, extending the agreement to December 31, 2021.
