Everett City Council

November 28, 2018 The regular meeting of the Everett City Council was called to order at 12: 30 p. m., November 28, 2018, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Roberts presiding. OATH OF OFFICE Municipal Court Judge Laura Van Slyck administered the Oath of Office to newly elected Council Member Liz Vogeli. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Moore, Murphy, Vogeli, Bader, Stonecipher, and Tuohy were present. Council Member Murphy led the Pledge of Allegiance. The minutes of the November 21 , 2018, City Council meeting were approved as printed. Council Members Vogeli and Stonecipher abstained from the vote. MAYOR Mayor Franklin welcomed Council Member Vogeli. COUNCIL All council members echoed the Mayor' s comments by welcoming Council Member Vogeli. Council Member Vogeli made a welcome statement for her first meeting as a council member. She also provided an update from the Council of Neighborhoods meeting. President Roberts stated that council members were provided an updated memo regarding the reusable bag ordinance that was discussed during the last General Government Subcommittee meeting. He stated the reusable bag ordinance, with the recommended changes made by the General 381  November 28, 2018 Government Subcommittee, is scheduled for Council action on December 5. President Roberts also announced that there will be a climate action plan update at the next General Government Subcommittee meeting, which is scheduled for January 16. ADMINISTRATION UPDATE ON PRIOR BUSINESS Lyle Ryan, Administration, stated that by Friday, staff will be provided additional requested information on the proposed ordinance regarding burglary and robbery alarms to Council. CITY ATTORNEY City Attorney Iles had no comments. CITIZEN COMMENTS Michael Trujillo and Victor Harris, both of Everett, welcomed Council Member Vogeli. COUNCIL BREIFING AGENDA: Economic Development Update Presented by Dan Eernissee, Economic Development Discussion ensued regarding annexation, planning for light rail locations, working with businesses that collect visitor data, placemaking, engaging with the local businesses and non- profits, and work conducted with Economic Alliance Snohomish County. Council Member Murphy requested a map showing locations adjacent to the City that could be potential future annexation areas. 382  November 28, 2018 Mr. Eernissee stated he would provide a potential annexation map to the Council. President Roberts stated he would schedule an annexation briefing for Council. President Roberts stated that the Northwest Puget Sound Regional Council Economic Development District Board will have a discussion called Growing the Green Economy" at their meeting scheduled for December 5. COUNCIL BILL 1811- 61 FIRST READING: AN ORDINANCE establishing a separation incentive program for eligible City of Everett employees Presented by Lyle Ryan, Administration, and Susy Haugen, Finance Discussion ensued regarding service changes, staffing levels, staggered employee exits, and backfilling the vacant positions. AGREEMENT AMENDED - DEPARTMENT HEADER PACKAGE To authorize the Mayor to sign Amendment No. 3 to the CivicPlus Advantage contract for a Community, Planning and Economic Development Department Header Package at an additional cost of 3, 500. MEMORANDUM OF UNDERSTANDING - USE OF VACANT HOUSING UNITS To authorize the Mayor to sign the Memorandum of Understanding with the Everett Housing Authority regarding the use of vacant housing units for training purposes at no cost to the City. RESOLUTION - FORD F250 XL SURPLUS To adopt Resolution No. 7315 declaring ( V0213) 2009 Ford F250 XL Pick- Up Truck surplus and authorizing its sale at public auction.
