November 21, 2018 The regular meeting of the Everett City Council was called to order at 12: 30 p. m., November 21, 2018, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Roberts presiding. Upon roll call, it was found that Council Members Roberts, Moore, Murphy, McNeal, Bader, and Tuohy were present. Mayor Franklin and Council Member Stonecipher were excused. Council Member McNeal led the Pledge of Allegiance. The minutes of the November 14, 2018, City Council meeting were approved as printed. Council Member McNeal abstained from the vote. MAYOR Mayor Franklin was excused. COUNCIL Council members wished citizens, staff, and colleagues a happy Thanksgiving. Council members thanked Council Member McNeal for her heartfelt service and dedication to the City and Everett citizens. President Roberts on h behalfofthe Everett CityCouncil and citizens presented Council Member McNeal with a memorial in recognition of her service as a council member. Council Member Bader provided a liaison report on his attendance n at the Transportation Advisory Committee meeting. Council Member McNeal stated that it was an honor and a pleasure to serve on the Council. She thanked her colleagues and Mayor Franklin for their support. Council Member McNeal encouraged everyone to work together in unity. She also thanked staff for their dedication and hard work. 372  November 21, 2018 Council Member Murphy reported on his attendance at the Lowell Neighborhood meeting. He also provided a liaison report on his attendance at the Public Facilities District Board meeting. Council Member Murphy also reminded citizens that this coming Saturday is Small Business Saturday and encouraged everyone to shop local. President Roberts thanked everyone who helped to obtain federal funding for the Sound Transit project. He provided an update on the legislative priorities agenda for Sound Transit. President Roberts also echoed Council Member Murphy' s comments and encouraged citizens to shop local and support small businesses. ADMINISTRATION UPDATE ON PRIOR BUSINESS Lyle Ryan, Chief of Staff, on behalf of Mayor Franklin, thanked Council Member McNeal for her service to our community and expressed sincere appreciation for her work on the Council. CITY ATTORNEY City Attorney Iles had no comments. President Roberts stated that the Legal Department is working on the implementation of the districting process and will provide Council with a memo at a later date. CITIZEN COMMENTS Josiah Settles, Everett, spoke about homelessness in Everett. PUBLIC HEARING: President Roberts opened the hearing regarding a proposed public ordinance concerning exemption from real property taxation for the development of multifamily housing in urban centers and designated residential target areas, repealing Ordinance No. 2347- 98 in accordance with Section 1 of this Ordinance, and amending Ordinance No. 3390- 14 to establish fees for the processing of multifamily tax exemptions. David Stalheim, Planning, provided a brief overview of the proposed ordinance. Discussion took place regarding the audit process for qualified projects and affordable housing options for those who earn below 50% of the Area Median Income ( 50% AMI). President Roberts invited public comment. COUNCIL BILL 1810- 51 THIRD AND FINAL READING: AN ORDINANCE concerning exemption from real property taxation for the development of multifamily housing in urban centers and designated residential target areas, repealing Ordinance No. 2347- 98 in accordance with Section 1 of this Ordinance, and amending Ordinance No. 3390- 14 to establish fees for the processing of multifamily tax exemptions Moved by Council Member Bader, seconded by Council Member Murphy, that this is declared to be the third and final reading of Council Bill No. 1810- 51. Moved by Council Member Murphy, seconded by Council Member Bader, to amend the proposed ordinance to incorporate the removal of the Riverfront property from the eligible sites identified in the Ordinance.
