February 13, 2019
The regular meeting of the Everett City Council was called to order at
6: 30 p. m., February 13, 2019, in the City Council Chambers of the
William E. Moore Historic City Hall, Council President Bader presiding.
Upon roll call, it was found that Mayor Franklin and Council Members
Moore, Murphy, Vogeli, Bader, and Tuohy were present. Council Members
Roberts and Stonecipher were excused.
Council Member Vogeli led the Pledge of Allegiance.
The minutes of the February 6, 2019, City Council meeting were approved
as printed. Council Member Moore abstained from the vote.
MAYOR
Mayor Franklin provided a report on recent snow conditions and closures.
She stated the City' s priorities have been to keep the roads clear and
community members and city teams safe. She thanked city crews and staff
for their work and residents for their helpful assistance.
COUNCIL
Council Members echoed the Mayor' s comments, thanked staff and first
responders for their hard work mitigating weather challenges, and reminded
citizens to stay safe.
Council Member Vogeli encouraged individuals needing shelter to contact
the Salvation Army.
Council Member Moore reported on closures and late start times for Everett
schools.
President Bader provided a liaison report on his attendance yesterday at
the Snohomish Health District Board meeting.

CONSENT ITEMS:
Moved by Council Member Murphy, seconded by Council Member
Tuohy, to approve the following consent items:
RESOLUTION — CLAIMS
To adopt Resolution No. 7339 acknowledging the payment of audited
and approved claims against the City of Everett in the amount of
2, 076, 071. 61 for the period of January 26, 2019, through February 1,
2019.
CALL FOR BIDS — ALVERSON STORMWATER SEPARATION
PROJECT
To authorize Call for Bids for the construction of the Alverson
Stormwater Separation Project.
JOB COMPLETE — CITYWIDE INTERSECTION SIGNING
PROJECT
To accept the Citywide Intersection Signing Project as complete, and
authorize the Mayor to sign the Certificate of Completion with Trinity
Contractors, Inc.
AGREEMENT — LABORATORY SERVICES
To authorize the Mayor to sign a five- year Technical Services
Agreement with King County for laboratory services for an amount not
to exceed $ 60, 000.

ACTION ITEMS:
GRANT AGREEMENTS — OBLIGATIONS OF HOTEL MOTEL TAX
Council Member Tuohy stated that she is currently employed by a non- profit
organization that is on the recommended list for grant funding, and although
she has a fixed salary that is unaffected by this award, she recuses herself
from any discussion or action relating to the grants award process.
Council Member Tuohy left the council chambers at 6: 43 p. m.
Moved by Council Member Moore, seconded by Council Member
Murphy, to concur with the recommendation of the Lodging Tax
Advisory Committee and the Budget Finance Committee to accept the
long- term obligations of the Hotel Motel Tax listed above and to
allocate grant funding as designated in an amount not to exceed
464, 764, and authorize the Mayor to sign the contracts.
Council Member Murphy thanked the members of Lodging Tax Advisory
Committee.
Council Member Vogeli inquired about future opportunities for additional
grant funding.
Council Member Murphy stated there would be additional funding available
this year, and the deadline to submit applications is on March 7, 2019.
Roll was called with all council members voting yes, except Council Member
Tuohy who was recused, and Council Members Roberts and Stonecipher
who were excused.

Council Member Tuohy returned to the council chambers at 6: 45 p. m.
AGREEMENT — CONTRIBUTION FOR HEALTH DISTRICT SERVICES
Moved by Council Member Tuohy, seconded by Council Member
Vogeli, to authorize the Mayor to sign an Interlocal Agreement with
Snohomish Health District for a $ 1. 00 per capita contribution by the
City for Health District Services.
Roll was called with all council members voting yes, except Council
Members Roberts and Stonecipher who were excused.
Motion carried.
AGREEMENT — ENVIRONMENTAL PERMITTING SUPPORT
Moved by Council Member Tuohy, seconded by Council Member
Moore, to authorize the Mayor to sign Professional Services
Agreement with Wood Environment and Infrastructure Solutions Inc.
for Environmental Permitting Support for Public Works projects for an
amount not to exceed $ 247, 000.
Council Member Vogeli inquired as to whether any of this work would be
performed by union employees.
Chief of Staff Ryan stated he would check with staff and report back.
Roll was called with all council members voting yes, except Council
Members Roberts and Stonecipher who were excused.
