February 27, 2019 The regular meeting of the Everett City Council was called to order at 12: 30 p. m., February 27, 2019, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Bader presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Moore, Murphy, Vogeli, Bader, Stonecipher, and Tuohy were present. Council Member Roberts led the Pledge of Allegiance. The minutes of the February 20, 2019, City Council meeting were approved as printed. Council Members Murphy and Stonecipher abstained from the vote. MAYOR Mayor Franklin stated that commercial air service is scheduled to open on Monday at Paine Field. She also stated the City has received four applications for the Districting Commission and encouraged citizens to consider applying for the commission. COUNCIL Council Member Vogeli provided a report from her attendance at the Historical Commission meeting on Tuesday. She also invited citizens to attend the William F. BrownAwards on May 4, from 10 a. m. to 1 p. m., in the Weyerhaeuser Room at Everett Station. Council Member Moore commented on his attendance at the Diversity Board meeting. Council Member Roberts provided a liaison report from the Northwest Neighborhood meeting. He also provided Council with an update regarding a memo sent to Puget Sound Regional Council on clean fuel. Council Member Roberts stated the next General Government Subcommittee meeting is scheduled for March 20 at 5 p. m. Council Member Murphy stated the next Budget Subcommittee meeting is scheduled for March 6 at 5: 30 p. m. 62 410. February 27, 2019 Council Member Tuohy stated she attended the Council of Neighborhoods meeting on Monday, and she also provided a liaison report from the Silver Lake Neighborhood meeting. Council Member Stonecipher reported that she, along with Council Members Vogeli and Tuohy, toured the Denney Juvenile Justice Center on Tuesday. She stated that the Public Safety Subcommittee meeting is scheduled for March 13 at 5 p. m. President Bader stated that action item number 12 has been pulled from the agenda. ADMINISTRATION UPDATE ON PRIOR BUSINESS Nick Harper, Administration, had no report. CITY ATTORNEY City Attorney Iles had no comments. CITIZEN COMMENTS Sean Renfro, Everett, spoke about a police matter. COUNCIL BREIFING AGENDA: Adopt Resolution concerning 2019 Community Development Block Grant Annual Action plan and allocations of CDB G, HOME, and 2060 Housing Trust Funds Presented by Becky McCrary, Planning Adopt Resolution for Expenditures of 2019 Human Needs Grant Funding Presented by Becky McCrary, Planning S 63  4 February 27, 2019 Council Member Tuohy requested the Council receive briefings on any new programs that are being considered for grant funding. Ms. McCrary stated she would present that information at the next meeting before action is taken on this item. Council Member Stonecipher requested that the Budget Subcommittee monitor any funds that are not allocated so they may be used for other grants instead of rolled into the General Government Fund at the end of the year. Vision 2050 Update of the Regional Growth Strategy Presented by Allan Giffen, Planning Considerable discussion ensued regarding Puget Sound Regional Council ( PSRC) growth targets, the impact of not hitting population growth goals, transportation, housing, I zoning, and the Metro Everett Plan. Council Member Roberts requested that previous correspondence on this issue be provided to Council. He also asked that Council review the City' s draft of the public comment submission to PSRC regarding Vision 2050. Nick Harper, Administration, stated staff would provide the exact numbers regarding regional growth to Council. Council Member Stonecipher requested information on how PSRC funds are allocated across the counties. Mr. Giffen stated he would consult with PSRC to obtain that information. Mayor Franklin commented on Snohomish County' s representation at PSRC and stated that she has designated Council Member Murphy to be her alternate at the PSRC Executive Board meetings when she is unable to attend. S. 64  February 27, 2019 CONSENT ITEMS: Moved by Council Member Murphy, seconded by Council Member Roberts, to approve the following consent items: RESOLUTION - CLAIMS To adopt Resolution No. 7341 acknowledging the payment of audited and approved claims against the City of Everett in the amount of 1, 944, 737. 66 for the period of February 9, 2019, through February 15, 2019. RESOLUTION — PAYROLL To adopt Resolution No. 7342 acknowledging the payment of payroll claims against the City of Everett in the amount of $ 4, 434, 209. 72 for the period ending February 8, 2019. RESOLUTION — ELECTRONIC TRANSFER CLAIMS To adopt Resolution No. 7343 authorizing electronic transfer claims against the City of Everett in the amount of$ 7, 338, 238. 52 for the period of December 1, 2018, through December 31, 2018. EASEMENT AGREEMENT — PUGET SOUND OUTFALL NO. 2 To authorize the Mayor to sign the Easement Agreement with the Port of Everett for Puget Sound Outfall No. 2. AGREEMENT AMENDED — SNOHOMISH COUNTY FIRE TRAINING ACADEMY To authorize the Mayor to sign Amendment No. 1 to Intergovernmental Agreement regarding the Snohomish County Fire Training Academy. JOB COMPLETE — WATER FILTRATION PLANT PORTAL NO. 1 REPLACEMENT PROJECT To accept the Water Filtration Plant Portal # 1 Replacement Project 65  February 27, 2019 with Stellar J. Corporation as complete and authorize the Mayor to sign the Certificate of Completion, allowing the release of the retainage bond. AGREEMENT - NATURAL YARD CARE PROGRAM To authorize the Mayor to sign the Interlocal Agreement with Snohomish County to participate in the Natural Yard Care: Enhanced Outreach and Evaluation Program. AGREEMENT — DIRECT COUNT PROGRAM To authorize the Mayor to sign the agreement with the Boeing Company for the Direct Count Program. Roll was called with all council members voting yes. ACTION ITEMS: AGREEMENT — ELECTRONIC BILL PAYMENT Authorize the Mayor to sign the Paymentus Master Services Agreement to have Paymentus provide electronic bill payment services to the City of Everett. This item was pulled from the agenda. RFP AWARD — FEDERAL LEGISLATIVE & ADVOCACY SERVICES Moved by Council Member Roberts, seconded by Council Member Moore, to award Request for Proposals 2018- 104 Federal Legislative Advocacy Services to Holland & Knight, LLP in the amount of 120, 000. Council Member Roberts commented on the reason this item was tabled last week and rescheduled. He also stated that he has asked staff to attend the General Government Subcommittee meeting in order to discuss the 66  February 27, 2019 procedures for purchase orders vs. professional service agreements. Council Member Stonecipher requested that Holland & Knight LLP identify, in their monthly reports, any issues they are working on that coincide with the City of Seattle, since Seattle also uses this contractor.
