March 27, 2019 The regular meeting of the Everett City Council was called to order at 12: 30 p. m., March 27, 2019, in the City Council Chambers of the William E. Moore Historic City Hall, Council Vice President Tuohy presiding. Upon roll call, it was found that Mayor Franklin and Council Members Moore, Murphy, Vogeli, Stonecipher, and Tuohy were present. Council Members Roberts and Bader were excused. Council Member Vogeli led the Pledge of Allegiance. The minutes of the March 20, 2019, City Council meeting were approved as printed. MAYOR OATH — POLICE OFFICER Moved by Council Member Murphy, seconded by Council Member Vogeli, to concur with the appointment of Paul Wright as a new police officer. Roll was called with all council members voting yes, except Council Members Roberts and Bader who were excused. Motion carried. The Deputy City Clerk administered the oath of office, and Mayor Franklin presented the officer with his badge. Mayor Franklin requested that Council clarify the City' s representation on the Board of Directors of the Puget Sound Clean Air Agency. As such, the Mayor asked the Council to make a motion that the City of Everett Mayor and Council designate Council Member Paul Roberts represent the City of Everett on the Board of Directors of the Puget Sound Clear Air Agency. 88  March 27, 2019 CITY' S REPRESENTATION - PUGET SOUND CLEAN AIR AGENCY BOARD Moved by Council Member Moore, seconded by Council Member Vogeli, City of Everett Mayor and Council designate Council Member Paul Roberts to represent the City of Everett on the Board of Directors of the Puget Sound Clear Air Agency. Roll was called with all council votingmembers yes, except Council Members Roberts and Bader who were excused. Motion carried. Mayor Franklin announced that she has requested a name change to the Wall Street Building. She stated the renaming will go through the process established by Resolution No. 6537, which will conclude with City Council action by resolution. COUNCIL Council Member Murphy stated that the next Budget Subcommittee meeting is scheduled for April 3, 2019, at 5: 30 p. m. Council Member Vogeli stated she attended the Casino Road Stakeholders meeting on Tuesday and the Everett Clubhouse informational meeting, which discussed mental health. Council Vice President Tuohy provided liaison reports from the Snohomish County 911 Board meeting and the Council of Neighborhoods meeting. Vice President Tuohy also thanked the City street cleaning crew for their efforts in keeping the streets clean. She also provided an update on county and state tourism, and suggested that the recipients of the Lodging Tax Advisory Committee grants be linked on the City' s tourism website. 89  March 27, 2019 ADMINISTRATION UPDATE ON PRIOR BUSINESS Lyle Ryan, Administration, provided an update on broadband access for Everett residents, which was requested by Council Member Stonecipher at a previous meeting. Paul Kaftanski, Administration, provided an update on the South Branch Library expansion. CITY ATTORNEY City Attorney Iles had no comments. CITIZEN COMMENTS Judy Palm, Everett, spoke about mental health issues affecting the community. PROPOSED ACTION ITEMS: COUNCIL BILL 1903- 12 SECOND READING: AN ORDINANCE approving the appropriations of the 2019 revised City of Everett Budget and amending Ordinance No. 3637- 18 COUNCIL BILL 1903- 13 SECOND READING: AN ORDINANCE concerning the Everett 2015- 2035 Comprehensive plan, amending Ordinance 2021- 94 as amended by Ordinance 3454- 15 90  March 27, 2019 CONSENT ITEMS: Moved by Council Member Stonecipher, seconded by Council Member Murphy, to approve the following consent items: RESOLUTION - CLAIMS To adopt Resolution No. 7355 acknowledging the payment of audited and approved claims against the City of Everett in the amount of 1, 469, 775. 16 for the period of March 9, 2019, through March 15, 2019. GRANT— LOCAL SOURCE CONTROL PARTERSHIP To authorize submittal of a Local Source Control Partnership grant application to the Department of Ecology, and authorize the Mayor to sign the contract and all related documents once the grant is awarded. LEASE AGREEMENT - 2930 WETMORE AVENUE To authorize the Mayor to execute the Lease Agreement with Congressman Rick Larsen for space at 2930 Wetmore Avenue. AGREEMENT — BACKGROUND SCREENING SERVICES To authorize the Mayor to sign the Client Services Agreement with DataQuest, LLC for background screening services on new hire candidates. ACTION ITEMS: AGREEMENT — CAREER LINK INTERNSHIP PROGRAM 91  March 27, 2019 Moved by Council Member Vogeli, seconded by Council Member Murphy, to authorize the Mayor to execute agreements concerning the Everett School District Career Link internship program in substantially the form as submitted. Council Member Moore, as an employee of the Everett School District, recused himself on this action item. Council Member Moore left Council Chambers at 12: 50 p. m. Roll was called with all council members voting yes, except Council Members Roberts and Bader who were excused, and Council Member Moore who was recused. Motion carried. Council Member Moore returned to Council Chambers at 12: 51 p. m. AGREEMENT — TRANSIT BUS REPLACEMENT Moved by Council Member Vogeli, seconded by Council Member Moore, to authorize the Mayor to sign the Transit Bus Replacement Agreement with the State of Washington Department of Ecology. Roll was called with all council members voting yes, except Council Members Roberts and Bader who were excused. Motion carried. AGREEMENT AMENDED — LANDFILL SITE Moved by Council Member Vogeli, seconded by Council Member Stonecipher, to authorize the Mayor to sign Amendment No. 2 to the agreement with the State of Washington Department of Ecology for cleanup and monitoring of the landfill site. 92  March 27, 2019 Roll was called with all council members voting yes, except Council Members Roberts and Bader who were excused.
