April 3, 2019 The regular meeting of the Everett City Council was called to order at 6: 30 p. m., April 3, 2019, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Bader presiding. Upon roll call, it was found that Mayor Franklin and Council Members Roberts, Moore, Murphy, Vogeli, Bader, Stonecipher, and Tuohy were present. Council Member Murphy led the Pledge of Allegiance. The minutes of the March 27, 2019, City Council meeting were approved as printed. Council Members Roberts and Bader abstained from the vote. MAYOR Mayor Franklin stated that she is scheduled to be out of town next week and will be asking President Bader to bring forward her recommendations for appointments to the Diversity Advisory Board. COUNCIL Council Member Murphy reported on his attendance last week at the Snohomish County Tomorrow Steering Committee meeting and the Public Facilities District Board meeting. He also provided a recap of the Budget Subcommittee meeting held earlier this evening. Council Member Vogeli spoke about the impacts of opiod use on the community. She spoke about a friend who died of an apparent overdose and reminded everyone that drug use affects everyone. She also stated another friend was recently detained in Arizona by ICE, and a food sale to help raise funds for the family' s homecoming will be held on Sunday, April 7, 2019, 9 a. m., 12605 Gibson Road. Council Member Vogeli reported on her attendance at a Victim Support Services luncheon today and stated the 24- hour hotline is 888- 288- 9221. Council Member Roberts spoke about the executive summary " Growing the Green Economy in Washington State," which was distributed to council members. He also reported on his attendance last week at the WaterNow Alliance Annual Summit. 95  April 3, 2019 President Bader announced that Action Item # 14 had been pulled from the agenda. He reported on his attendance two weeks ago at the Transportation Advisory Committee, which included a briefing relating to the future implementation of an e- scooter rideshare program. ADMINISTRATION UPDATE ON PRIOR BUSINESS Lyle Ryan, Administration, reported that the reopening of Fire Station No. 2 has been delayed due to some unforeseen remodeling items. He stated the station is now scheduled to open on May 3. Mr. Ryan also stated the launch date for the new city website has been moved to April 22. CITY ATTORNEY City Attorney Iles had no comments. CITIZEN COMMENTS Sean Renfro, Everett, spoke about legal and police matters. Jeff Patterson, on behalf of Bridgeways, shared a client success story. Trevor Liska, Everett, spoke about illegal weapons being trafficked near his home. Mayor Franklin requested Mr. Liska' s provide his contact information so that Police are able to look into the matter. Council Member Stonecipher inquired about the disposition status and timeline of properties that are boarded up and how the City monitors these properties. Lyle Ryan, Administration, stated he would report back to Council. 96  April 3, 2019 COUNCIL BREIFING AGENDA: Authorize the Mayor to sign a professional services contract with the Economic Alliance of Snohomish County ( EASC) for$ 75, 000. Presented by Dan Eernessee, Economic Development, and Patrick Pierce, EASC Vice President Tuohy stated it would be helpful to see member data such as the number of Everett members and the number small business members that participate in some way. Mr. Pierce stated he can report back with specific data. Council Member Moore suggested the City consider a longer term contract in the future with annual reporting. President Bader inquired about the date the agreement would be coming back for Council action. Mayor Franklin stated the contract is scheduled for action next week. COUNCIL BILL 1903- 14 FIRST READING: AN ORDINANCE relating to the Business Improvement Area ( BIA) three- year budget amending Ordinance No. 3582- 17 Presented by Susy Haugen, Finance COUNCIL BILL 1903- 15 FIRST READING: AN ORDINANCE vacating a portion of State Street, a portion of 17th Street, and alleyways within Blocks 324, 325, Plat of Riverdale Addition subject to the conditions set forth in the Ordinance Presented by Paul Kaftanski, Administration 97  April 3, 2019 COUNCIL BILL 1903- 16 FIRST READING: AN ORDINANCE updating Transit Fares, amending Ordinance 2918- 06 Presented by Tom Hingson, Transportation Services Council Member Roberts stated it would be helpful if Council could review a breakdown of the information that has been collected from public outreach prior to the public hearing. Mr. Hingson stated he would forward a report to Council after the completion of the public meetings. Council Member Murphy requested information about the five- year projected revenue impacts. Council Member Moore requested the inclusion of fare comparables with other municipalities. CONSENT ITEMS: Moved by Council Member Murphy, seconded by Council Member Roberts, to approve the following consent items: RESOLUTION - CLAIMS To adopt Resolution No. 7356 acknowledging the payment of audited and approved claims against the City of Everett in the amount of 826, 035. 91 for the period of March 16, 2019, through March 22, 2019. RESOLUTION — PAYROLL To adopt Resolution No. 7357 authorizing payroll claims against the City of Everett in the amount of $ 4,073, 784. 86 for the period ending March 16, 2019. 98  April 3, 2019 APPLICATION — 2019 BOATING REGATTA To approve the Seattle Outboard Association application to hold the 2019 Boating Regatta on Silver Lake on June 1, 2019. PURCHASE — PETERBILT CHASSIS To authorize the purchase of one Peterbilt Chassis from Western Peterbilt Inc. using Washington State Department of Enterprise Services contract, in the amount of$ 156, 178. 35, including Washington State sales tax. AGREEMENT AMENDED — EVERETT STATION OPERATIONS To authorize the Mayor to sign Amendment No. 1 to the Everett Station Operations and Maintenance Agreement with Sound Transit. PURCHASE — THREE SERVICE BODIES To authorize the purchase of three service bodies from Northend Truck Equipment Inc., using the City of Seattle and Washington State Department of Enterprise Services contacts, in the amount of 141, 502. 55, including Washington State sales tax. RESOLUTION — SURPLUS BOAT, TRAILER, AND MOTOR To adopt Resolution No. 7358 declaring Zodiac Defe Boat, Boat Trailer, and Boat Motors surplus and authorizing sale at a public auction. Motion carried. 99  April 3, 2019 PUBLIC HEARING — COUNCIL BILL 1903- 13 President Bader opened the public hearing regarding Council Bill 1903- 13, a proposed ordinance concerning the Everett 2015- 2035 Comprehensive plan, amending Ordinance 2021- 94 as amended by Ordinance 3454- 15. David Stalheim, Planning, provided a brief presentation. He also spoke about the three amendments that are included in the packet. Moved by Council Member Moore, seconded by Council Member Tuohy, that this be declared the third and final reading of Council Bill No. 1903- 13, as amended. President Bader invited public comment. There were no citizens who wished to speak. Moved by Council Member Roberts, seconded by Council Member Tuohy, to close the public hearing. Roll was called with all council members voting yes. ACTION ITEMS: RESOLUTION — CLIMATE ACTION PLAN Moved by Council Member Roberts, seconded by Council Member Vogeli, to adopt Resolution No. 7359 requesting the Everett Planning Commission prepare a Climate Action Plan for the City of Everett. Council Member Roberts thanked Council Member Murphy for his leadership. He also thanked Council Members Vogeli and Moore, who serve on the General Government Subcommittee. Council Member Roberts also reviewed the recommendations and goals outlined in the plan. The following Everett residents spoke in support of the Climate Action Plan: Pam Kepford, Ryan Weber, Kimberly Busteed, Tom Crisp, Paula Townsell, and Jacob Skinner Victor Harris, Everett, inquired about the date the plan is due back from the Planning Commission. President Bader stated a date has not been confirmed. Council Member Roberts stated that funding in an approximate amount of 25, 000 will be required for additional consulting services. Council Member Vogeli encouraged the public to attend the Arbor Day ceremony on April 10, 12: 30 p. m., at Walter E. Hall Park. Council Member Murphy thanked Council Member Roberts for his work on the plan. BID CALL — SMITH STREET CLEANUP PROJECT Authorize the Call for Bids for the Smith Street Cleanup Project. This item was pulled from the agenda. RFP RELEASE — 2019- 017 ASSET CONDITION ASSESSMENT Moved by Council Member Stonecipher, seconded by Council Member Roberts, to authorize the Release of Request for Proposals 2019- 017 Asset Condition Assessment. Paul Roberts inquired about the new RFP process. He requested information be provided to council members well in advance of Council action. Roll was called with all council members voting yes.
